PRESENT: McAllister, Atkinson, Schwab, Vail City Attorney, Charles Johnson 3.0 APPROVAL OF MINUTES MOTION: Vail made motion, Schwab seconded, to approve the minutes of December 20, 1982, as submitted. All aye. Motion Carried. 4.0 APPROVAL OF CLAIMS MOTION: Vail made motion, Schwab seconded, to approve the General Claims for January 3, 1983, as submitted. All aye. Motion Carried. MOTION: Vail made motion, Schwab seconded, to approve the Utility Claims for January 3, 1983, as submitted. All aye. Motion Carried. OFFICIAL APPOINTMENTS MOTION: Vail made motion, Atkinson seconded, to designate the Forest Lake Times as the city's legal newspaper for the year 1983. All aye. Motion Carried. MOTION: Schwab made motion, Vail seconded, to designate the First State Bank of Hugo and Twin City Federal, Maplewood, as the depositories for the City of Hugo in 1983. All aye. Motion Carried. MOTION: McAllister made motion, Atkinson seconded, to appoint Charles Schwab as acting Mayor for the year 1983. All aye. Motion Carried. MOTION: McAllister made motion, Vail seconded, to appoint Dean Atkinson as Health Officer for the City of Hugo in 1983. All aye. Motion Carried. MOTION: McAllister made motion, Schwab seconded, to appoint Deane Vail as Parks Com- missioner for the City of Hugo in 1983. VOTING FOR: McAllister, Atkinson, Schwab ABSTAINED: Vail Motion Carried. 2 January 3, 1983 MOTION: McAllister made notion, Vail seconded, that the Mayor and Council will be liaison to the Planning Commission on a month to month basis. All aye. Motion Carried. COUNCILMAN IN CHARGE OF ROADS Mayor McAllister and Councilman Schwab will share in this responsibility in the case of an emergency. All other road matters are to be directed to the per- tinent Councilman. This policy will be in force for the first quarter. MOTION: Vail made notion, Atkinson seconded, to appoint Charles Johnson as City Attorney for the year 1983. All aye. Motion Carried. MOTION: McAllister made motion, Vail seconded, to appoint Howard Kuusisto as City Engineer for the year 1983. All aye. Motion Carried. MOTION: McAllister made motion, Schwab seconded, to appoint Glen Reimer as 2nd Assistant Fire Chief for the City of Hugo in 1983. All aye. Motion Carried. MOTION: Schwab made motion, Vail seconded, to appoint Joe McMahon as 1st Assistant Chief for the City of Hugo in 1983. All aye. Notion Carried. MOTION: McAllister made motion, Schwab seconded, to appoint Ron Istvanovich as Fire Chief for the City of Hugo in 1983. All aye. Motion Carried. MOTION: McAllister made motion, Vail seconded, that Mrs. Theodora Peltier be reappointed to the Planning Commission for a four (4) year term to expire in 1986. All aye. Notion Carried. MOTION: Vail made motion, Atkinson seconded, that Bill Greger be reappointed to the Planning Commssion for a four (4) year term to expire in 1986. All aye. Motion Carried. MOTION: Vail made motion, McAllister seconded, to set a Special Meeting of the Hugo City Council for January 18, 1983, at 7:00 PM, to consider applications to fill the council-at-large vacancy on the Council. All aye. Motion Carried. 3 January 3, 1983 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Safeway House Movers - Temporary Mobile Home Permit MOTION: McAllister made motion, Vail seconded, to renew the Mobile Home Permit for Safeway House Movers, 5885 165th Street North, under Chapter 40, Artic- cle III, Subdivision E, for a period of ninety days. All aye. Motion Carried. • 5.2 David Schuman - Renew of Mobile Home Permit MOTION: Vail made motion, McAllister seconded, to renew the Mobile Home Permit for David Schuman, 7630 137th Street North, under Chapter 40, Article III, Subdivision B, for a period of ninety days. All aye. Motion Carried. 6.0 REPORTS OF OFFICERS & COMflKI'rrt ES 6.1 Ordinance Committee - No discussion 6.2 Planning Commission MOTION: McAllister made motion, Vail seconded, that the Chairperson of the Plan- ning Commission for the year 1983, request the resignation of any member who does not attend the required number of meetings, unless excused by the Chairperson of the Planning Commission. All aye. Motion Carried. 6.3 Water Superintendent - No discussion 6.4 Building Inspector Mr. Crever submitted his monthly report. Mr. Crever inquired as to the status of the ruined building that once was the Silver Spur Saloon. The building was destroyed by fire on September 10, 1982, and the there has been nothing done to the site since that time. It was agreed that the building, in its present state, is a nuisance and a hazard. MOTION: Vail made motion, Atkinson seconded, that the City Clerk be directed to send a letter to the fee owner of the Silver Spur property requesting his/her presence at the City Council meeting of January 17, 1983 at 7:30 PM, to discuss the alleged nuisance. All aye. Motion Carried. Mr. Ramacher, the last license holder, is also to be present at this meeting. 6.5 Fire Chief - No discussion 6.6 Clerk The city received a letter from The League of Minnesota Cities regarding the legisla- tion they are endorsing. The city is to complete a survey identifying the city's priorities relating to these matters. January 3, 1983 4 MOTION: McAllister made motion, Vail seconded, that the City Clerk continue to contact the White Bear Animal Control to see if we can obtain written agreement that they will pickup animals for a fixed fee on an on-call basis. If that cannot be accomplished, the Clerk is to contact our local kennel operations to see if they would be interested in performing this type of service. All aye. Motion Carried. 8.0 UNFINISHED BUSINESS The city received a letter from NSP outlining the considerations agreed upon at the city's meeting with them on December 20, 1982. MOTION: McAllister made motion, Schwab seconded, that the letter from NSP be taken under advisement and tabled until the meeting of 1/17/83. The City Clerk is directed to forward a copy to Marvin LaValle and respect- fully request his attendance at the next Council meeting (8:15 PM) and provide comments and recommendations on this matter. All aye. Motion Carried. MYI'ION: Schwab made motion, Atkinson seconded, that the bookkeeper be authorized to combine the General and Utility checking accounts. All aye. Motion Cartbd. Councilman Atkinson will investigate the possibility of purchasing fire hydrant markers. MOTION: McAllister made motion, Vail seconded, that Marvin LaValle be named MAYOR EMERITUS for the year 1983, and that he be kept on the mailing list for both Planning Commission and City Council minutes, and actively solicit his input.
