HomeMy WebLinkAbout1984.03.19 CC Minutes 20 MIND S OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL March 19, 1984 Mayor McAllister called the special meeting to order at 6:09 PM. • PRESENT: Peltier, Schwab, Vail, McAllister ABSENT: Atkinson The special meeting was called for the purpose of discussion of refinancing bonds for Project 8102, and any other appropriate city business. Bill Fahey and Carolyn Drude, Ehlers and Associates, were present to discuss their recommendations as indicated in their letter of March 19, 1984. The temporary bonds will mature October 1 , 1984, and should be refinanced at a significantly lower interest rate. The present assessment interest rate will remain the same. MOTION: Vail made motion, Peltier seconded, to approve the plan submitted by Ehlers and Associates, to issue bonds in the amount of $110,000 for temporary improvement bonds to finance local improvement Project 8102. All aye. Motion Carried. MOTION: Vail made motion, Peltier seconded, to set a Special Meeting for April 16, 1984, at 6:15 PM, for the purpose of opening of bids for the sale of bonds Project 8102. All aye. Motion Carried. MOTION: Peltier made motion, McAllister seconded, to adjourn at 6:50 PM. All aye. Motion Carried. Mary r),Creager, Clerk City Hugo MINUTES OF THE REGULAR MEETING OF THE HUGO CITY COUNCIL March 19, 1984 Mayor McAllister called the regular meeting to order at 7:04 PM. PRESENT: Peltier, Schwab, Vail, McAllister Attorney Johnson and Engineer Kuusisto ABSENT: Atkinson 3.0 APPROVAL OF MINUTES MOTION: Peltier made motion, Vail seconded, to approve the minutes of the Special Meeting of March 5, 1984, as submitted. A11 aye. Motion Carried. 21 :March 19, 1984 MOTION: Peltier made motion, Schwab seconded, to approve the minutes of the regular meeting of March 5, 1984, as submitted. All aye. Motion Carried. 4.0 APPROVAL OF CLAIMS MOTION: Peltier made motion, Schwab seconded, to approve the General Claims for March 19, 1984, as submitted. All aye. Motion Carried. MOTION: Vail made motion, Peltier seconded, to approve the Utility Claims for March 19, 1984, as submitted. All aye. Motion Carried. 5.0 PETITIONS, REQUESTS, COMMIUNICATIONS & LICENSES 5.1 Bank of Hugo - Investment Counseling Dick Gessner, president, was present to discuss the savings programs avail- able at the First State Bank of Hugo. (ATKINSON ARRIVED AT 7:10 PM) MOTION: McAllister made motion, Peltier seconded, that the Deputy Clerk/ Treasurer be directed to purchase four (4) $50,000, 36 month, Cer- tificate of Deposits. All aye. Motion Carried. MOTION: Vail made motion, Atkinson seconded, that the Deputy Clerk/Treasurer be directed to close all Passbook Savings Accounts, and open and maintain a Money Market Savings Account, effective April 2, 1984. All aye. Motion Carried. 5.2 Steve Marier - Reservation of City Ballfields Steve Marier, representing Ricci's softball team, requested approval from the City to reserve the ballfields for a tournament on April 28 - 29. Mr. Marier stated that no beer will be sold. MOTION: McAllister made motion, Peltier seconded, to approve the request of Steve Marier, representing Ricci's softball team, to use the city ballfields April 28-29, 1984, and no beer to be sold. Mr. Marier will make a deposit of $50.00 to the city, which will be refunded when the park is cleaned up. All aye. Motion Carried. KENNETH GRANGER - Drainage Easement Because of a water problem on Lower 147th Street, and the inability of the City to negotiate with Mrs. Quiment, a drainage easement will have to be obtained from Ken Granger. Two separate documents will have to be negotiated: easement agreement and easement grant. Mr. Granger expressed his concerns, and they were noted by the City Engineer. March 19, 1984 22 Ken Granger - cont. MOTION: McAllister made motion, Peltier seconded, that the Mayor and City Clerk be authorized to sign the Easement Grant from Kenneth N. and Marjorie J. Granger to the City of Hugo. The City of Hugo pays to the grantor the sum of $2,500.00. The $2,500.00 will be paid to the grantor upon development of a construction agreement between the City of Hugo and property owners. All aye. Motion Carried. 6.0 ORDINANCES AND RESOLUTIONS MOTION: Vail made motion, Schwab seconded, to adopt ORDINANCE 1984-202, AN ORDINANCE AMENDING CHAPTER 20 OF THE HUGO CITY CODE ENTITLED "ADMINI- STRATION" TO AMEND FORM OF DELIVERY OF CITY COUNCIL MINUTES. VOTING FOR: Atkinson, Schwab, Vail, McAllister VOTING AGAINST: Peltier Motion Carried. 7.0 UNFINISHED BUSINESS - No discussion 8.0 NEW BUSINESS Myrl Peterson, Hugo's Postmaster, presenter sketch plan for remodeling of the post office. The present arrangement has always been an inconvenience for parking and general access to the building. MOTION: Peltier made motion, Vail seconded, that the Clerk send a letter to the Hugo Postmaster stating that the City supports and encourages the con- cept plan that he has submitted. All aye. Motion Carried. 9.0 ATTORNEY AND ENGINEER Mr. Johnson submitted his mont3iy report. He will start preparation of the easement descriptions for the NSP matter, in a finalized form, and start making contact with the property owners indicating we will be negotiating these easements. The bonding company for the Armon septic system can now be contacted to try and collect money on the bond. Engineer Kuusisto discussed the MWCC letter of 2/23/84 regarding excess infiltration into the sanitary sewer system. It has always been Hugo's contention that we have a "bottletight system" and not the source of excess infiltration. Kuusisto recommended the purchase of time-running meters, and will obtain from Metro certification of meters 41 and 43 stating that they are functioning properly. A joint, investigative meeting will then4cheduled. MOTION: McAllister made motion, Peltier seconded, that the City Engineer be directed to work with the Water Superintendent and have the hour meter installed in the lift station pumps. The city accepts the proposal as submitted, and authorizes the Mayor and Clerk to sign same. All aye. Motion Carried. 23 March 19, 1984 MOTION: McAllister made motion, Peltier seconded, that the City Engineer be directed to prepare a working plan and agreement for the drainage structure construction specified in the Kenneth N. Granger easement grant. All aye. Motion Carried. LARRY EHRET Larry Ehret has sold a small portion of land to be used for driveway purposes for the house he recently sold. However, the county would not record the deed until it is signed by the City. Mr. Ehret was advised to apply for land divi- sion, and provide a signed by application (fee owner) , certificate of survey, and proof of ownership. 10.0 CLERK MOTION: McAllister made motion, Schwab seconded, to set Board of Review for May 8, 1984, from 2:00 PM to 7:00 PM. at Hugo City Hall. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, authorizing use of City Hall for the Republican caucus on March 20, 1984, at 7:00 PM. All aye. Motion Carried. MOTION: Schwab made motion, Vail seconded, awarding a merit increase of 50C/hour for Mary Ann Creager, Carole LaBelle, and LuAnn Prachar, effective April 1, 1984. All aye. Motion Carried.
