HomeMy WebLinkAbout1984.07.16 CC Minutes 58 MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL July 16, 1984 The special meeting was called to order by Mayor McAllister at 6:10 PM. PRESENT: Atkinson, Schwab, McAllister ABSENT: Peltier The special meeting was called to consider plans and ideas for the "beautification" and general cleanup of the City of Hugo. There were a number of Hugo businessmen present to discuss what measures could be taken to cleanup the area. (PELTIER ARRIVED AT 6:20 PM) . The Council will review any ordinances pertaining to the maintenance of city sidewalks during the winter months, and contact the railroad rela- tive to cleaning and maintenance of their ditches. Dr. Barrett and Dick Gessner will attempt to generate the interest of all concerned parties in an attempt to get their cooperation. MOTION: Peltier made motion, Schwab seconded, to adjourn the special meeting at 6:55 PM. All aye. Motion Carried. jj ► c Mary Creager, Cler City f Hugo MINUTES OF THE REGULAR MEETING OF THE HUGO CITY COUNCIL The regular meeting was called to order at 7:02 PM. PRESENT: Peltier, Atkinson, Schwab, McAllister Also, Attorney Johnson and Engineer Kuusisto 3.0 APPROVAL OF MINUTES MOTION: Peltier made motion, Schwab seconded, to approve the minutes of July 2, 1984, after the following correction has been made: 5.2 (Item 3) - The general contractor All aye. Motion Carried. 4.0 APPROVAL OF CLAIMS MOTION: Peltier made motion, McAllister seconded, to approve the General Claims for July 16, 1984, as submitted. All aye. Motion Carried. MOTION: Schwab made motion, Peltier seconded, to approve the Utility Claims for July 16, 1984, as submitted. All aye. Motion Carried. 59 July 16, 1984 ONEKA LAKE WATER PROBLEMS Mayor McAllister informed the Council that he has met with Alex Zaluckyj regarding the outlet from Oneka Lake located on his property, and negotiations for an agree- ment to resolve the problem mein pr ss. It was McAllister's opinion that any public debate at this time would not for the best interest of the public. 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Lloyd Chalupsky - Special Use Permit Mr. Chalupsky has purchased Lots 4 and 9, Royalhaven Estates, and would like to fill Lot 4 for the construction of a residence. It was McAllister's recommendation that Chalupsky and Engineer Kuusisto make an on-site inspection of the lot so that Howard can inform his as to what the city will require prior to the issuance of a SUP. Mr. Chalupsky was directed to appear before the Planning Commission with his request, and Kuusisto make available his recommendations for that meeting. 5.2 Randall Irving - Renew of Mobile Home Permit MOTION: McAllister made nation, Peltier seconded, to renew the Mobile Home Permit for Randall Irving, for a 90 day period. All aye. Motion Carried. 5.3 Tom Crever - Variance Tom Crever, 12942 Ingersoll Avenue, would like to construct a screened-in porch 5' closer to the lake than his existing deck, making a setback of 53' for the high-water mark. MOTION: Atkinson made motion, Peltier seconded, to approve the Variance request of Tom Crever to construct a screened-in porch 53' from the high-water mark of Sunset Lake. All aye. Motion Carried. 5.4 Gerald Sarau - Site Plan Approval Mr. Sarau, 16177 Harrow, would like to construct a 36 x 56 pole barn in the AG zone. The building would be used for personal storage. MOTION: McAllister made motion, Scwhab seconded, to approve the Site Plan for Gerald Sarau, for the construction of a 36 x 56 pole barn to be used for personal storage only. All aye. Motion Carried. 6.0 ORDINANCES AND RESOLUTIONS - No discussion 7.0 UNFINISHED BUSINESS - No discussion 8.0 NEW BUSINESS MOTION: Atkison made motion, Peltier seconded, designating Councilman Charles Schwab as Parks Commissioner for the balance of the year 1984. All aye. Motion Carried. 60 July 16, 1984 DEPOSITIONS (OMAN CASE) Mayor McAllister and Ron Istvanovich will be deposed on July 27, at 9:30 AM, by Karla Wahl, attorney for John J. Oman. For the record, it is the hope of Mayor McAllister that the depositions can be taken at City Hall, which would be open to the press. A letter to the city's insuran a company of record was sent be the City Attorney regarding the lack of response7fo the status of coverage. For the record, let it show that the attorney's letter was read and a copy of same was provided to Jeff Leppink, reporter for the Forest Lake Times. 9.0 ATTORNEY AND ENGINEER Attorney Johnson submitted his monthly report. Mayor McAllister did not think that the Fashingbauer easement matter would be resolved this year. Attorney Johnson thought that there was a one year time limit and that an extension would be required. Engineer Kuusisto met with the engineers from Ramsey County and White Bear Township regarding the upgrading of of 120th Street east of Highway 61. Ramsey County has approximately $388,000 in funds available for this project, but no total cost is available until a preliminary study has been done. Kuusisto stated that Hugo is now waiting for an estimate as to the cost of a pre-preliminary study to see if the city wants to participate. MISCELLANEOUS Mayor McAllister informed the Council that bids are being obtained to determine the cost of construction for a maintenance garage to be attached to City Hall. If the cost is prohibitive, the city will reconsider purchasing new doors for the fire hall. MOTION: McAllister made motion, Peltier seconded, that Councilman Charles Schwab be requested to provide a "comparable worth" status report to the Council and be in charge of this project. All aye.
