PRESENT: Hauer, Peltier, Attorney, Charles Johnson Engineer, Howard Kuusisto Administrator, Ken Huber 3.0 APPROVAL OF MINUTES Potts, Schwab, McAllister MOTION: Peltier made motion, Hauer seconded, to approve the minutes of 11/24/86 as submitted. All aye. Motion Carried. MOTION: Peltier made motion, Hauer seconded, to approve the minutes of 12/1/86 after the following correction has been made: Page 137 (6.5 - 2nd motion) Council vote should be recorded as: ALL AYE. MOTION CARRIED. All aye. Motion Carried. 4.0 APPROVAL OF CLAIMS MOTION: Potts made motion, Peltier seconded, to approve the General Claims for 12/15/86 as submitted. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to approve the Utility Claims for 12/15/86 as sulxnitted. All aye. Motion Carried. 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Richard Busse - Rezoning Mr. Busse, 12863 Ingersoll Avenue North, had applied for a rezoning of his property from the RR2 district to the SFE district. The property, 5.11 acres (+ or -), lies on the east side of Ingersoll just east of Sunset Lake. The Planning Commission held a public hearing with a number of residents present expressing concern with increased traffic, and subsequently recommended denial of the rezoning application. On 12/15/86, the City received a letter from Mr. Busse requesting that his application be with- drawn from consideration. MOTION: Potts made motion, Peltier seconded, that the City of Hugo accept the letter of withdrawal for rezoning consideration submitted by Richard Busse. All aye. Motion Carried. 5.2 Planning Commission Appointment George Atkinson, Planning Commission Chairman, discussed the letter of Gerald Sullivan requesting an appointment to the Commission with Harry Rudisill. It was their December 15, 1986 recommendation that Mr. Sullivan be appointed to the Planning Commission. MOTION: Hauer made motion, Peltier seconded, to approve the appointment of Gerald Sullivan to the Planning Commission to complete the unexpired term of Bob Olson expiring 12/31/88. All aye. Motion Carried. The 1987 City Council will deal with three vacancies - two expiring term 12/31/86 and one unexpired term 12/31/88. 5.3 Liquor Licenses Ken Huber, City Administrator, stated that the individual who holds the license for Weigel's has withdrawn their application for a 1987 On Sale Liquor License. Attorney Johnson suggested that the City should obtain a letter of withdrawal from the license holder. MOTION: Hauer made motion, Potts seconded, to approve the license applications as submitted by the City Staff, with the exception of Weigel's. (Outline of approved licenses attached). All aye. Motion Carried. 6.0 ORDINANCES AND RESOLUTIONS Mr. Huber stated that he prepared two Resolutions requesting authorization to :increase the rate for water/sewer based upon the budget approved by the City Council. The increase was needed to cover costs for administration, bookkeeping, and audit services. The proposed Resolution will increase the minimum quarterly municipal water billing from $9.00 to $10.00. MOTION: Peltier made motion, Hauer seconded, to adopt RESOLUTION 1986-28, A RESOLUTION INCREASING THE UTILITY RATE FOR MUNICIPAL WATER SERVICE. All aye. Motion Carried. The proposed increase in sewer billing will cover costs for administration, book- keeping, and audit services, as well as a 25% increase from MWCC. The proposed Resolution will increase the minimum quarterly sewer billing from $22.75 to $27.15. MOTION: Hauer made motion, Potts seconded, to adopt RESOLUTION 1986-29, A RESOLUTION INCREASING THE UTILITY RATE FOR SANITARY SEWER. All aye. Motion Carried. 7.0 UNFINISHED BUSINESS - No discussion 8.0 NEW BUSINESS Mr. Haber stated that he has had several discussions with Roy Brisson, regarding his recent reelection as Hugo's representative on the Distrist Memorial Hospital Board. Mr. Brisson has served for 22 years, and would like to "retire" from the position. Brisson asked that Mr. Huber ask one of the out -going Council members whether they would be interested in serving out the balance of his term. There was no positive response, and Mayor McAllister suggested the matter be referred to the 1987 Council. /q/ December 15, 1986 9.0 ATTORNEY AND ENGINEER Messrs. Johnson and Kuusisto submitted their monthly reports. Mr. Johnson reaffirmed that a copy of Resolution 1986-26 (adopted findings and reasons) was forwarded to the counsel for the WBR&GC. The Council discussed the Arnold Palme subdivision (Palmes Long Lake Estates) regarding requirements for road construction. He was to place 4" of limerock in 1986 and 2" more in 1987 then covered with blacktop. Kuusisto reported that the proposed road has been rough graded and vegetation removed. Mr. Huber stated that the City has received an application for a building permit for construction on Lot 4, Block 2. McAllister stated that he had no problem with the application seeing as the lot was located off County Road 10. Potts concurred with this, but Schwab, Peltier, and Hauer felt that no permits should be issued until the plat is complete. MOTION: McAllister made motion, Potts seconded, authorizing the City Administrator to instruct the Building Inspector to issue a Building Permit for Lot 4, Block 2, Palmes Long Lake Estates exiting on County Road 10.
