PRESENT: Olson, Peltier, Potts, Vail, Atkinson City Administrator, Ken Huber City Engineer, Howard K.uusisto City Clerk, Mary Ann Creager Peltier made motion, Vail seconded, to approve the minutes of June 6, 1988 as submitted. All aye. Motion Carried. Vail made motion, Peltier seconded, to approve the General Claims for June 20, 1988 in the amount of $60,162.66. All aye. Motion Carried. Potts made motion, Peltier seconded, to approve the Utility Claims for June 20, 1988 in the amount of $837.05. All aye. Motion Carried. FINAL SURVEY APPROVAL (M. TEADT) Michael and Laurie Teadt have made application to the City of Hugo for the subdivision of a 41.6 acre parcel of land into two parcels, one containing a 20 acre tract and the other a 21.6 acre parcel. The property is located in the E 1/2 of the NW 1/4 of Section 6, T31N, R21W, Washington County, Minnesota. The site in question is zoned agricultural, and appears to meet all minimum lot size requirements. The Planning Commission recommended approval of the preliminary survey at their April 27th meeting, and the City Council subsequently approved the preliminary survey on May 2, 1988. The staff recommends approval of this subdivision and waiver of the formal platting requirement. Olson made motion, Vail seconded, to approve the final certificate of , survey #6-20-88 for Michael and Laurie Teadt, waiver of the formal platting procedure, for the following described parcel of land: the East 1/2 of the NW 1/4 of Section 6, T31N, R21W, Washington County, Minnesota. Approval is subject to the following conditions: 1. All property lines must be identified on site by the applicant to show proper building setbacks if required by the building inspector. 2. Driveways or drainage areas must include installation of a minimum 15" diameter corrugated metal culvert in a manner acceptable to the city. 3. All fees relating to this subdivision shall be paid by the applicant including the cost of recording of recording documents with Washington County. 4. On-site activities permitted as a result of this subdivision shall not cause the altering of any watercourse, ditch, or drainage system in the area. 5. All conditions of the approval must be met prior to stamping any deeds for recording by the city clerk unless otherwise permitted by Council action. All Aye. SALKOWICZ) Ed and Mary Salkowicz have made application to the City of Hugo for a variance to allow for an attached garage 816 square feet in size (720 sq ft maximum allowed). The property in question is located at 8599 140th Street (the East 348.64 feet of the West 1388.76 feet of that part of the N 1/2 of the NW 1/4 of Section 26, T31N, R21W, Washington County, Minnesota). The property is 10 acres in size, and the proposed garage is intended to be used for residential purposes only. The Board of Zoning Adjustments met on June 15, 1988 to review this request and unanimously recommended approval of the variance as requested. Potts made motion, Peltier seconded, to approve the variance request of Ed and Mary Salkowicz, 8599 140th Street, to allow for an attached garage 816 square feet in size on said property. All aye. Motion Carried. GARAGE VARIANCE (D. GROVE) David and Leah Grove have made application to the City of Hugo for a variance to construct an oversized garage 22 ft x 34 ft at 16210 Harrow Avenue. The property is also described as Parcel C of the Jim Weber certificate of survey approved by the City Council on 6/24/87. The maximum permissible attached garage in the RR2 zone is 720 square feet, and Mr. Grove is requesting a garage 770.56 square feet in size. The Huger Board of Zoning Adjustments met on June 15, 1988 and unanimously recommended approval of the variance as requested. Olson made motion, Peltier seconded, to approve the variance request of David and Leah Grove, 16210 Harrow Avenue, to construct a 22 ft x 34 ft over -sized garage on said property. All aye. Motion Carried. GARAGE VARIANCE (L. ZERWAS) Lyle and Charlotte Zerwas have made application to the City of Hugo for a variance to construct an oversized garage in an agricultural zone containing approximately it acres. The property is generally described as 6800 137th Street, Hugo, Minnesota, and parcel F of certificate of survey previously approved by the City Council. Mr. Zerwas is requesting an oversized garage of 912 square feet (720 square feet is allowable). This matter was reviewed by the Hugo Board of Zoning Adjustments on June 15, 1988, and they recommended approval of the variance. Potts made motion, Peltier seconded, to approve the variance request of Lyle and Charlotte Zerwas, 6800 137th Street, to construct an over -size garage of 912 square feet on said site. All aye. City Council meeting of June 20, 1988 Page SIGNING OF HOMESTEAD DRIVE The city engineer is recommending Council authorization for the installation of traffic regulatory signs on Homestead Drive and 130th Street west of Sunset Lake. The engineers are recommending installation of a STOP SIGN on Homestead Drive at the intersection with 125th Street and 30 mph speed limit signs on both sides of Homestead Drive. Vail made motion, Peltier seconded, to adopt RESOLUTION 88-27, RESOLUTION AUTHORIZING INSTALLATION OF TRAFFIC REGULATORY SIGNS ON HOMESTEAD DRIVE AND 130TH STREET, WEST OF SUNSET LAKE. VOTING AYE: Olson, Peltier, Potts, Vail, Atkinson VOTING NAY: None Motion Carried. C.I.F. PROJECT FEASIBILITY REPORT City Engineer, Howard Kuusisto, has indicated they have completed the feasibility report for Phase 1 of the city's capital improvement project previously authorized by the City Council, and will go over the feasibility report, in detail, with the Council. Although the engineer prepared a preliminary report at the time the capital improvements program was approved by the City Council, the Council requested a more detailed, up-to-date report that would meet the requirements for proceeding with a public improvement hearing on these projects. The roads being considered as a part of this project are Oneka Lake boulevard, Harrow Avenue, Goodview Avenue, Homestead Avenue, Falcon Avenue, 130th Street, 177th Street, and Hyde Avenue. If the City Council wishes to move forward with this proposal, the appropriate action would be to accept the feasibility report and order a public improvement hearing for July 21, 1988. After a brief discussion, and receiving no comment from the audience, Councilmember Robert Olson made the following motion: Olson made motion, Vail seconded, to adopt RESOLUTION 88-28, RESOLUTION RECEIVING REPORT AND CALLING FOR IMPROVEMENT HEARING ON C.I.P. PROJECT #5-2-88(B). VOTING AYE: Olson, Potts, Vail, Atkinson VOTING NAY: Peltier Motion Carried. CITY HALL PARKING LOT REPAIR Ear4ier this year, the City Council authorized the sealcoating and striping of the City Hall parking lot. The work is scheduled to take place in approximately two weeks, and city staff has given some additional thought to other improvements to the parking lot that would provide for a better parking arrangement. City staff is requesting Council authorization to proceed to get cost estimates and do some bituminous work on the parking lot area east of the municipal building. The staff feels that if properly laid out, the parking lot can be designed to provide off-street parking for approximately 20 vehicles. 7; - City Council meeting of June 2EJ, 1988 Page 4 Atkinson made motion, Vail seconded, authorizing city staff to proceed with the necessary improvements to the City Hall parking lot. CABLE TV SERVICE AREA After a recent discussion with a cable television consultant, it was determined that one of the steps the City Council should take early on is to establish a proposed service area where the city would like to have cable TV installed in the early stages of development. The city staff has prepared a recommended service area based on existing households and future development. The consultant in question has also indicated he is submitting a proposal to provide us with assistance during the bidding and franchising process. City Administrator, Ken Huber, reviewed the proposed service area with the Council, and after some discussion, Mr. Huber was authorized to proceed with the next steps in the cable TV process, and the Council accepted the proposed service area as recommended. MISCELLANEOUS Atkinson made motion, Olson seconded, to adopt RESOLUTION 88-29, RESOLUTION OF INTENT TO AUTHORIZE FUNDING FOR THE OLDER ADULT SUBURBAN HOME -SHARE PROGRAM. VOTING AYE: Olson, Peltier, Potts, Vail, Atkinson VOTING NAY: None Motion Carried. The city received a letter from the city's prosecuting attorney, Richard Hocking, regarding litigation between the City of Hugo and Thommes and Thomas Tree Service, suggesting steps that can be taken to avoid further legal action and costs, and settle the matter. Atkinson made motion, Peltier seconded, authorizing city staff to enter into negotiations with Thommes and Thomas Tree Service in an attempt to reach a settlement and authorizing a one time burning permit regulated by the Fire Chief if an agreement can be reached. All aye. Motion Carried. , CITY OF HUGO VS. DAVID SCHUMANN The City Council authorized City Administrator, Ken Huber, to hire the appropriate legal counsel to handle litigation between the City of Hugo and David Schumann. MISCELLANEOUS The city will be receiving a letter from Boy Scout Troop #151, requesting their reimbursement check from Washington County, along with a request for an additional $300.00 for improvements to their recycling center 72 City Council meeting of June 20, 1988 Page 5 buildings. In that the city's compost site will be ready this fail, the City Administrator was directed to contact MNDOT in an attempt to get authorization for the installation of signs indicating these locations.
