/7 <br />MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL <br />July 7, 1986 <br />The meeting was called to order by Mayor McAllister at 7:06 PA. <br />PRESENT: Hauer, Peltier Potts, Schwab, McAllister <br />3.0 APPROVAL OF MINUTES <br />MOTION: Peltier made motion, Hauer seconded, to approve the minutes of June 16, 1986, <br />after the following correction has been made: <br />Page 76 (Chas. Sibley) - sign a draft made out to Rose Sibley for any funds <br />owed to Charles Sibley. <br />All aye. Motion Carried. <br />MOTION: Schwab made motion, Potts seconded, to approve the minutes of the Special <br />Meeting of June 28, 1986, as submitted. <br />All aye. Motion Carried. <br />4.0 APPROVAL OF CLAIMS <br />MOTION: Peltier made motion, Potts seconded, to approve the General Claims for <br />July 7, 1986, as submitted. <br />All aye. Motion Carried. <br />For the record, the claim for $2,000 to the Relief Association covers $1,000.00 budgeted <br />in 1985 but never paid, and the $1,000.00 budgeted for 1986. <br />MOTION: Schwab made motion, Peltier seconded, to approve the Utility Claims for <br />July 7, 1986, after the following additions have made: <br />Cliff Crandall and Alan Flater - $202.50 for each <br />All aye. Motion Carried. <br />5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES <br />5.1 Williams Bros. Pipeline Spill (Afton) <br />William Bros. is proposing the hauling of contaminated soil from Afton (fuel oil #2) <br />for application in Hugo. The property is owned by W. & G. Rehbein, and is located <br />in the upper northwest corner of Hugo. Representatives from MPCA, Joe Magner, Kevin <br />Faus, and Pat Madler, were present, along with representatives from William Bros., and <br />Leggette, Brashears & Graham, consulting ground -water geologists. Approximately 7,000 <br />square yards of soil would be transported to the Rehbein property. After review of <br />conditions submitted by concerned parties, the City will further consider the con- <br />ditions and continent at a later time. <br />MOTION: McAllister made motion, Peltier seconded, that the City of Hugo prepare a <br />policy letter, to be approved by the City Council at its next regular meeting, <br />containing the conditions outlined by the City Engineer this evening, along <br />with conditions of MPGA, Washing County Public Health, and any other conditions <br />that may be incorporated in the policy letter by the City Attorney, prior to <br />the next City Council meeting. An additional regular meeting will be scheduled <br />
