MINUTES OF THE PROCEEDINGS OF THE HUGO CITY COUNCIL
February 7, 1983
The meeting was called to order by Mayor McAllister at 7:00 PM.
PRESENT: McAllister, Peltier, Schwab, Vail
ABSENT: Atkinson
3.0 APPROVAL OF MINUTES
MOTION: Vail made motion, Schwab seconded, to approve the minutes of January 17,
1983, after the following correction has been made:
10.0 (CLERK) - A Certificate of Insurance could be provided from a
firm known as Ed's Blacktopping.
All aye. Motion Carried.
MOTION: Schwab made motion, Vail seconded, to approve the minutes of January 18,
1983, as submitted.
All aye. Motion Carried.
4.0 APPROVAL OF CLAIMS
MOTION: Vail made motion, Peltier seconded, to approve the General Claims for
February 7, 1983, as submitted.
All aye. Motion Carried.
MOTION: Peltier made motion, seconded by Vail, to approve the Utility Claims for
February 7, 1983, with the following exceptions:
Deletion of A & B Construction (Water Dept) - $1220.00
Addition of James A. Wisner (Sewer Dept) - 347.75
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Donald Rieck - Renew of Mobile Home Permit
MOTION: McAllister made motion, Peltier seconded, to renew the Mobile Home Permit
for Donald Rieck, 12718 Irish Avenue, under Chapter 40, Article III, Sub-
division B, for a period of 90 days.
All aye. Motion Carried.
5.2 James Leroux - Renew of Mobile Home Permit
MOTION: Vail made motion, Peltier seconded, to renew the Mobile Home Permit for
James Leroux, 4360 165th Street North, under Chapter 40, Article III,
Subdivision D, for a period of 90 days.

6.0 REPORTS OF OFFICERS & CONMI'ri'hS
6.1 Ordinance Committee - No discussion.
6.2 Planning Commission
The city received notice from Arthur Potts and George Atkinson that they were in-
terested in filling the current vacancy on the Planning Commission.
MOTION: Vail made motion, Schwab seconded, that the City appoint Mr. Arthur
Potts to fill the current vacancy on the Planning Commission - term to
expire 12/31/86. Reasons provided for the decision: 1) need of repre-
sentation from the northern portion of the city, and 2) had expressed
interest in the previous City Council vacancy.
VOTING FOR: McAllister, Schwab, Vail
ABSTAINED: Peltier
Motion Carried.
MOTION: McAllister made motion, Vail seconded, to nominate Ken Larch as the
chairman of the Planning Commission.
VOTING FOR: McAllister, Schwab, Vail
VOTING AGAINST: Peltier
Motion Carried.
6.3 Water Superintendent - No discussion.
6.4 Building Inspector
Mr. Crever submitted his monthly report.
6.5 Fire Chief
MOTION: Vail made motion, Peltier seconded, suggesting the city look into the
possibility of a used radio for truck #5, and that Motorola check it
out before the city purchases the radio.
All aye. Motion Carried.
6.6 Clerk
The matter of how the number of units (RECS) is determined for billing purposes
will be discussed at the meeting of 2/22/83.
Gene Schultz is to be requested to appear before the Council on 3/7/83 to discuss
the mobile home permit he desires.
7.0 ORDINANCES AND RESOLUTIONS
MOTION: Peltier made motion, Vail seconded, to adopt RESOLUTION 1983-1, A RESO-
LUTION DESIGNATING THE FIRST STATE BANK OF HUGO AS A DEPOSITORY FOR THE
CITY OF HUGO, AND THAT CHECKS, DRAFTS, OR OTHER WITHDRAWAL ORDERS ISSUED
AGAINST THE FUNDS OF THIS CITY BE SIGNED AS INDICATED.
All aye. Motion Carried.

MOTION: Vail made motion, Schwab seconded, to adopt RESOLUTION 1983-2, A RESOLUTION
THAT MARY ANN CREAGER, CLERK/TREASURER OF THE CITY OF HUGO, IS AUTHORIZED
TO SIGN A LEASE FOR RENTAL OF A SAFE DEPOSIT BOX IN THE FIRST STATE BANK OF
HUGO, AND THAT J. MICHAEL MCALLISTER, CHARLES SCHWAB, AND LUANN PRACHAR
HAVE THE RIGHT OF ACCESS TO SAID BOX.
All aye. Motion Carried.
MOTION: Schwab made motion, Vail seconded, to adopt RESOLUTION 1983-3, A RESOLUTION
AUTHORIZING PAYMENT OF $1220.00 TO DEAN ATKINSON, A & B CONSTRUCTION.
VOTING FOR: McAllister, Schwab, Vail
VOTING AGAINST: Peltier
All aye. Notion Carried.
8.0 UNFINISHED BUSINESS
As a result of the current watermain breaks, McAllister has recommended the in-
stallation of a 4" discharge nozzle for use of water directly frau the well, by-
passing the main 8" line to the water tower. If there was a break in the system
by the pump house. the city would lose all water service. It was suggested the
following contractors be contacted regarding the installation: LaMetti, Acton
Construction, and McCullough Well Drillers. Kuusisto Engineer will send a rep to
advise the procedure to follow.
MOTION: McAllister made motion, Schwab seconded, that the city install an alternate
4" discharge system so as to be able to pump water directly from the city
well to the fire hydrant, bypassing the main 8" line to the water tower
and Fitzgerald Avenue. Installation to be completed as soon as possible
and in the most economical manner.
All aye. Motion Carried.
Mayor McAllister is attempting to set up a meeting with Robert Lockyear, Washington
County Planner, to try and complete the Comprehensive Plan.
The seal coating project for city streets will be discussed at the meeting of
February 22, 1983.
The city has received notice the Greyhouse Bus Service will be eliminating bus
service from the City of Hugo. A public hearing is scheduled for 2/17 in Rush
City to discuss this proposal.
MOTION: Vail made motion, Peltier seconded, that the city write a letter to Grey-
hound and the Public Service Commission stating its opposition to the
discontinuance of service the the City of Hugo.
All aye. Motion Carried.
The city received a letter from Insurance Services Office clarifying its previous
letter (8/27/82) regarding fire classification. The part of Hugo serviced by city
water has been given a Class 5, and the structures over a 1000' from a hydrant but
within five miles of the fire station are now Class 9. McAllister and Vail will
work on a letter challenging the rate change because of variety of equipment now
available and mutual aid.

Mayor McAllister stated that the city sold all its equipment last fall and is
in need of a vehicle for various city matters. The county has a 79 Ford, 3/4
ton pickup truck, with a utility box, for sale.
MOTION: Vail made motion, McAllister seconded, that the City of Hugo offer
the Washington County Highway Department an amount not to exceed
$3,000.00 for a 1979 Ford 3/4 ton pickup truck.
All aye. Motion Carried.
MOTION: Vail made motion, McAllister seconded, requesting the Water Superintendent,
Robert Burkard, and James A. Wisner, sewer department, draft a job
description for their respective departments and jobs. This information
to be discussed at the Council meeting of March 7, 1983.
All aye. Motion Carried.
10.0 MISCELLANEOUS
Vern Peloquin was present, and stated that Freeland Avenue, located in the Pelo-
quin Industrial Park is still in his name. The street was constructed according
to city standards, has public utilities installed, and is maintained by the city.
McAllister stated that zoning calls for blacktopping of city streets but a
variance could be granted for a gravel road.
MOTION: McAllister made motion, Schwab seconded, that the city give concept
approval to accepting Freeland Avenue from the property owner, as a
public street subject to the review and comment by the City Attorney,
and payment to the City of Hugo all costs of accepting the street
by Mr. Vern Peloquin. Approval of a variance to blacktopping of
Freeland Avenue.
All aye. Motion Carried.
