The meeting was called to order by Mayor Atkinson at 7:01 PM.

Olson made motion, Vail seconded, to approve the minutes for the regular
City Council meeting of May 7, 1990 as submitted'
All aye. Motion Carried.
Olson made motion, Jesinski seconded, to approve the claims for May 21,
1990 in the amount of $51,793.99'
All aye. Motion Carried.
HOSPITAL ADMINISTRATOR PRESENTATION (JAC[--.' LANNON)
Mr. Lannon appeared before the City Council to discuss District Memorial
Hospital and services they provide to the residents of Hugo. Mr. Lannon
wanted the Council to know that he was available to them should they have
any questions regarding the hospital.
OVER -SIZED GARAGE VARIANCE_(A. BRATLAND)
On behalf of Ardean Bratland, G & H Builders has made application to the
City of Hugo for a variance to construct an 800 square foot attached
garage at 4935 126th Street North, Hugo, MN (aka Lot 1, Block 1, Bald
Eagle Estates). The maximum square footage allowed in the SFE zone is 720
square feet. The garage is to be used for residential purposes only. This
request is consistent with current Council policy regarding over -sized
garages in residential districts'
McAllister made motion, Vail seconded, to approve the variance request of
G & H Builders to construct an 800 square foot attached garage at 4935
126th Street North (aka Lot 1, Block 1° Bald Eagle Estates). The garage
is to be used for residential purposes only'

On behalf of Greg McCullough, G & H Builders has made application to the
City of Hugo for a variance to construct an 840 square foot attached
garage in an SFE zoning district. The property in question is identified
as 4905 Gallivan Court (aka Lot 11, Block 1~ Bald Eagle Estates). The
garage is to be used for residential purposes only, and the request is
consistent with Council policy regarding over -sized garages in residential
districts.
Vail made motion, Olson seconded, to approve the variance request of G & H
Builders to construct an 840 square foot attached garage at 4905 Gallivan
Court (aka Lot 11, Block 1, Bald Eagle Estates). The garage is to be used
for residential purposes only.

The City's financial consultants are recommending that the City Council.
set a special meeting date for Wednesday, June 6, 1990 at 6:00 PM to
approve and execute the necessary documents for the sale of bonds relating
to the Rice Lake Park: acquisition. The Washington County HRA will be
taking the necessary steps to approve the required documents earlier that
day, and it is essential that the City Council also act on this matter
June 6th.
McAllister made motion, Jesinski seconded, to schedule a special meeting
for Wednesday, June 6, 1990 at 6:00 PM to approve and execute the
necessary documents for the sale of bonds relating to the Rice Lake Park:
acquisition.
All aye. Motion Carried.
ARHIP AND MANN/CITY PROSECUTOR'S LETTER
The City Council received a copy of the letter from the City Prosecutor
regarding the status of the Tara Arhip and Kevin Mann cases. The City
Prosecutor is recommending that they proceed with prosecution as
previously directed, and are inquiring as to whether or not the City would
like to consider adding a nuisance violation to the complaint that would
allow the City to go in and clean up the site in question and assess it
against the affected property.
Olson made motion, McAllister seconded, that the City Prosecutor be
authorized to add a public nuisance violation to the complaint against
Tara Arhip and Kevin Mann.
All aye. Motion Carried.
The City Council emphasized that the City should have a conviction or
injunction prior to entering the property to have it cleaned up.
RICE LAKE PARE : ACQU I ST I Ot•J
City Administrator, Ken Huber, reported that condemnation proceedings were
being started on May 22, 1990 for the acquisition of Rice Lake Park. The
City Council concurred with this action.

The City received a copy of a CITATION FOR DETERMINATION WHETHER TO
INITIATE LICENSE REVOCATION PROCEEDING against the Twin Pine Mobile Home
Park. The City Council was informed that this cit.iati_on was initiated by
the State of Minnesota and not the City of Hugo.

The City Coc_ncil was provided pictures of an illegal dump site in the Bal(.
Eagle Industrial Paris. This matter is being investigated by the
Washington County Health Department as well as the City �.�.,-i Hugo.

MISCELLANEOUS
Atkinson made motion, Olson seconded, to schedule an assessment hearing
for June 18, 1990 at 7:00 PM, to reconsider the assessments for the
following parcels: 93016-0305, 93029-2250, 93029-2500, and 93032-2250.
All aye. Motion Carried.
FISCAL POLICY
The City Council reviewed the proposed fiscal policy as submitted by the
City staff. Councilman McAllister objected to Item #12, and City
Administrator Huber explained the City's policy as it relates to reserve
funds.
Atkinson made motion, Jesinski seconded, to adopt RESOLUTION 1990-15,
RESOLUTION ADOPTING FISCAL POLICY.
VOTING AYE: McAllister, Jesinski, Olson, Vail, Atkinson
VOTING NAY: None
Motion Carried.
