The meeting was called to order by Mayor Atkinson at 7:00 PM.

Olson made motion, Vail seconded, to approve the City Council minutes of
February 21, 1989 as amended.
All aye. Motion Carried.
Vail made motion, Olson seconded, to approve the minutes of the special
City Council meeting of February 23, 1989, as submitted'
All aye. Motion Carried.
Olson made motion, Vail seconded, to approve the General Claims for March
6, 1989 in the amount of $5,658.12.
All aye. Motion Carried'
Vail made motion, Olson seconded, to approve the Utility Claims for March
6, 1989 in the amount of $3,655.23.

Consistent with 9D of the goals and policies in the city's comprehensive
land -use plan, the staff has completed preparation of a new revised
on-site septic ordinance. The need for these revisions has been discussed
with the City Council on two previous occasions in the fall of 1988, and
said ordinance has been prepared at the direction of the City Council.
This ordinance is modeled after the Washington County on-site septic
system ordinance, yet has been modified significantly to meet the needs -of
the City of Hugo. Said ordinance has been drafted and amended to allow
for the enforcement and implementation of the ordinance by either the Hugo
Code Enforcement Officer or with a contractural arrangement. Considerable
effort has been put into drafting of this ordinance by the city attorney
and city engineer in an effort to improve the city's on-site septic system
standards, yet allow flexibility to deal with the growth of the community.
McAllister made motion, Olson seconded, to adopt ORDINANCE 1989-256, AN
ORDINANCE REGULATING THE LOCATION, DESIGN, INSTALLATION, USE AND
MAINTENANCE, REQUIRING PERMITS AND INSPECTION OF INDIVIDUAL SEWAGE
TREATMENT SYSTEMS WITHIN THE CITY OF HUGO'

As per Council direction, the city staff has completed it's discussions
with Washington County to provide on-site septic system inspection and
licensing for the City of Hugo. City staff has been working with the
Washington County Planning office through Mr' Al Goodman, who is the
supervisor of the inspections personnel. The initial agreement proposed
by Washington County was modified significantly by the city attorney. We
have now arrived at an agreement that both the City and County are
comfortable with, and feel we are in a position to enter into an agreement
effective April 1, 1989. Washington County also submitted a letter
answering the remaining questions the staff had regarding the
communications of final inspections to the City for the purpose of issuing
a certificate of occupancy.
McAllister made motion, Jesinski seconded, authorizing the Mayor and City
Clerk to sign the Individual Sewage System Agreement between Washington
County and the City of Hugo appointing the Washington County Planning
Office/Building Official as the city's authorized agent for enforcement of
Ordinance 1989-256.

FOREST LAKE YOUTH SERVICE BUREAU AGREEMENT
The Forest Lake Youth Service Bureau has submitted it's annual agreement
with the City for approval' The YSB has assured us that the agreement in
question is identical to that entered into by the City for the last
several years. The city's Contract for Services with the YSB is an
approved item in the 1989 fiscal year budget.
McAllister made motion, Olson seconded, authorizing the Mayor and City
Clerk to sign the Purchase of Service Agreement between the Forest Lake
Area Youth Service Bureau and the City of Hugo'

In response to the assessment appeal by Clara Letourneau and Joseph Card
on the Ingersoll Avenue street improvement project, city staff has
prepared the appropriate reassessment resolution consistent with the
Settlement Agreement authorized by the City Council. Minnesota Statutes
Chapter 429 provides a mechanism to reassess only those properties
involved in the assessment appeal' The required resolution sets the
assessment hearing date to reassess the two parcels involved in the
aforementioned appeal.
Olson made motion, Vail seconded, to adopt RESOLUTION 89-5, A RESOLUTION
FOR HEARING ON PROPOSED REASSESSMENT FOR INGERSOLL AVENUE P.I. PROJECT
#5-2-88(A).

FINANCE DIRECTOR REPORT
As per Council direction, city staff has completed preparation of a job
description for the position of Finance Director. Said description has
been prepared consistent with recommendations with the city auditors and
the needs of the City. City staff prepared a resolution for Council
consideration authorizing the filling of this position and outlining the
terms of employment' City Administrator Huber introduced Mr. Ron Otkin,
and recommended that Mr. Otkin be considered by the City Council to fill
the Finance Director position. The Council agreed that Mr. Otkin's
credentials are more than adequate to fill the position.
Olson made motion, Vail seconded., to adopt RESOLUTION 89-5, A RESOLUTION
AUTHORIZING CREATION OF THE FINANCE DIRECTOR POSITION AND FILLING OF SAID
POSITION BY THE HIRING OF MR' RONALD OTKIN EFFECTIVE APRIL 3, 1989.

MISCELLANEOUS
Fire Chief, Ron Istvanovich, submitted a Fire Department Organizational
Chart to be included as an addendum to the existing Operations Manual.
Atkinson made motion, Vail seconded, that the City of Hugo adopt the FD
]rganizational Chart, as submitted, and that said chart be included as an
addendum to the Fire Department's Operations Manual.
All aye. Motion Carried.
McAllister made motion, Olson seconded, that the City of Hugo recognize
Mayor Atkinson's appointment of John Benson to serve as Hugo's assistant
weed inspector'
All aye. Motion Carried'
Councilman Jesinski will forward lake monitoring literature to Ron
Cressman for his consideration regarding Oneka Lake.
Mayor Atkinson received a letter signed by a number of 1988 election
judges requesting a raise in their salary. This matter will be considered
at 1990 budget time.
Copies of certain correspondence regarding Tara Arhip and the Hugo Post
Office are to be sent to interested parties.
City Administator will evaluate the city's needs for fencing of it's
ballfields adjacent to City Hall.
