MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
February 19, 1985
The meeting was called to order by Mayor McAllister at 7:00 PM.
PRESENT: Peltier, Potts, Hauer, McAllister
Attorney Johnson and Engineer Kuusisto

3.0 APPROVAL OF MINUTES
MO'T'ION: Hauer made motion, Peltier seconded, to approve the minutes of February 4,
1985, as submitted.
All aye. Motion Carried.
4.0 APPROVAL OF CLAIMS
MOTION: Peltier made motion, Potts seconded, to approve the General Claims for
February 19, 1985, as submitted.
All aye. Motion Carried.
MOTION: Peltier made motion, Potts seconded, to approve the Utility Claims for
February 19, 1985, as submitted.
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Richard Vail - Reduction in Letter of Credit
MOTION: Hauer made motion, Potts seconded, that the City of Hugo release Richard
Vail's Letter of Credit V3-1984, in the amount of $85,000.00, in its
entirety.
All aye. Motion Carried.
5.2 John Niemczyk - Rezoning
The public hearing to consider the application of Tony Niemczyk, guardian for John,
to rezone 40 acres from AG to CONS was called to order at 7:15 PM. There were no
comments made regarding this matter. The public hearing was closed at 7:16 PM.
MOTION: Potts made motion, Peltier seconded, to adopt ORDINANCE 1985-217, AN OR-
DINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING"
BY AMENDING THE ZONING DISTRICT CLASSIFICATION OF DESCRIBED REAL PROPERTY.
All aye. Motion Carried.
5.3 Wilber Harris - Reduction in Letter of Credit
Engineer Kuusisto recommended a substantial reduction in Mr. Harris's Letter of
Credit as an on-site inspection of the septic system has been installed according
to his recommendations.

MOTION: Potts made motion, Peltier seconded, that the City of Hugo reduce the
Letter of Credit of Wilber Harris #1-1984, in the amount of $20,000.00,
to an amount of $4,000.00. The expiration date of 1/3/86 to remain
as is.
All aye. Motion Carried.
5.5 James Leroux - Renewal of Mobile Home Permit
MOTION: Potts made motion, Peltier seconded, to renew the Mobile Home Permit
for James Leroux, 4360 165th Street, for a 90 day period. This approval
subject to payment of $10.00 fee.
All aye. Motion Carried.
MOTION: McAllister made motion, Peltier seconded, to set a Special Meeting
for March 18, 1985, 6:00 PM, to discuss the audit for year 1984.
All aye. Motion Carried.
MO'T'ION: Potts made motion, Peltier seconded, to approve Job Order 47349 for
Northwester Bell.
All aye. Motion Carried.
MOTION: McAllister made motion, Potts seconded, that James Hauer be authorized
to purchase an additional typewriter for the City Clerk's office.
All aye. Motion Carried.
9.0 ATTORNEY AND ENGINEER
Mr. Johnson submitted his monthly report. Engineer Kuusisto had no report.
5.4 Keystone Liquor - On Sale/Sunday Liquor Licenses
MOTION: McAllister made motion, Peltier seconded, to grant an ON SALE/SUNDAY
LIQUOR LICENSE to Shirley Nelson Hill, ONEKA HILLS FARMS, INC., dba
Keystone Liquor & Lounge. License approval subject to submission
of a Certificate of Occupancy and a copy of the Articles of Inc.
All aye. Motion Carried.
MOTION: Peltier made motion, Potts seconded, to adjourn at 7:59 PM.
