PRESENT: Peltier, Schwab, Vail, McAllister ABSENT: Atkinson 3.0 APPROVAL OF MINUTES MOTION: Peltier made motion, Schwab seconded, to approve the minutes of the Special Meeting of March 19, 1984, as submitted. All aye. Motion Carried. MOTION: Peltier made motion, Vail seconded, to approve the minutes of the regular meeting of March 19, 1984, as submitted. All aye. Motion Carried. 4.0 APPROVAL OF CLAIMS MOTION: Peltier made motion, Vail seconded, to approve the General Claims for April 2, 1984, as submitted. All aye. Motion Carried. MOTION: Vail made motion, Peltier seconded, to approve the Utility Claims for April 2, 1984, as submitted. All aye. Motion Carried. 5.0 PETITIONS, REQUESTS, COMMUNICATIONS AND LICENSES 5.1 Spray City Park Councilman Deane Vail recommended that the City again spray the city park for dande- lions, because of the success of the program in the past years. MOTION: Vail made motion, Peltier seconded, that the City spray the city park for the control of weeds and dandelions. All aye. Motion Carried. 5.2 Eugene Schulz - Renew of Mobile Home Permit MOTION: McAllister made motion, Peltier seconded, to renew the mobile home permit for Eugene Schulz, 8340 140th Street, under Chapter 40, Article III, Subdivision B, for a period of 90 days. Mr. Schulz is to keep his Letter of Credit effective as long as his obtaining a valid Building Permit is outstanding. All aye. Motion Carried. 25 April 2, 1984 5.5 Todd Osterbauer - Site Plan Approval Mr. Osterbauer, 14409 Forest Boulevard, would like to remove the existing barn on his property, and replace with a 720 sq ft garage. MOTION: Vail made motion, Schwab seconded, to approve the Site Plan for Todd Osterbauer, 14409 Forest Boulevard, for the construction of a 24 x 30 woodframe garage on a new slab. Garage to be of like construction to the principal building. All aye. Motion Carried. 5.6 Gerald Shull - Special Use Permit Mr. Shull, 15040 Everton Avenue, would like to construct a 25 x 55 steel building to be used as a tool shed. A SUP is required because with the new building, Mr. Shull would exceed the 3600 sq ft allowed for accessory storage. MOTION: Schwab made motion, McAllister seconded, to approve the Special Use Permit for Gerald Shull, 15040 Everton Avenue, for the construction of a 25 x 55 steel building to be used as a machine shed. Building to have the same exterior color as exists on present buildings. All aye. Notion Carried. 5.7 Darrell Granger - Site Plan Approval (Variance) Mr. Granger, co-owner of property located at 5725 148th Street, would like to con- struct a 20 x 40 addition to his present business. The addition would house new tools and equipment needed to operate his business. Mr. Granger will also need a variance to the 40' setback required in the Industrial zone, as the pro- posed building will be 20' from the right-of-way to the north. The addition will have the same roof line and color scheme as the existing building. MOTION: Peltier made motion, Vail seconded, to approve the Site Plan and Var- iance for Darrell Granger, 5725 148th Street, for the construction of a 20 x 40 addition to the north of his existing autobody business. The addition will have a 20' setback rather than the required 40' , and have the same color scheme and roof line as the existing building. All aye. Notion Carried. 5.4 Arnold Palme - Rezoning Mike Geir, representing Mr. & Mrs. Palme, presented the Council with an aerial view of the 23 acres proposed to be rezoned from AG to RRII. Mr. Palme in- tends on subdividing all his property into approximately 5 acre lots. No perc tests have been done on the property at this time. MOTION: Schwab made motion, Vail seconded, to adopt ORDINANCE 1984-203, AN ORDI- NANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" BY AMENDING THE ZONING DISTRICT CLASSIFICATION OF DESCRIBED REAL PROPERTY. All aye. Motion Carried. April 2, 1984 26 5.8 Richard Vail Mr. Vail was present to determine when he could start making applications for Building Permits in his Shamrock Glen subdivision. Mayor McAllister stated that after an inspection by Howard Kuusisto, it was determined that two manholes would have to be sealed to eliminate infiltration of sand. After that is completed, applications can then be submitted for permits. 6.0 REPORTS OF OFFICERS AND COMITTEES 6.1 Ordinance Committee - No discussion 6.2 Planning Commission - No discussion 6.3 Building Inspector Mr. Crever submitted his monthly report. Tom Crever stated that the building constructed by Kevin Mann on 165th Street was 5 - 6 feet from the property line rather than 10' as allowed for in the SUP issued to him. MOTION: McAllister made motion, Peltier seconded, to send Kevin Mann a letter requesting his presence at the Council meeting of April 16, 1984, at 7:45 PM, to discuss the discrepancy in the Site Plan submitted and the actual location of his pole building. All aye. Motion Carried. 6.4 Fire Chief - No discussion 6.5 Clerk The city received a letter from Cindi Sullivan requesting use of Everton AVenue for a footrace to raise money for the Ramsey County Infant Program. The race has been scheduled for August 11 , 1984, with a starting time of 9:00 A.M. MOTION: McAllister made motion, Peltier seconded, to send a letter to Ms. Sullivan authorizing use of Everton Avenue for the requested date and time. Ms. Sullivan to work with the sheriff's office from both Ramsey and Washington County. All aye. Motion Carried. Washington County is making the Sumner Youth Program available to the city again this year. Unfortunately, the city will not be able to make use of the program because of the lack of supervisory personnel. 7.0 ORDINANCES AND RESOLUTIONS - No Discussion 8.0 UNFINISHED BUSINESS - No discussion 9.0 NEW BUSINESS MOTION: Vail made motion, Peltier seconded, authorizing the Hugo Lions Club use of the city park on June 8, 9, and 10, 1984 for GOOD NEIGHBOR DAYS. All aye. Motion Carried. 27 April 2, 1984 MOTION: Vail made motion, Peltier seconded, authorizing the Mayor to secure the necessary security arrangements for GOOD NEIGHBOR DAYS. The Hugo Lions Club will pay for one-half the costs. All aye. Motion Carried. MOTION: McAllister made motion, Peltier seconded, that the police officers requested by the Mayor for GOOD NEIGHBOR DAYS be covered under the city's worksman compensation liability Policy #PWC1340150. All aye. Motion Carried. 1984 SHERIFF'S CONTRACT The 1984 contract has no change in verbage, only cost - $108,728.00. The city will now be charged for clerical work generated by our contract officers. MOTION: Vail made motion, Peltier seconded, to approve the 1984 policy contract with the Washington County Sheriff's Department, with authorization for the Mayor and Clerk to sign contract. All aye. Motion Carried. 10.0 MISCELLANEOUS Mayor McAllister will be attending a meeting at the Stillwater City Hall, April 11 , 1984, at 7:00 PM, to discuss the effects of the Brown's Creek Watershed Dis- trict on the City of Hugo. Because Roger Bacon is now responsible for the Sewer Department, he has asked the city consider an increase in his salary. MOTION: Vail made motion, Schwab seconded, approving an increase in the salary for Roger Bacon from $10.50/hour to $13.00/hour, effective 4/3/84. All aye. Motion Carried. MOTION: Vail made motion, Schwab seconded, that the city purchase 27 new chairs. All aye. Motion Carried. LARRY EHRET - LAND DIVISION Mr. Ehret has to divide a portion of his property to include an easement for access to the adjoining house recently sold by him. A Certificate of Survey has been done, and proof of ownership was provided. MOTION: McAllister made motion, Peltier seconded, to approve the Land Division for Larry Ehret subject to Mr. Ehret's providing the clerk's office with a Certificate of Survey. All aye.
