HomeMy WebLinkAbout1986.04.02 CC Minutes - Special meeting'J9 MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL April 2, 1986 The special meeting was called to order by Mayor McAllister at 7:47 PM. PRESENT: Hauer, Peltier, Schwab, McAllister ABSENT: Potts All legal requirements for this special meeting were met. The meeting was called to consider the application of Granger's Inc., to resubdivide their property and any other appropriate city business. The Planning Commission held a public hearing previous to this meeting, and recommended approval. MOTION: Hauer made motion, Peltier seconded, to approve the application of Granger's Inc., for the resubdivision of their property to divide two parcels into three separate parcels as per submitted Certificate of Survey. All aye. Motion Carried. FIRE DEPARTMENT Members of the Hugo Fire Department were present to further discuss the proposed cadet program and operations manual. A copy of both guidelines has been submitted to the Council for their review. MOTION: McAllister made motion, Schwab seconded, that the City of Hugo authorize the implementation of the Fire Cadet Program effective this date. The City Clerk will maintain a current copy of the Cadet by-laws. A hold - harmless will be submitted to the clerk's office prior to acceptance into the program. All aye. Motion Carried. The Council then discussed the proposed Operations Manual that was formulated by the Fire Review Committee and members of the Fire Department. There was discussion about the possibility of allowing people who work in Hugo, but live here, to be members. The Council stated that the manual could be amended at some later date, after the idea had been discussed and agreed to. The manual will be on the agenda for the Council meeting of April 7th. The City received a letter of retirement from Joseph McMahon effective March 31, 1986. As no action was taken by the city terminating his membership, Mr. McMahon was considered a full -fledge member for the year 1985. MOTION: McAllister made motion, Schwab seconded, that the City of Hugo accept Joe McMahon's letter of retirement effective March 31, 1986. A certi- ficate of appreciation should be sent along with a letter of thanks for his years of service on the Fire Dept. All aye. Motion Carried. MOTION: McAllister made motion, Schwab seconded, that the City Clerk send a letter to the secretary of the Hugo FD Relief Assn., stating that the City of Hugo's records show Joe McMahon as an active member of the Hugo FD for all of 1985. VOTING FOR: Hauer, Schwab, McAllister VOTING AGAINST: Peltier Motion Carried. 40 April 2, 1986 MOTION: McAllister made motion, Hauer seconded, that the Road Superintendent be given authorization to issue over weight gross permits. All aye. Motion Carried. The City received an inquiry as to whether Peter Farrell, 9524 140th Street could rebuild his residence which was lost to fire in May, 1985. The matter is referred to the city's Building Inspector, and he is to advise why Mr. Farrell would not be able to rebuild. GOOD NEIGHBOR DAYS MOTION: Peltier made motion, Hauer seconded, giving the Mayor authorization to hire deputies for Good Neighbor Days. They will be insured under city policy (workman's comp and vehicle). All aye. Motion Carried. MOTION: Peltier made motion, Hauer seconded, to adjourn at 8:41 PM. All aye. Motion Carried.
