MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL
May 2, 1983
The meeting was called to order by Mayor McAllister at 6:05 PM.
PRESENT: McAllister, Peltier, Schwab, Vail
CITY ATTORNEY - Charles Johnson
ABSENT: Atkinson
Mr. & Mrs. Doug Kruse were present for informal discussion. (ATKINSON ARRIVED AT 6:10 PM) .
MOTION: McAllister made motion, Peltier seconded, to set a special meeting for
May 16, 1983, at 6:00 PM, for further discussion of the Kruse matter and other
city business as appropriate.
All aye. Motion Carried.
MOTION: McAllister made motion, Vail seconded, to adjourn the special meeting at
6:45 PM.

MINUTES OF THE REGULAR MEETING OF THE HUGO CITY COUNCIL
May 2, 1983
The regular meeting was called to order at 7:00 PM.
PRESENT: McAllister, Peltier, Atkinson, Schwab, Vail
MOTION: Peltier made motion, Vail seconded, to approve the minutes of April 18, 1983,
as submitted.
All aye. Motion Carried.
4.0 APPROVAL OF CLAIMS
MOTION: Vail made motion, Schwab seconded, to approve the General Claims for May 2,
1983 as submitted.
All aye. Motion Carried.
MOTION: Vail made motion, Peltier seconded, to approve the Utility Claims for May 2,
1983 as submitted.
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES
5.1 Larry Ehret - Land Division

Ehret - Land Division
Mr. Ehret would like to divide a 10A parcel lying along 152nd Street. A Certificate
of Survey and proof of ownership was provided.
MOTION: Peltier made motion, Vail seconded, to approve the Land Division for Larry
Ehret to divide a 10 acre parcel lying along 152nd Street according to the
Certificate of Survey provided.
All aye. Motion Carried.
5.2 Robert Dotte - Land Division
Mr. Dotte's application to divide 20 acres was in error because the land lies within
the Conservancy district (20 acre minimum) . He is to be referred to the Planning
Commission for their meeting of May 11 for rezoning to Agriculture. There is an
acre parcel on the property that would be eliminated by virtue of the split.
5.3 Bald Eagle Sportsman Assn. - Annual review of Special Use Permit
Mr. Arthur Timm, the club's representative, was present and stated that the club has
rescinded their request to change their hours of operation as presently stated
in the Special Use Permit. However, they are again requesting early openings on
six Sundays and an extension of two (2) hours on one Saturday.
MOTION: Peltier made motion, Schwab seconded, to approve the request of the Bald
Eagle Sportsman Association for 6 early Sunday openings on: June 26, July 10,
August 7, October 2, October 16, and October 30, and an extension of two
hours on Saturday 27th. as submitted by Arthur Timm.
All aye. Motion Carried.
5.4 Donald Rieck - Renew of Mobile Hone Permit
MOTION: Peltier made motion, Vail seconded, to renew the Mobile Hone Permit for
Donald Rieck, 12718 Irish Avenue, under Chapter 40, Article III, Subdi-
vision B, for a periof of ninety days.
All aye. Notion Carried.
MOTION: McAllister made motion, Vail seconded, to renew the Mobile Hare Permit
for James Leroux, 4360 165th Street, under Chapter 40, Article III,
Subdivision D, for a period of ninety days.
All aye. Motion Carried.
6.0 REPORTS OF OFFICERS & CON MI'1T'r ;S
6.1 Ordinance Committee
They are cortinuing their work on the subdivision ordinance.
6.2 Planning Commission
MOTION: Peltier made motion, Schwab seconded, to appoint Gerald Schoeller, 4995
121st Street, to fill the unexpired term of Bill Greger (1986) .
All aye. Notion Carried.

6.3 Water Superintendent
Mr. Burkard was present to give his verbal resignation as Water Superintendent effec-
tive immediately.
MOTION: McAllister made motion, Vail seconded, that the City of Hugo accept the verbal
resignation of the Water Superitendent effective immediately, and the Clerk
be directed to send a Certificate of Appreciation for his many years of
service to the city.
VOTING FOR: McAllister, Atkinson, Schwab
VOTING AGAINST: Peltier, Vail
Motion Carried.
NOTION: McAllister made motion, Vail seconded, that the City of Hugo accept the re-
signation of James A. Wisner, effective May 10, 1983, and the Clerk be
directed to send a Certifite of Appreciation for his many years of service
to the City of Hugo.
VOTING FOR: McAllister, Atkinson, Schwab
VOTING AGAINST: Peltier, Vail
Motion Carried.
MOTION: McAllister made motion, Atkinson seconded, that the City of Hugo hire Mr.
Roger Bacon as temporary acting Water Superintendent at $10.50/hour.
All aye. Motion Carried.
MOTION: McAllister made motion, Schwab seconded, that the City of Hugo hire Marvin
LaValle as temporary acting Sewer Superintendent, effective May 10, 1983,
at $7.50/hour.
All aye. Motion Carried.
6.4. Building Inspector - No discussion
6.5 Fire Chief
MOTION: McAllister made motion, Vail seconded, that the Fire Chief be authorized to
send six (6) men to the state fire school at the University of Minnesota,
for a cost not to exceed $900.00.
All aye. Motion Carried.
MO'T'ION: Vail made motion, Schwab seconded, that the Fire Chief be authorized to hire
an electrician to install permanent electrical outlets in the fire hall, as
he sees fit.
All aye. Motion Carried.

7.0 ORDINANCES AND RESOLUTIONS
7.1 Gopher Bounty
MOTION: Vail made motion, Peltier seconded, to adopt RESOLUTION 1983-6, A RESO-
LUTION ESTABLISHING A BOUNTY ON POCKET GOPHERS CAPTURED IN THE CITY OF
HUGO, MINNESOTA.
All aye. Motion Carried.
MISCELLANEOUS
The Council stated that a letter be sent to the town board of Forest Lake Township
stating that the City of Hugo is opposed to the installation of a gun club on our
mutual border.
GOOD NEIGHBOR DAYS
MOTION: McAllister made motion, Peltier seconded, that the City of Hugo designate
June 2 - 6, 1983 as GOOD NEIGHBOR DAYS and grant the Hugo Lions Club
exclusive use of the city park June 3,4, and 5, 1983.
All aye. Motion Carried.
MOTION: McAllister made motion, Peltier seconded, that the Hugo Lions Club be
allowed to activate their bonafide non-intoxicating liquor license for
GOOD NEIGHBOR DAYS.
All aye. Motion Carried.
MOTION: McAllister made motion, Peltier seconded, that the City Council approves
the security schedule as reviewed by the Council members and agree that
we will reimburse the Hugo Lions Club one-half the cost.
All aye. Motion Carried.
FITZGERALD AVENUE
MOTION: McAllister made motion, Peltier seconded, to approve the verbal quote of
Leroy Houle, in the amount of $785.00, to repair the yard damage along
Fitzgerald Avenue created by the watermain break. Approval is granted
subject to receipt by the clerk's office of a Certificate of Insurance
and written guarantee by the contractor that he will complete the sodding
by the last day of May, 1983, and that he warrants the sod until 9/30/83.
All aye. Motion Carried.
SEAL COATING PROJECT
The city budgeted $33,000 for this project and the bid from the county came in at
$18,827.00.
MOTION: McAllister made motion, Peltier seconded, that the Clerk contact the City
Engineer and have him issue a letter to the Washington County Engineer
requesting that the bituuminous portion of Hyde Avenue be added to the
seal coating project.

REVIEW OF AUDIT
MOTION: McAllister made motion, Peltier seconded, to set a special meeting for June 20,
1983, at 5:15 PM, to discuss the 1982 audit with Anfinson, Hendrickson and
any other city business.
All aye. Motion Carried.
MOTION: McAllister made motion, Schwab seconded, that the City of Hugo remove the
road restrictions on all city roads unless posted otherwise, effective im-
mediately.
All aye. Motion Carried.
Councilman Vail will inspect the city streets to determine what areas are)ieed of
patching prior to seal coating.
MOTION: Peltier made motion, Schwab seconded, to adjourn at 8:58 PM.
