MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
April 1, 1985
The regular meeting was called to order by Mayor McAllister at 7:00 PM.
PRESENT: Peltier, Potts, Schwab, Hauer, McAllister
3.0 APPROVAL OF MINUTES
MOTION: Potts made motion, Peltier seconded, to approve the minutes of the special
meeting of February 6, 1985, as submitted.
All aye. Motion Carried.
MOTION: Peltier made motion, Schwab seconded, to approve the minutes of the
special meeting of March 18, 1985, after the following correction is made:
The meeting adjourned at 6:47 PM.
All aye. Motion Carried.
MOTION: Peltier made motion, Hauer seconded, to approve the minutes of the regular
meeting of March 18, 1985, after the following corrections are made:
(5.4) This rezoning application has been recommended......
Mayor stated that perc tests would have to be taken before a
land division is approved.
All aye. Motion Carried.
4.0 APPROVAL OF CLAIMS
MOTION: Peltier made motion, Hauer seconded, to approve the General Claims for
April 1, 1985, as submitted.
All aye. Motion Carried.
MOTION: Schwab made motion, Peltier seconded, to approve the Utility Claims for
April 1, 1985, as submitted.
All aye. Motion Carried.
MOTION: Peltier made motion, Schwab seconded, to approve the clains for Project 8402
with the addition of the following:
Orfei & Sons - $10,580.58
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Dan Nadeau - Apartment
Mr. Nadeau was present to submit a proposal as to how the apartments will be
laid -out above the market. Mr. Nadeau was informed that he will be responsible for
a SAC payment, and an additional unit per utility billing quarter. It was the con -
census of the Council that the plan submitted is acceptable.

5.2 Imperial Tool - Site Plan Approval
James Olson, owner of Imperial Tool, was present and stated that the 30 x 60
addition to his existing building in the Peloquin Industrial Park would be used
for storage and machinery. Mr. Olson had contacted the RCWD, and will be re-
ceiving written notification from them that no permit is required from them.
MOTION: Potts made motion, Hauer seconded, to approve the Site Plan for James
Olson, Imperial Tool, for the construction of a 30 x 60 addition to
his existing building for storage and machinery.
All aye. Motion Carried.
5.4 Eugene Schulz - Renew of Mobile Home Permit
MOTION: Schwab made motion, Peltier seconded, to renew the mobile home permit
for Eugene Schulz for 90 days, subject to receipt of $10.00 payment.
All aye. Motion Carried.
5.5 Spray City Park
MOTION: Schwab made motion, Peltier seconded, authorizing the Hugo Feed Mill to
spray the city park for weeds.
All aye. Motion Carried.
5.6 Elsie Jasinski - Land Division
Don Hult, surveyor for the property, submitted a revised survey indicating the
creation of Lots A, B, and C. A and C are new lots of 5 acres each, and the
existing residence will be known as Lot B, consisting of 10 acres. Mayor Mc-
Allister stated that prior to land division approval, the city will need certi-
fication that Lots A and C are buildable. Parkland dedication of $200.00 will
be required assuming the land division is approved.
5.3 Richard Vail - Reservation of City Park
Mr. Vail requested the reserve the city park and the bathrooms for a family
reunion to be held August 11. Vail was informed the ballf fields are filled on
a first-come first -serve basis. The buildings are reserved by the Lions Club.
DUGOUTS
MOTION: Schwab made motion, Peltier seconded, to expend $1900.00 to RV Asso-
ciates for the reconstruction of the dugouts located in the city park.
Cost to be paid from the city's Special Park Fund.
All aye. Motion Carried.
Jim Marier was present requesting permission to reserve the ballf ields for a
softball tournament on April 27-28. There would be no beer sold. He also re-
quested use of the bathroom facilities.
MOTION: Schwab made motion, Peltier seconded, granting authorization for Ricci's
softball team to reserve the city's ballfields on April 27-28 subject
to a $50.00 deposit.

6.0 REPORTS OF OFFICERS & COMMITTEES
6.1 Ordinance Committee - No discussion
6.2 Planning Commission
Mayor McAllister suggested that the Council attend the Planning Commission of
April 10th to hear the public hearing regarding the application for a recreational
vehicle racetrack on 165th Street, west of Highway 61.
6.3 Building Inspector
Councilman Schwab will contact the White Bear Lake recreation department regarding
use of the city's ballfields during Good Neighbor Days.
6.4 Fire Chief - No discussion
6.5 Clerk
The Summer Youth Program is again available through Washington County, but Hugo
will not be able to participate because of the lack of supervisory personnel.
Lake Air Estates - Change Orders 1 and 2
MOTION: McAllister made motion, Peltier seconded, to approve Change Orders 1 & 2
for Project 8407, and authorize the Mayor to sign same.
All aye. Motion Carried.
MOTION: Potts made motion, Peltier seconded, that the City of Hugo accept the
proposal of Minnesota Micrographics to reproduce city records on microfilm
for an amount approximately $1500.00.
All aye. Motion Carried.
Mayor McAllister advised the Planning Commission that they will be considering the
application of Gary Olson, 4652 165th Street, to construct a 19,080 square foot
accessory building. The application should be considered a Farm Site Plan, and
Chapter 320-5, Subd. I reviewed.
MOTION: Peltier made motion, Hauer seconded, to adjourn at 8:00 PM.
