HomeMy WebLinkAbout1985.09.25 CC Minutes - Special meetingMINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL September 25, 1985 The special meeting was called to order by Mayor McAllister at 10:04 AM. PRESENT: Hauer, Peltier, Potts, Schwab, McAllister Bookkeeper - LuAnn Prachar This special meeting was called to set the city's budget for 1986, and any other appropriate city business. The city opened sealed bids for the painting of the water tower at its meeting of 9/16/85 - PROJECT 8527. The low bidder was Odland Protective Coatings at $11,980.00. Engineer Kuusisto has recommended that the city award the bid to Odland. MOTION: Hauer made motion, Peltier seconded, to award PROJECT 8527 to Odland Protective Coatings, in the amount of $11,980.00, for the painting of the city's water tower. The tower to be painted SPANISH BUFF #2013, with the HUGO lettering to be decided by the City Council at a later date. All aye. Motion Carried. RESOLUTIONS MOTION: Hauer made motion, Schwab seconded, to adopt RESOLUTION 1985-12, A RESOLUTION AMENDING THE SALARIES FOR THE HUGO FIRE AND RESCUE DEPARTMENT. All Aye. Motion Carried. MOTION: Schwab made motion, Peltier seconded, that the Deputy Clerk/Treasurer/Book- keeper be considered under 1.1C of the city's personnel policy, and that Mrs. LuAnn Prachar's years of service for vacation time paid this year, commences from the time of employment. This action is referenced in RESOLUTION 1985-13. All aye. Motion Carried. MOTION: Schwab made motion, McAllister seconded, to adopt RESOLUTION 1985-14, A RESOLUTION CERIFYING THE ANNUAL LEVY TO THE COUNTY AUDITOR. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to adopt RESOLUTION 1985-15, A RESOLUTION REDUCING BY $29,200.00 THE TAXES LEVIED FOR COLLECTION OF SANITARY SEWER IMPROVEMENT BONDS. All aye. Motion Carried. MOTION: Schwab made motion, McAllister seconded, to adopt RESOLUTION 1985-16, A RESOLUTION CERTIFYING THE SANITARY SEWER ASSESSMENT ROLL FOR PLACEMENT ON THE 1986 TAX ROLLS. All aye. Motion Carried. 90 September 25, 1985 MOTION: Schwab made motion, Hauer seconded, to adopt RESOLUTION 1985-17, A RESOLUTION CERTIYING THE STORM SEWER ASSESSMENT FOR PLACEMENT ON THE 1986 TAX ROLLS. All aye. Motion Carried. MOTION: Hauer made motion, Peltier seconded, to adopt RESOLUTION 1985-18, A RESOLUTION CERTIFYING SPECIAL ASSESSMENT FOR PROJECT 8407 IN LAKE AIR ESTATES. All aye. Motion Carried. MOTION: Peltier made motion, Schwab seconded, to adopt RESOLUTION 1985-19, A RESOLUTION CERTIFYING SPECIAL ASSESSMENT FOR PROJECT 8102 IN THE BALD EAGLE INDUSTRIAL PARK. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, to adopt RESOLUTION 1985-20, A RESOLUTION THAT THE CITY CLERK CERTIFY TO THE AUDITOR OF WASHINGTON COUNTY SPECIAL ASSESSMENTS FOR COLLECTION OF DELINQUENT UTILITY BILLS. All aye. Motion Carried. MOTION: McAllister made motion, Schwab seconded, that the salaries for the City Clerk, Deputy Clerk, and Deputy Clerk/Bookkeeper be increased by 50C per hour effective December 2, 1985. All aye. Motion Carried. MOTION: Hauer made motion, Peltier seconded, that the City of Hugo hire Nancy Erickson under 1.3 of the city's personnel policy, and her salary be set at $5.50/hour effective December 2, 1985. All aye. Motion Carried. MOTION: Hauer made motion, Schwab seconded, to adopt ORDINANCE 1985-224, AN ORDINANCE THAT WOULD DOUBLE THE SALARY FOR THE MAYOR AND CITY COUNCIL. MOTION: Potts made motion, Peltier seconded, to amend the previous motion that the Mayor and Council not receive any increase in pay. Potts and Peltier withdrew their motion. VOTE ON ORIGINAL MOTION: FOR: Hauer and Scwab AGAINST: Peltier, Potts, McAllister Motion Failed. MOTION: McAllister made motion, Peltier seconded, to schedule a public hearing for November 4, 1985, at 7:30 PM, to discuss the prosed use of Revenue Sharing Funds for the fiscal year 1986. All aye. Motion Carried. 7' • September 25, 1985 MOTION: McAllister made motion, Peltier seconded, to notify Northwestern Bell that effective January 1 , 1986, their monthly rent payments will be $200.00. All aye. Motion Carried. MOTION: Schwab made motion, Hauer seconded, that the City Clerk be authorized to sign the Letter of Intent to contract with Pannell, Kerr, Forster for auditing the city's books for 1985. All aye. Motion Carried. MO'T'ION: Hauer made motion, Peltier seconded, to adopt the General Fund Budget for 1986 in the amount of $572,489.00. All aye. Motion Carried. The City Clerk was instructed to log all complaint4 received at City Hall, against the building officials and employees for future referral to the City Council. MOTION: Peltier made motion, Hauer seconded, to adjourn at 3:25 PM. All aye.
