MINUTES OF THE ADDITIONAL REGULAR MEETING OF THE HUGO CITY COUNCIL
July 11, 1985
The meeting was called to order by Mayor McAllister at 7:03 PM.
PRESENT: Hauer, Peltier, Potts, Schwab, McAllister
Charles Johnson and Tom Fast - City of Hugo
Mark Vierling, attorney and Nile Kriesel, coordinator
Andy Hansen, chairman, Baytown Board
Dave Truax, Hugo's commissioner candidate
BROWN'S CREEK WATER MANAGENIE3VT ORGANIZATION
There was much discussion on the Joint Powers Agreement for the BCWMO. Hugo is
concerned with costs and that proper lines establishing boundaries have not been
finalized. It was understood that Hugo most likely has little choice but to
participate in the WMO, but wishes to insure that only those parcels which con-
tribute to Brown's Creek be included in that WMO. 'There would be a separate
taxation district for those parcels per Minnesota Statute 473.882, Subd. I.
MOTION: McAllister made motion, Potts seconded, to adopt RESOLUTION 1985-11,
A RESOLUTION AUTHORIZING THE MAYOR AND CLERK TO SIGN THE JOINT POWERS
AGREEMENT WITH THE BROWN'S CREEK WMO AND THE APPOINTED COMMISSIONER
BE DIRECTED TO SUBMIT THE HUGO ENGINEER'S ESTIMATE OF THE HUGO PARCELS
THAT SHOULD BE INCLDUED AT THE EARLIEST OPPORTUNITY TO THE WMO COMMISSION.
VOTING FOR: Hauer, Potts, Schwab, McAllister
VOTING AGAINST: Peltier
COMMISSIONER & ALTERNATE COMMISSIONER
MOTION: Hauer made motion, Schwab seconded, to appoint Dave Truax as Commissioner
and Larry Ehret as alternate Commissioner to Brown's Creek WMO.
All aye. Motion Carried.
TENNIS COURTS
Councilman Schwab has one cost proposal, and will obtain another within a few weeks.
BUDGET - General discussion.
STANEK MATTER
General review and discussion. McAllister and Schwab will work to bring this matter
to the Council for conclusion.
PERSONNEL POLICY
General discussion. Councilman Schwab will review and draft a proposal to include
the Deputy Clerk and Bookkeeper as full-time classification.
