3.0 CANVASS ELECTION RESUL S (12/l/88 ELECTION RECOUNT) -
Peltier made motion, Potts seconded, to adopt RESOLUTION 88-53, RESOLUTION
CANVASSING ELECTION RETURNS OF NOVEMBER 8, 1988 ELECTION AND DECEMBER 1,
1988 RECOUNT FOR COUNCIL PERSON AT LARGE.
VOTING AYE: Olson, Peltier, Potts, Vail, Atkinson
Motion Carried.
4.0 CABLE TV
RECOMMENDATION: The City of Hugo appoint Mr. Mark Ayotte as the city's
consultant to assist in the securing of proposals and preparation of cable
TV franchise for the City of Hugo.
Earlier this week, the staff met with Mr. Ayotte to discuss a timetable
and the options available for pursuing proposals to bring cable TV to the
City of Hugo. Currently, we are looking at options and a timetable that
would have us securing request for proposals in January with design and a
possible construction start in June, 1989. Mr. Ayotte has been briefed on
the previous discussions of the City Council with regard to your concerns
and tentative establishment of a primary service area. We also discussed
the various options available to the City as follows:
1. Establish a consortium of cities to attract a cable TV system to the
area with a base in Hugo.
2' Request proposals for a cable TV base, and head end in Hugo.
3. Request proposals for a franchise system with head 6nd and base in a
neighboring community allowing us some local control and options for
the future.
4' Request a system extension from a neighboring community based on
existing service available. The city would become an appendage of
another system with no franchise and minimal local control of our
system.
After careful review of the above options, the Council agreed to pursue
Option #3 as being the most advantageous to the city with regard to cost,
local control, timing, and ability to secure proposals. The Council
suggested we also consider Option #4 if it could be worked out in a manner
allowing the city its own franchise agreement.
The systems that the staff feels are most likely to consider serving the
Hugo area are as follows:
A. North Central (White Bear Lake).
B. Coaxil-King (St. Croix Valley).
C. Citation Cable (Forest Lake).
