PRESENT: Hauer, Peltier, Potts, Schwab, McAllister City Attorney, Charles Johnson PURCHASE OF' CITY VEHICLE Mayor McAllister reviewed the purchase of a Bronco for city use. The vehicle, available for inspection at City Hall, is a 1983 Ford Bronco, 36,500 miles, with a sale price of $8,200 from Thane Hawkins/Polar Chevrolet. The vehicle is sold "as is" with no warranty. Peltier stated that she would rather she the city purchase a pickup truck for hauling purposes, and felt a Bronco would not be as versatile. MOTION: Potts made motion, Hauer seconded, to authorize the purchase of a 1983 Ford Bronco from Polar Chevrolet, in the amount of $8,200 (no warranty), and authorize the bookkeeper to issue a draft in that amount. VO`T'ING FOR: Hauer, Potts, Schwab, McAllister VOTING AGAINST: Peltier 3.0 APPROVAL OF MINUTES MO'T'ION: Peltier made motion, Potts seconded, to approve the minutes of the meeting of December 16, 1985, after the following correction has been made: Page 127 (5.8) #7. Applicant to provide (delete be) All aye. Motion Carried. MO`T'ION: Peltier made motion, Scwhab seconded, to approve the minutes of the Special Meeting of December 31, 1985, as submitted. Let the record show that Arthur Potts did not receive notification of the special meeting until after the meeting. The Clerk assumed incorrectly that after his dis- cussion with Mr. Sparks that he was aware of t e meeting. McAllister wanted it made very clear that he was not mare that Potts hadPoeen officially notified, and that he would not have called the meeting to order had he known. All aye. Motion Carried. 4.0 APPROVAL OF CLAIMS MO'T'ION: Potts made motion, Peltier seconded, to approve the General Claims for January 6, 1986 as submitted. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to approve the Utility Claims for January 6, 1986, as submitted. All aye. Motion Carried. A" January 6, 1986 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.3 Annual Appointments Duane Rasmussen, Sell Publishing, was present to express his desire to act as the city's official newspaper for another year. Potts stated that he had no objection to the paper except for printed articles when the reporter was not act- ually present to hear the matter. Hauer stated his area of town receives Press Publication free -of -charge, and is read more widely than the Times. MOTION: Schwab made motion, Peltier seconded, to appoint the FOREST LAKE TIMES/ SELL PUBLISHING as the city's official newspaper for 1986. VOTING FOR: Peltier, Schwab, McAllister VOTING AGAINST: Hauer, Potts Motion Carried. MOTION: Hauer made motion, Peltier seconded, to designate the 1ST STATE BANK OF HUGO, the FIRST NATIONAL BANK OF ST. PAUL, and all offices of TWIN CITY FEDERAL, as the official depositories for 1986. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to appoint CHARLES JOHNSON as City Attorney for 1986. VOTING FOR: Hauer, Peltier, Schwab, McAllister ABSTAINED: Potts Motion Carried. MOTION: Peltier made motion, Hauer seconded, to appoint HOWARD KUUSISTO as City Engine -_r for 1986. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, that the City Clerk draft a working cheudle for Council members to act as liaisons to the Planning Commission on a rotating basis. All aye. Motion Carried. MOTION: McAllister made motion, Hauer seconded, to apoint CHARLES SCHWAB as acting Mayor for 1986. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to appoint RON ISTVANOVICH as Hugo's Fire Chief for 1986. All aye. Motion Carried. e� January 6, 1986 MOTION: Peltier made motion, Hauer seconded, to appoint JIM WISNER as 1st Assistant Chief for 1986. All aye. Motion Carried. MOTION: Schwab made motion, Peltier seconded, to appoint Bill Beaman as 2nd Assistant Chief for 1986. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, to appoint JAMES HAUER to serve on the Board of Appeals, and that he recommend two additional names at the next City Council meeting. All aye. Motion Carried. 5.1 Eugene Schulz - Renew of Mobile Home Permit MOTION: Hauer made motion, Peltier seconded, to renew the Mobile Home Permit for Eugne Schulz for 90 days. All aye. Motion Carried. 5.2 Bridge Improvement Project Engineer Kuusisto advised the City that two bridges within city limits have been cited for replacement (north end of Bald Eagle Lake and Elmcrest Avenue). The program consists of 100% grant funds for the construction with the City furnishing the engineering and demolition. There is a meeting 1/7/86 at the Washington County Board Room at which time the funding process will be discussed. Kuusisto's office will have a representative in attendance. 6.0 REPORTS OF OFFICERS & COMMITTEES 6.1 Ordinance Committee There was considerable discussion on the revised subdixision ordinance that had been submitted to the Council for their comments. MOTION: Potts made motion, McAllister seconded, that Charles Johnson draft a pro- posed ordinance change relating to metes and bounds descriptions. It was discussed that George Atkinson and Theodora Peltier work with Mr. Johnson at City Hall on the proposed draft. For the record, McAllister stated that every word in the submitted draft regarding Planning Commission decision is objectionable to hinry and will not have his vote. POTTS WITHDREW HIS MOTION. It was finally decided that Attorney Johnson will review the draft, make notations in red, provide that copy to Peltier and Atkinson, and then get together with them to be more productive and keep costs down. January 6, 1986 It was the concensus of the Council that that course of action be taken. 6.2 Planning Commission No discussion. 6.3 Building Inspector No discussion. ATTORNEY Councilman Potts asked Attorney Johnson as to the status of Oneka Lake/Zaluckyj matter. Johnson stated that he had recently received correspondence from Zaluckyj's attorney stating that Wld consider signing a "proper" hold harmless and allow the City to enter the Zaluckyj for surveying purposes. It was Johnson's hope that they could resolve any differences outside the court system. A-4 C1Prk MOTION: Potts made motion, Peltier seconded, to improve an extension for the Leo Lutz Special Use Permit until June 30, 1986, as requested. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, that the Building Inspector be directed to visit the LaMetti & Sons property and report to City Council as to the status of the mobile home on the property. All aye. Motion Carried. George Atkinson made convent that he would prefer to have pull -tab operations within city benefit a local organization rather than someone from out-of-town. He also discussed the fire hazard in Evergreen Hills because of the large number of pine trees in the area. The Fire Chief stated that legally you cannot burn pine debris, but that the FD could burn for drill purposes. Schwab stated that he believed most residents would gladly pay to have have debris burned on a local property owner's land. Schwab, Atkinson, and Fire Chief to work together to try and set something up. Fin- Chief The chief discussed the possibility of the volunteers receiving hepatitis shots at a cost of $160.00/man or $4320.00/total. This was a price received from the Hugo Medical Clinic, and city would have to make a formal conui.tment to the clinic before they would order the series. Schwab stated that he would like to see some background information on hepatitis prior to making a decision. McAllister advised Ron to inquire as to whether Dr. Mayer would be able to attend the next Council meeting (6:15 PM) to advise the Council. The Fire Department will be taking a CPR refresher course this Saturday, and the Fire Chief will be observing to see how District Memorial conducts the lesson. CHARITABLE GAMBLING The City has received copies of applications for pull -tabs operations for the City of Hope and to be conducted at Ricci's and the Blacksmith Lounge. The appli- cations are officially submitted to the Charitable Gambling Control Board, and the city is provided copies of same. January 6, 1986 Charitable Gambling - cont. MO'T'ION: Potts made motion, Schwab seconded, to approve the applications for chari- gable Gambling dated 12/18/85, for pull -tabs at Ricci's and Blacksmith. Potts and Schwab withdrew their motion. MO`T'ION: Hauer made motion, Peltier seconded, to adopt RESOLUTION 1986-1, A RESO- LUTION STATING THAT THE CITY OF HUGO WOULD PREFER TO HAVE LOCAL ORGANIZATIONS BENEFIT FROM ANY PULL -TAB OPERATIONS WITHIN THE CITY AND THAT THE APPLI- CATIONS NOT BE APPROVED THAT REASON. VOTING FOR: Hauer, Peltier, McAllister VO'T'ING AGAINST: Potts, Schwab Motion Carried. 7.0 ORDINANCES AND RESOLUTIONS No discussion. 8.0 UNFINISHED BUSINESS The city received a response to its Resolutions addressing the safety hazard at County Road 4 and Highway 61. A review has begun by the DOT, and they will contact the City when the review is completed. 9.0 NEW BUSINESS The City received a letter from a resident about a possible zoning viiation and a safety hazard (parked vehicles) at 4874 120th Street. MOTION: McAllister made motion, Hauer seconded, that Charles Shalander be directed to have NO PARKING signs installed on the north side of 120th Street (west of Highway 61) to Everton Avenue, thence north to 122nd Street on the east side of road. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, that the complaint regarding the possible zoning violation be forwarded to Charles Johnson for review. Mr. Johnson to disregard the parking matter and deal only with the alleged zoning violation. The Sheriff's department is to review this complaint and report to the Council as to whether it is accurate as to number of vehicles. All aye. Motion Carried. The select for a city manager/coordinator will meet 1/29/86 and, hopefully, will be able to make a recommendation at the Council meeting of 2/3/86.
