MINUTES OF THE ADDITIONAL REGULAR MEETING OF THE HUGO CI`.CY COUNCIL <br />November 24, 1986 <br />The meeting was called to order by Mayor McAllister at 7:00 PM. <br />PRESENT: Hauer, Peltier, Potts, Schwab, McAllister <br />Ken Huber and Charles Johnson also present. <br />Mayor McAllister noted that City Clerk Creager was not in attendance this evening <br />and appointed City Administrator, Ken Huber, as acting secretary. <br />FIRE DEPARTMENT RELIEF ASSOCIATION PENSION INCREASE <br />The Hugo Volunteer Relief Association has requested an increase in their pension <br />benefits from $300.00 per year of service to $500.00 per year of service. The <br />City Administrator then reviewed a report prepared by Mr. Gus Welter, accountant <br />for the Relief Association, which reflected the financial condition of the Relief <br />Association for 1986 and requirements for 1987. The City Administrator noted that <br />although the report from Mr. Welter indicates that funds will be available to fund <br />the $200.00 per year of service increase requested by the Association, said pro- <br />jection is based on a number of assumptions that were reviewed with the Council. <br />Mr. Huber assured the Council that the report appears to project the revenues con- <br />servatively and possible benefit expenditures liberally for the Association. <br />Councilman Hauer indicated his concern that revenue increase at the same rate as <br />the liability for the Relief Association. City Attorney, Johnson, informed the <br />Council that this proposed increase would not affect those individuals who have <br />already retired from the Fire Department. Mayor McAllister inquired as to the <br />firmen's feelings about increasing the retirement benefits to $400.00 a month as <br />opposed to the proposed $500.00 per month. Ms. Cheryl Istvanovich indicated that <br />the firemen seemed to have no objection to a two-phase increase, one on January 1, <br />1987 and a second on January 1, 1988, if the Relief Association's financial position <br />does not change significantly. <br />MOTION: Peltier made motion, Potts seconded, to adopted RESOLUTION 1986-27, A <br />RESOLUTION AUTHORIZING INCREASE IN RETIREMENT BENEFITS FOR THE CITY OF <br />HUGO FIREMEN'S RELIEF ASSOCIATION. WHEREAS THE FINANCIAL REPORT PREPARED <br />FOR THE FIREMEN'S RELIEF ASSOCIATION FOR THE PERIOD ENDING 1986 REFLECTS <br />THE ABILITY TO INCREASE RETIREMENT BENEFITS WITHOUT THE NEED FOR AN <br />ADDITIONAL TAX LEVY, AND WHEREAS SAID INCREASE DOES NOT INCREASE THE <br />RETIREMENT BENEFITS OF THOSE INDIVIDUALS WHO HAVE RETIRED FROM THE <br />CITY OF HUGO FIRE DEPARTMENT PRIOR TO JANUARY 1, 1987. NOW, THEREFORE, <br />BE IT RESOLVED, THE CITY COUNCIL OF THE CITY OF HUGO, THAT THE RETIREMENT <br />BENEFITS FOR QUALIFYING MEMBERS OF THE HUGO FIRE DEPARTMENT BE INCREASED <br />FROM $300.00 PER YEAR OF SERVICE TO $400.00 PER YEAR OF SERVICE EFFECTIVE <br />JANUARY 1, 1987. <br />VOTING FOR: Hauer, Peltier, Potts, Schwab, McAllister <br />VOTING AGAINST: None <br />Motion Carried. <br />WHITE BEAR ROD AND GUN CLUB <br />Mayor McAllister called on City Attorney Charles Johnson to review the city's position <br />regarding compliance with the order of the Supreme Court to respond to questions <br />raised regarding the application of the White Bear Rod and Gun Club for a Special <br />Use Permit.
