PRESENT: Hauer, Peltier, Potts, Schwab, McAllister 3.0 APPROVAL OF MINUTES MO`T'ION: McAllister made motion, Hauer seconded, to approve the minutes of July 21, 1986, as submitted. VO'T'ING FOR: Hauer,Peltier, Schwab, McAllister VOTING AGAINST: Potts Motion Carried. Councilman Potts voted "no" because he felt the minutes should be amended to reflect the abstention vote of Councilman Hauer on the initial vote for Item 5.2. 4.0 APPROVAL OF CLAIMS MOTION: Schwab made motion, Peltier seconded, to approve the General Claims for August 4, 1986, as submitted. All aye. Motion Carried. MOTION: Peltier made motion, Haher seconded, to approve the Utility Claims for August 4, 1986, as sutmitted. All aye. Motion Carried. 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Hugo Fire Chief The Hugo Fire Department received two applications for prospective members - James LeAoine and Ken Strantz. Both applicants were present, and acknowledged that they were aware what was expected of them as members of the deparmtent. MOTION: Hauer made motion, Schwab seconded, to appoint James LeMoine to the Hugo Fire Department. All aye. Motion Carried. MOTION: Potts made motion, Peltier seconded, to appoint Ken Strantz to the Hugo Fire Department. All aye. Motion Carried. MOTION: Schwab made motion, Hauer seconded, authorizing the Hugo Fire Department to install two horseshoe pits in the City Park. All aye. Motion Carried. 88 August 4, 1986 MOTION: Hauer made motion, Peltier seconded, to authorize the Fire Chief to pur- chase 28 pair of bunker pants, with suspenders, in the amount of $3220.00. All aye. Motion Carried. MOTION: Schwab made motion, Peltier seconded, to authorize the Fire Chief to expend $2160.00 for handouts and films for Fire Prevention Week. All aye. Motion Carried. The City received a letter from Bill Beaman stating his resignation from the Hugo Fire Department and as Assistant Fire Chief, effective 8/25/86. He plans on retain- ing his membership in the Relief Association. MOTION: McAllister made motion, Peltier seconded, that the City Clerk post a notice that the position of 2nd Assistant Fire Chief in the Hugo Fire Department will be open, and the City will accept applications from any interested members. Applications will close August 30, 1986. Councilman Hauer and Fire Chief Istavanovich will make their recommenda- tion to the City Council by October 20, 1986. All aye. Motion Carried. AMBULANCE SERVICE MOTION: McAllister made motion, Peltier seconded, to schedule a public hearing for September 2, 1986, at 6:00 PM, to receive the Fire Chief's report regarding the EMS 911 boundary for ambulance service. The City Council will make a decision as to whether Hugo will stay with the White Bear Ambulance Service or an alternate ambulance service. All aye. Motion Carried. 5.4 SHORELAND MANAGEMENT - Public Hearing at 7:30 PM The public hearing to consider this matter was called to order at 7:30 PM. Gerald Hansen, 14420 Irish Avenue, questioned whether the ordinance would pertain to Rice and Oneka Lake, and he was informed that it would. The City Attorney sub- mitted his recommendations for change this evening not permitting adequate time for review. The City Cleric is retype the proposed ordinance, incorporating the recommended changes. MOTION: McAllister made motion, Peltier seconded, to recess the SHORELAND MANAGEMENT public hearing until September 15, 1986, at 6:00 PM, for further consideration of the proposed ordinance. All aye. Motion Carried. 5.2 Dave Truax - Brown's Creek WMO Mr. Truax, Hugo's representative, was present to discuss the present status of the organization. Their "509" plan is nearing completion, and Hugo's share of the cost is approximately $622.00. Mr. Truax stated that it would cost Hugo ma t August 4, 1986 about $200.00 to have the county Planning Department identify all parcels in the Brown's Creek district so that they can be assessed for cost incurred. MOTION: McAllister made motion, Hauer seconded, authorizing Dave Truax, Hugo's repre- sentative on the Brown's Creek WMO, to request the Washington County Planning Department to identify and list all plat and parcels in BCWMO, in the city limits of Hugo. The City of Hugo will pay all costs, with direct billing to the City of Hugo. All aye. Motion Carried. 5.3 Forest Lake Lions Club - Gambling License The Forest Lake Lions Club has made application for a Class A Gambling License to operate at the Texan Bar in the City of Hugo. MOTION: Hauer made motion, Peltier seconded, that the City of Hugo do nothing with the above mentioned application. All aye. Motion Carried. 5.5 Charles Shubat - Subdivision (2) Mr. Shubat is proposing the division of 40 acres into two 20A parcels along Homestead Avenue, between County Road 8A and 147th Street. MOTION: Schwab made motion, Peltier seconded, to approve the subdivision request of Charles Shubat to divide 40A into two 20A parcels subject to the fol- lowing: provide "signed" certificate of survey and payment of $100.00 parkland dedication. All aye. Motion Carried. Charles Shubat, representing fee owner, Leslie Raymond, discussed the proposal to divide 40A into 4 10 acre parcels. The submitted certificate of survey indicates the 4 lots are less than the required 10 acres. Mr. Shubat was of the understanding that the parcel consisted of 40A but will need further clarification. It was suggested that Shubat discuss the matter with the City Attorney to determine what can be done, if anything, to get the division and comply with city regulations. MOTION: McAllister made motion, Potts seconded, that the application of Leslie Raymond be tabled until September 2, 1986. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, to adopt RESOLUTION 1986-8, A RESOLUTION DESIGNATING CERTAIN ROADS IN THE CITY OF HUGO AS MINIMUM MAINTE- NANCE ROADWAYS IN ACCORDANCE WITH MINNESOTA STATUTE 160.095. All aye. Motion Carried. 5.6 Arnold Palm - Subdivision Mr. Palme has previously made application for subdivision of the same property in 1984 but never completed the steps to finalize the application. The Planning Commission recommended approval of the sketch plan and preliminary plan, as there were no changes made to the original application. The Mayor, Howard Kuusisto, and Palm will have 90 August 4, 1986 to meet for review of the Development Agreement which needs to be completed prior to the signing of the hardshell.- Mr. Palme will also need a written statement from the RCWD indicating that Palme has a current permit from them. MOTION: McAllister made motion, Schwab seconded, to approve the sketch plan and preliminary plat for Arnold Palme. The Mayor and City Clerk are author- ized to sign the hardshell provided Mr. Palme has met all conditions of the Development Agreement between tha,City of Hugo and Arnold T. Palme Ind Lavern I. Palme. VO`T'ING FOR: Hader, Potts, Schwab, McAllister VOTING AGAINST: Peltier Motion Carried. 6.0 REPORTS OF OFFICERS & COMMITTEES 6.1 Ordinance Committee - No discussion 6.2 Planning Commission MOTION: McAllister made motion, Peltier seconded, that the City Clerk adver- tise to fill current vacancy on the Planning Commission All aye. Motion Carried. 6.3 Building Inspector Charles Shalander is to make an on-site inspection of the Gerald Thibault property to determine what should be done regarding the filling of the culvert under his driveway. 6.4 Clerk The Clerk is to advise James Roche, candidate for District 55, that he is wel- come to visit City Hall at about 6:30 PM on August 18th. MOTION: Hauer made motion, Peltier seconded, that the City retain LuAnn Prachar on a consulting basis at her present salary. All aye. Motion Carried. The Council stated that it was acceptable to them to receive the monthly financial statement the 2nd meeting of the month rather than the 1st meeting. The city received another complaint about the storage of vehicles at the Garry Boyer residence. MOTION: McAllister made motion, Potts seconded, to request Captain Greene to cause to be investiaged the number of cars at the Garry Boyer residence and to forward such information to the city prosecutes for appropriate action to determine if there is a zoning violation. All aye. Motion Carried. 91 August 4, 1986 The city received a letter from Carole LaBelle requesting a review of her present salary. MOTION: McAllister made motion, Schwab seconded, that Mary Ann Creager meet with Carole LaBelle and discuss this matter and report to the City Council with a salary review recommendation during budget time, which is the normal time the City Council reviews all employee salaries. All aye. Motion Carried. 7.0 ORDINANCES AND RESOLUTIONS MOTION: Peltier made motion, Schwab seconded, to adopt RESOLUTION 1986-9, A RESO- LUTION DESIGNATING THE POLLING PLACES FOR ELECTIONS TO BE HELD SEPTEMBER 9, 1986, AND NOVEMBER 4, 1986, IN THE CITY OF HUGO. All Aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to adopt RESOLUTION 1986-10, A RESOLUTION APPOINTING ELECTION JUDGES FOR THE PRIMARY AND GENERAL ELECTION 1986 FOR THE CITY OF HUGO. All aye. Motion Carried. MOTION: McAllister made motion, Potts seconded, that the City Clerk be authorized to expend the appropriate sum of money to provide meals for the election judges at the polling places. All aye. Motion Carried. MISCELLANEOUS MOTION: McAllister made motion, Peltier seconded, to adopt RESOLUTION 1986-11 A RESOLUTION REQUESTING THE MINNESOTA DEPARTMENT OF TRANSPORTATION CAUSE SPEED ZONE STUDIES ON A CERTAIN STREET WITHIN THE CITY OF HUGO.
