All aye' Motion Carried' Stoltzman made motion, Miron seconded, to approve the claims for December 2, 1991, in the amount of $248,687'53' All aye. Motion Carried. ANNUAL LIQUOR AND RELATED LICENSES Annually, the City Council renews the on -sale, off -sale, and other liquor licenses for the various establishments holding licenses in the City of Hugo. All licenses are issued pursuant to Chapter 150 of the municipal code. The proposed resolution reflects the licenses requested by the applicants at this time. BRUNOTTE ARRIVED AT 7:08 PM' Miron made motion, Jesinski seconded, to adopt RESOLUTION 1991-26, RESOLUTION APPROVING LIQUOR AND RELATED LICENSES FOR 1992. APPOINTMENT TO BOARD F ZONING ADJUSTMENTS At the November 26, 1991 Planning Commission meeting, action was taken rW"umm=nuT/^y u.e =ppuM`uxW''Q u/ wommissioner Bill mezzanu to serve on the Board of Zoning Adjustments for the balance of this year and calendar year 1992. Brunotte made motion, Barnes seconded, to appoint Commissioner Bill Mezzano to serve on the Board of Zoning Adjustments for the balance of this year and calendar year 1992' All aye, Motion Carried. LAW ENFORCEMENT SERVICES CONT The City Council received a copy of the Contract for Law Enforcement Services for the 1991 calendar year, as proposed by Washington County. The contract amount, as shown in Section 2 on Page 2, includes the cost of one squad car, which the City does get a credit for at the end of each calendar year. The County has indicated that the contracts for the 1992 calendar year will be sent to us some time in December of this year. City Council meeting of December 2, 1991 Page 2 Sto]tzman made motion, Jesinski seconded, to approve the Contract for Law Enforcement Services for the 1991 calendar year between the City of Hugo and the Washington County Sheriff's Office, and authorize the Mayor to sign said Contract on behalf of the City. All aye. Motion Carried. REQUEST FOR PROPOSALS (RICE LAKE PARK BLDG.) Mayor Stoltzman has requested that the Council consider asking for proposals to look into the remodeling of the Rice Lake Park building to serve as a City Hall facility. He has indicated he would like the study of this matter to take place this winter so that a possible move from the existing City Hall to a new facility could be accommodated some time in 1992. In light n+ +hp f­+ +h=+ thn rm/nril hp= ==+=h`i=hed the uonradino of City Hall and fire-fighter facilities as a top priority for the City, it would seem appropriate to proceed with the necessary studies to determine financial feasibility for converting the Rice Lake Park building to a City Hall. Earlier this year, the staff had noted that the City could come up with approximately $100,000 in financial reserves to remodel the building in question as a City Hall facility' Mayor 3001 1700r, requested the members of the Council visit ,the site, and building in question, so that they would be better prepared to discuss the merits of this proposal. If the City Council would like to proceed and investigate the feasibility of this project this winter, the City staff suggests authorization to advertise for a Request for Proposal from architects or engineers. Consideration should be given to both evaluating the future needs of the City, and development of a plan to remodel the building. The Council discussed the "pros and cons" of relocating City Hall to the Rice Lake Park building. It was the consensus of the Council that there was a definite need to enlarge the City Hall facility, and Councilmember Barnes encouraged the Council to look at the "whole site" for future use, not just the remodeling of the building' Miron made motion, Barnes seconded, directing City staff to proceed with the advertising for a Request for Proposal to evaluate costs involved with remodeling of the Rice Lake Park building to serve as a Cit/ Ha1l facility. MINOR SUBDIVISION (GRUETT) Arnie and Elvira Gruett of 12433 Ingersoll Ave. No., have made application to the City of Hugo for a minor subdivision and waiver of the formal platting requirements. The property in question is described as: That part of Gov't Lot 3, Section35, T31N, R21W, Washington County, Minnesota, lying northerly of the center line of County State Aid Highway No. 7. Ths property consists of 12.89 acres and is currently zoned RR2. It is Mr. Gruett's intent tc subdivide the parcel into two lots, one consisting of approximately 7.89 acres and one of 5 acres. The required permit from Rice Creek Watershed District has been secured. The soil tests submitted have been reviewed by the Washington County Public Health Dept', and they have indicated that the site is suitable for the installation of an individual sewage treatment system, pursuant to City code. The Planning City Council meeting of December 2, 1991 Page _ Commission considered this matter at their meeting of November 26, 1991, and unanimously recommended approval of the request subject to special conditions. Jesinsk:i made motion, Brunotte seconded, to approve Certificate of Survey #12-2-91, and waiver of the formal platting requirements, for Arnie and Elvira Gruett to subdivide 12.89 acres .into two lots, one consisting of approximately 7.89 acres, and one of 5 acres. Parkland dedication is not required because no new lots are being created with this subdivision. Approval is subject to the following special conditions: 1. Survey approval shall be contingent on compliance with the survey conditions, as well as a grading, stormwater drainage plan, and the survey submitted. 2. All conditions of survey approval must be met prior to the stamping of any deeds for recording by the cit`f' clerk: unless permitted by council action. 3. The property lines on site be identified by the owners to assure property setbacks when buildings are to be constructed .if required by the building inspector. All lots must be properly staked. 4. Proposed driveway or drainage areas within the area surveyed must include the installation of a minimum 15" diameter-, corrugated metal culvert in a manner acceptable to the Gity. 5. No building permits shall be issued until survey has been approved and recorded with Washington County. 5. All conditions of approval by Rice Creek Watershed District must be complied with. 7. All fees relating to this subdivision shall be paid by the applicant including the cost of recording documents with Washington County. 8. Any driveway permits requiring access to highways or county roads may not be issued until the necessary permits are secured from Washington County. 9. The minimum lowest floor elevation on Parcel B shall be 2' above the 100 year flood mart: or 4' above the high groundwater mark:, whichever is greater. 10. No improvements, grading, or landscaping __.hall be permitted in the identified drainage arvaR without the express written authorization of the City and the appropriate watershed district.. 11.. All property owners shall be responsible for maintenance of drainage areas within easements on their property. The owners shall :-amply with all conditions and restrictions applicable to identified wetlands. 12. The developer shall permit access to the referenced site for periodic inspections to assure conformance with the conditions of survey approval. All aye. Motion Carried. ADMINISTRATOR SEARCH COMMITTEE REt='C."rRT The City Council received a copy of a report from the Search Committee regarding the method of recruitment of a city administrator- for the City of Hugo. The Committee unanimously recommended that the City Council hire Mr. Jim Primeyer of Sathe and Associates to conduct the search for a city administrator. The Committee outlined two proposals offered by Sathe and City Council meeting of December, 1.991 Paae 4 and Associates. The cost and fee for services are reflected in Sections j. and 5 of the proposal. The recruitment process proposed will take approximately four months unless the Council chooses the "modified" approach, which would cut approximately two -to -four weeks from the recruitment time. Jesinski made motion, Stolt man seconded, to employ Jim Brimeyer of Sathe and Associates to conduct the search for a city administrator using the "modified approach", at a cost not to exceed $10,500. Mr. Brimeyer- is to be the main person conducting the recruitment. All aye. Motion Carried. Councilman JesinsE-:i stated that as long as the City Council is discussing the replacement of a city administrator, it would be appropriate to consider who will be handling the administrative duties after the l.st of the year. He indicated his concern for adequate staffing, and providing a smooth transition to a new city administrator. Jesinst-:i made motion, Barnes seconded, to extend the contract of City Administrator, F::en Huber, for a three-month period, beginning January 1, 1992, based on his current contractual arrangement with the City. Councilman Miron inquired as to compensation arrangements to retain the City Administrator. Mayor Stolt man stated that it was the intent to merely extend the contract, based on current salary and fringe benefits. Mayor Stolt man inquired of the City Administrator as to his willingness to accept this offer for the time period proposed. The City Administrator accepted the proposal with the understanding that he would be leaving his position if he secures employment elsewhere, or at such time as the new city administrator officially tat -:es office with the City. He also assured the City Council that although it was understood that the fringe -benefit pact -:age and wages would not change from the current contract, and economic benefits would be prorated for that period of time he would be serving as the City's administrator. CITY ADMINISTRATOR Administrator Huber- reported on the fallowincj: City Council minutes of December, 1991 Page 5 1. The City Engineer's status report on CIF', Phase. 2. At the next Council meeting, the City Engineer will be present to discuss the status of the water management study and well -location Study. 3.
