The regular meeting was called to order by Mayor Atkinson at 7:03 PM.

Olson made motion, Vail seconded, to approve the minutes of the regular
Council meeting of July 17, 1989 as submitted.
All aye. Motion Carried.
Vail made motion, Olson seconded, to approve the General Claims for August
7, 1989 in the amount of $402,123.00.
All aye. Motion Carried.
Jesinski made motion, Vail seconded, to approve the Utilility Claims for
August 7, 1989 in the amount of $3,295.57.
All aye. Motion Carried.
ST. JOHN'S CHURCH (3.2 BEER)
McAllister made motion, Jesinski seconded, to approve the issuance of an
On Sale 3.2 beer license to the Church of St. John's for August 27, 1989
in conjunction with their annual Fall Festival at 14383 Forest Blvd.

SHORELAND MANAGEMENT ORDINANCE AMENDMENT
As per Council direction, the staff completed the modifications to the
City's Shoreland Management Ordinance, as required by the MNDNR. The
ordinance was amended deleting reference to the City's official zoning
map, and adopts the new Shoreland Overlay District Map. This amendment
was recommended by the Hugo Planning Commission following the required
public hearing on July 26, 1989. All recommendations of the city attorney
have been incorporated into the ordinance.
McAllister made motion, Vail seconded, to adopt ORDINANCE 1989-258, AN
ORDINANCE AODPTING THE OFFICIAL SHORELAND OVERLAY DISTRICT MAP AND
AMENDING CHAPTER 320-43 AND 320-44 OF MUNICIPAL CODE AS IT DEALS WITH '
SHORELAND MANAGEMENT.
VOTING AYE: McAllister, Jesinski, Olson, Vail, Atkinson

On behalf of Don Hendrickson, Woodland Builders, Inc., has made
application to the City of Hugo for a variance to construct an 8,51. square
City Council meeting of 817/89

foot attached garage for residential purposes at 8835 126th Street North,
Hugo, MN (aka Lot S, Block: 2, Countryview Acres). The request in question
exceeds the maximum garage size (720 square feet) by approximately 130
square feet. This request is consistent with current Council policy
regarding the granting of variance for oversized garages.
Vail made motion, Olson seconded, to approve the variance request of D.
Hendrickson, 8835 126th Street North (aka Lot 6, Block 2, Countryview
Acres) to construct an 851 square foot attached garage for residential
purposes only.

1990 ANIMAL CONTROL CONTRACT
Animal Control €< Management, which currently serves the City of Hugo, has
notified us that the monthly contract amount for services provided will be
increased from $248.00 per month in 1989 to $255.00 per month in 1990.
This reflects a $7.00 per month increase. The $248.00 contract amount has
been the same for the last two years. There is no change in the contract
language proposed at this time. The City staff recommends Council
approval of the increase, and direct the City's finance officer to reflect
this adjustment in the 1990 proposed budget.
McAllister made motion, Jesinsk:i seconded, to approve the increase in
monthly contract amount for services from $248.00 per month in 1989 to
$255.O0 per month in 1990.

LAW ENFORCEMENT SERVICES CONTRACT
The Washington County Sheriff's Department has submitted a new contract
for law enforcement services for the period beginning January 1, 1989
through December 31, 1999. The County has experienced some delays in
getting this contract to us as a result in a change in personnel who
administer this contract. The County has assured us that there are no
changes in the contract from the previous year. The City's actual cost
for law enfocement in 1987 was $166,519.005 in 1988 $1.71,521.00, and
projected for 1989 is $178,904.00.
McAllister made motion, Jesinski seconded, authorizing tl-iL. Mayor and City
Clerk: to sign the 1989 Law Enforcement Services Contract between
Washington County and the City of Hugo.

As per the recommendation of the Washington County Sheriff's Department.,
they City staff completed development of a motorized rec:reat:.ional. vehicle
City Council meeting of 8/7/89

ordinance for the City of Hugo. The primary intent of this ordinance :is
to deal with problems that have developed with regard to: age of
operator, operating on City streets, unlicensed vehicle operators,
operating at an extremely high rate of speed, and property trespassing.
McAllister made motion, Olson seconded, to adopt ORDINANCE 1989-260, AN
ORDINANCE SETTING STANDARDS AND REQUIREMENTS FOR OPERATION OF MOTORIZED
RECREATIONAL VEHICLES AND ESTABLISHING AGE REQUIREMENTS OF CERTAIN TYRES
OF OPERATION, CHAPTER 181.
VOTING AYE: McAllister, Jesinsk:i, Olson, Vail, Atkinson
VOTING NAY: None
Motion Carried.
McAllister directed City staff to have Ordinance 1989-260 published in the
White Bear Press as well of the City's official newspaper, the Forest Lake
Times.
HUGO MEADOWS - PUBL.IC IMPROVEMENTS ACCEPTANCE
Atkinson made motion, McAllister seconded, to withdraw the matter from the
Council agenda.
All aye. Motion Carried.
MISCEL..L..ANEOUS
The Council will discuss the recently submitted Elmcrest Avenue
feasibility study at their meeting of 9/21/89.
The City recently received a letter from Wayne LeBlanc regarding Hugo's
participation in Centervi.l.le's effort to obtain a MPCA grant for the
improvement of water quality in Peltier Lake. Mr. LeBlanc was not present
to make his presentation.
