MINUTES OF 'ITIE PROCEEDINGS OF THE HUGO CITY COUNCIL
December 1, 1986
The meeting was called to order by Mayor McAllister at 7:00 PI -1.
PRESENT: Hauer, Peltier, Potts, Schwab, McAllister
City Administrator - Ken Huber
3.0 APPROVAL, OF MINUTES
MOTION: Peltier made motion, Hauer seconded, to approve the minutes of November 17,
1986, as submitted.
All aye. Motion Carried.
MO'T'ION: Peltier made motion, Schwab seconded, to approve the minutes of the additional
regular meeting of November 19, 1986, after the following correction is made:
First paragraph, line 4 - The City will be paying 9 3/8% interest....
All aye. Motion Carried.
The minutes of the additional regular meeting of November 24 have not been completed.
They will be ready for approval at the Council meeting of December 15th.
4.0 APPROVAL OF CLAIMS
MOTION: Potts made motion, Peltier seconded, to approve the General Claims for
December 1, 1986 as submitted.
All aye. Motion Carried.
MO'T'ION: Peltier made motion, Schwab seconded, to approve the Utility Claims for
December 1, 1986 as submitted.
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Metro Steel - Site Plan Approval (Industrial)
Metro Steel located in the Bald Eagle Industrial Park is proposing the construction
of a 30 x 36 pole building to be used for cold storage. The building, as shown on
the submitted site plan, meets the setback requirements - 30 feet from the rear pro-
perty line and 40 feet from the sideyard. Mr. Huber stated that the use is permitted
in the Industrial zone, and recommended approval of the application.
MOTION: Hauer made motion, Peltier seconded, approving the Site Plan for Metro Steel
to construct a 30 x 36 pole building to be used for cold storage. Building
to be located 30 feet from the rear property line & 40 feet from sideyard.
All aye. Motion Carried.
6.0 REPORTS OF OFFICERS & COMMITTEES
6.1 Ordinance Committee - No discussion.

6.2 Planning Commission
George Atkinson submitted the application of Doug Blanchard for consideration to
membership on the Planning Commission. There are a number of vacancies now, and
more in the near future. George stated that he would like to make two appointments
prior to the first of the year making a staff of four members. Mr. Huber reported
that Ann Fashingbauer has one year left in her term, Bob Olson and George, two
years, and John Granger/Jerry Schoeller's terms expire this year.
MOTION: Potts made motion, Peltier seconded, to appoint Doug Blanchard to fill
the one year term vacated by Ann Fashingbauer, expiring 12/31/87.
All aye. Motion Carried.
6.3 Building Inspector
Mr. Huber stated that Tom Crever will not be issuing Certificates of Occupancy
for any new construction until the buildings have the proper identification, e.g.,
visible house numbers. This is being implemented at the request of the Fire De-
partment.
6.4 Fire Chief - No discussion.
6.5 Clerk
The City is holding a $3,000 financial guarantee from Harlee Anderson, 12203 Fiona
Avenue, to insure removal of a 2nd residence from his property. The structure
has been removed from the property, thereby releasing the need for the financial
guarantee.
MOTION: McAllister made motion, Peltier seconded, that the City Clerk be directed
to notify the First State Bank of White Bear Lake to release the financial
guarantee of $3,000.00, Savings Certificate #19363, submitted by Harlee
Anderson.
All aye. Motion Carried.
MOTION: McAllister made motion, Peltier seconded, that the City Clerk be directed
to contact the Sarah Mardell law office requesting her to file the
necessary papers to remove the liz pendance from Alex/Tamara Zaluckyj
property. All aye. Motion Carried.
7.0 ORDINANCES AND ORDINANCES
No discussion.
8.0 UNFINISHED BUSINESS
No discussion.
9.0 NEW BUSINESS
9.1 1987 Utility Budget
Mr. Huber submitted a draft of the water/sewer budget for 1987. Both accounts
reflect an increase in quarterly utility charges because costs have been included
that have been overlooked in the past. Office salaries have never been charged
against the them nor has the yearly audit.

UTILITY BUDGET
MOTION: McAllister made motion, Peltier seconded, to approve the 1987 Utility Budget
as submitted by Ken Huber: Water ($18,325.00) - Sewer ($56,138.00).
All aye. Motion Carried.
10.0 MISCELLANEOUS
Mayor McAllister has been contacted by Richard Duerr regarding the cleaning of ditches
in the Oakshore Park area. Mr. Huber is to work with Mr. Duerr and Councilman Hauer
to try and resolve the problem.
MOTION: Peltier made motion, Hauer seconded, to adjourn at 7:37 PM.
