MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL
May 2, 1984 •
The special meeting was called to order by Mayor McAllister at 7:31 PM.
PRESENT: Peltier, Schwab, McAllister
Charles Johnson, City Attorney
Howard Kuusisbq City Engineer
Roy Schultz, DNR
Bill Weidenbacher, Rice Creek
The special meeting was called to discuss the water levels near Rice Lake and
Oneka Lake. All necessary requirements were met for the calling of a special
meeting.
There were a number of residents near the mentioned area, present at the meeting.
Most of them gave their theory on why a problem exists and what could be done
to relieve the problem. (ATKINSON ARRIVED AT 7:40 PM) .

of the problem, and provide partial relief,
Mayor McAllister determined that the large culvert at Harrow and 157th is
plugged and needs to openend to relieve Rice Lake. The DNR will be providing
the city with the ordinary, high-water mark for Oneka Lake. Engineer Kuusisto
will be making a field inspection of the area between 157th and 165th to determine
if there are any obstructions. He will submit a preliminary report of his
findings at the Council meeting of May 7th.
Attorney Johnson was instructed to communicate with the legal counsel for the RCWD
about the petitioning process for a ditch improvement.
MISCELLANEOUS
MOTION: McAllister made motion, Peltier seconded, that the Hugo contract officer
be authorized to order a new scanner for the new squad car, in an
amount not to exceed $185.00.
All aye. Motion Carried.
The Council discussed the ponding occurring on the Hintz property (Homestead Avenue) .
Engineer Kuusisto stated that the area is a natural ponding area, and would be
there regardless of the amount of water allowed through the dyke.
The Council was instructed to inspect the intersection of Keystone and 180th to
determine what effect a large amount of fill would have on the property in Hugo.
MOTION: Peltier made motion, Atkinson seconded, to adjourn at 9:51 PM.
