PRESENT: Hauer, Peltier, Potts, Schwab, McAllister 3.0 APPROVAL OF MINUTES MOTION: Potts made motion, Hauer seconded, to approve the minutes of March 17, 1986, as submitted. VO'T'ING FOR: Hauer, Potts, Schwab, McAllister VOTING AGAINST: Peltier Motion Carried. MOTION: Peltier made motion, Potts seconded, to approve the minutes of the special meeting of March 31, 1986, as submitted. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to approve the minutes of the special meeting of April 2, 1986, as submitted. VOTING FOR: Hauer, Peltier, Schwab, McAllister ABSTAINED: Potts (absent) Motion Carried. 4.0 APPROVAL OF CLAIMS MOTION: Peltier made motion, Potts seconded, to approve the General Claims for April 7, 1986 as submitted. All aye. Motion Carried. MOTION: Schwab made motion, Peltier seconded, to approve the Utility Claims for April &, 1986 as submitted. All aye. Motion Carried. 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Fire Department Operations Manual The City Council complimented everyone involved with the proposed manual stating that their efforts were apparent in the finished product. MOTION: Peltier made motion, Hauer seconded, to adopt RESOLUTION 1986-3, A RESOLUTION ADOPTING THE FIRE DEPARTMENT OPERATIONS MANUAL. All aye. Motion Carried. 42 April 7, 1986 The Fire Chief listed FD needs that he will need authorization for the expenditure of funds: pager and case P20.00), fire training ($230.00), and printed manuals ($125.00) . MOTION: Peltier made motion, Potts seconded, to authorize the Fire Chief to make the above mentioned expenditures, in an amount not to exceed $600.00. All aye. Motion Carried. The chief is to investigate further the cost to replace/eFires on #7 truck. The chief stated that Dan Tauer's leave of absence has expired, and Bob Christian- son will be moving out of the city. Mayor McAllister suggested that Ron obtain something in writing from these people. Councilman Hauer "volunteered" to serve as the Council's liaison to the FD. 5.2 Neil Peltier - Outlot "A" Mr. Peltier, part owner in the lot located at 141st and Highway 61, is looking for assurance from the city that this is a buildable lot. The owners are not sure whether there will be any building activity in one year or 10 years. The city engineer feels that some fill would be required and Peltier did not feel any more would be required as they filled the lot in 1976. MOTION: McAllister made motion, Potts seconded, that the City write a letter to Bonnie Torpe, RC'WD, informing them that the City is looking favorably to issuing a SUP to Neil Peltier to create a buildable lot in the flood- plain. Mr. Peltier is to obtain a permit from the RCWD and their re- quirements so the Council can review prior to the issuance of the SUP. VOTING FOR: Hauer, Potts, Schwab, McAllister VO'T'ING AGAINST: Peltier Motion Carried. 5.3 Cvril LaCasse - Subdivision Charlie LaCAsse, representing the fee owner, was present and stated that no cer- tificate of survey has been obtained as yet. Wanted to wait for Council recommenda- tion prior to any work being done. The LaCasse's are dividing approximately 37 acres into 3 separate parcels. The Council has no problem with the layout submitted by LaCasse, but wanted Kuusisto to review the land and comment on drainage of the property. Charlie LaCasse stated that he will pay any engineering costs incurred as a result of Kuusisto's inspection. This matter will be reviewed at a later date. 5.4 Parking of tractor/trailer (6761 177th Street) Melvin Stoltzman, 6631 177th Street, stated that he does not want to live next to a trucking business. He stated that he has seen two trailers parked in front of the Anafarta residence. Mr. Anafarta stated that it was only a one-time occa- sion, and agreed to not have more than one commercial vehicle parked at his residence at one time. Anafarta stated that he owns two trucks, and that on several occasions he has brought them home loaded. April 7, 1986 5.6 Eugene Shultz - Renew Mobile Home Permit MOTION: Peltier made motion, Schwab seconded, to renew the permit for Mr. Shultz, 8340 140th Street, for 90 days. All aye. Motion Carried. 5.8 Darrell Tavernier - Liquor Licenses (Lakeview Inn) MOTION: Schwab made motion, Peltier seconded, to approve the following licenses for Darrell Tavernier, LAKEVIEW INN: Off sale non -intoxicating, on -sale non -intoxicating, and cigarette. All aye. Motion Carried. 5.7 Jim Husnik - American Legion Gambling License MOTION: Hauer made motion, Potts seconded, that the City of Hugo do nothing with this application. VO'T'ING FOR: Hauer, Potts, Schwab, McAllister VOTING AGAINST: Peltier Motion Carried. 5.9 Letter from Willard Harley Regarding Kubitschek/Peterson Property 43 The city received a letter from Mr. Harley asking that no building permits be issued to the above mentioned property owners because of a problem with Lot 7, Oakshore Park. Councilman Hauer has taken this matter under advisement, and all requests regarding this matter should be referred to him. MOTION: Hauer made motion, Potts seconded, authorizing the Mayor to withhold his signature from the Kubitschek/Peterson Special Use Permits. Mr. Hauer is authorized to place this matter on the Council agenda when he feels it would be appropriate. All aye. Motion Carried. 6.0 REPORTS OF OFFICERS 6.1 Ordinance Committee - No discussion 6.2 Planning Commission - Mayor McAllister and George Atkinson have agreed to work with John Kostuch to try and guide him along with his proposed subdivision. 6.3 Building Inspector It was the consensus of the Council that Mr. Scherer's application for an addition to his residence to be used for baking miniature donuts would be considered a home application, and would require only a building permit from the city. 6.4 Clerk MO'T'ION: McAllister made motion, Peltier seconded, that Carole LaBelle and LuAnn Prachar be authorized to purchase government telephones for $8.00/each. All aye. Motion Carried.: April 7, 1986 MOTION: McAllister made motion, Peltier seconded, to approve Job Order D5137 for Northwestern Bell. All aye. Motion Carried. 7.0 ORDINANCES AND RESOLUTIONS - No discussion 8.0 UNFINISHED BUSINESS 8.1 Oneka Lake Mr. Bernin was present to discuss requirements for financing the control structure to be constructed at the south east corner of Oneka Lake through the Alex Zaluckyj property. The opening of bids will take place Monday, May 19, 1986 at 7:30 PM. Mayor McAllister stated that before the bid is awarded, financing the project should be in place. Councilman Potts will contact the DNR regarding the road leading to the public access on Oneka Lake. 9.0 NEW BUSINESS 9.1 Spray City Park MOTION: Schwab made motion, Potts seconded, that the Hugo Feed Mill be contacted to spray the city park for weed control. All aye. Motion Carried. 10.0 MISCELLANEOUS MOTION: Potts made motion, Schwab seconded, that the Building Inspector be directed do issue a Certificate of Occupancy for any and all buildings being erected in the City of Hugo. VOTING FOR: Hauer, Potts, Schwab, McAllister VO'T'ING AGAINST: Peltier Motion Carried. The city received a letter from attorney, Robert Herr regarding an easement in the City of Hugo. A copy of the letter is to be sent to city attorney, Charles Johnson, for his opinion. The city received a letter from Francis Langer requesting consideration for the city manager should such a position be created. MOTION: McAllister made motion, Hauer seconded, that Langer's letter be put on file and a copy be provided to the committee. All aye. Motion Carried. Mayor McAllister reviewed with the Council the duties of Charles Shalander, Roads Superintendent. He stated that if any of the Council was interested in the posi- tion, they should contact Mr. Shalander. 45 April 7, 1986 MOTION: Schwab made motion, Potts seconded, to adopt RESOLUTION 1986-4, A RESOLUTION SUPPORTING CONTINUATION OF THE PROGRAM FOR PEACETIME REGISTRATION FOR THE SELECTIVE SERVICE SYSTEM. VO'T'ING FOR: Potts, Schwab, McAllister VOTING AGAINST: Hauer ABSTAINED: Peltier Motion Carried. MO'T'ION: Potts made motion, Hauer seconded, to adjourn at 9:55 PM. All aye. Motion Carried.
