MINUTES OF THE REGULAR MEETING OF THE HUGO CITY COUNCIL
June 20, 1983
The meeting was called to order at 7:05 PM.
PRESENT: McAllister, Peltier, Atkinson, Schwab, Vail
Also, Attorney Johnson and Engineer Kuusisto
3.0 APPROVAL OF MINUTES
MCTI0N: Peltier made motion, Vail seconded, to approve the minutes of June 6,
1983, after the following correction has been made:
Page 50 - Ken and Leroy Peltier were present at the meeting.. ..
All aye. Motion Carried.
4.0 APPROVAL OF CLAIMS
MOTION: Vail made motion, Schwab seconded, to approve the General Claims for
June 20, 1983, as submitted.
All aye. Motion Carried.
MOTION: Peltier made motion, Vail seconded, to approve the Utility Claims for
June 20, 1983, as submitted.
All aye. Motion Carried.
5.0 PETITIONS, REQUESTS, COMMUNICATIONS AND LICENSES
5.1 Mark Wooding - Land Division
Mr. Wooding, who recently obtained rezoning from Industrial to Conservancy, would
now like to divide the 20 acres from the 40 acres. A Certificate of Survey was
submitted, and proof of ownership was provided at the time of the rezoning.
MOTION: Peltier made motion, Atkinson seconded, to approve the Land Division for
Mark Wooding, to divide 20 acres from a 40 acre parcel according to the
submitted Certificate of Survey.
All aye. Motion Carried.
5.3 Clarence Sinn - Land Division
Mr. Sinn, 7925 180th Street North, would like to divide 20 acres into two 10 acre
parcels. Mr. Sinn would like approval now, prior to submission of a Certificate
of Survey, in the event the interest rate might increase.
MOTION: Peltier made motion, Vail seconded, to approve the Land Division for
Clarence Sinn, to divide 20 acres into two 10 acre parcels subject to
submission of a Certificate of Survey and the abstract company signing
the abstract declaration.
All aye. Motion Carried.

5.4 David Schumann - Renew of Mobile Home Permit
MOTION: Peltier made motion, Schwab seconded, to renew the Mobile Home Permit for
David Schumann, 7630 137th Street, under Chapter 40, Article III, Sub-
division B, for a period of 3 months.
All aye. Motion Carried.
5.5 Safeway House Movers - Renew of Mobile Home Permit
MOTION: McAllister made motion, Schwab seconded, to renew the Mobile Home Permit for
Safeway House Movers, 5885 165th Street, under Chapter 40, Article III,
Subdivision E, for a period of 3 months.
All aye. Motion Carried.
5.6 Lee Stewart - Minor Subdivision
MOTION: Vail made motion, Atkinson seconded, to deny the request of Lee Stewart
for a Minor Subdivision and no refund of the fee application fee ($60.00) .
Application denied until requirements are met (sanitary sewer, city streets,
etc.) .
All Aye. Motion Carried.
5.2 Jeff Peterson - Filling of Lot 7, Oakshore Park
Mr. Peterson, owner of the North 135' of Lot 7, would like to fill the lot and sell
as a buildable lot. The original plat was filed in 1967, and Mr. Peterson's lot
was created in 1970. There is an existing 10' drainage easement between the lots
and an additional culvert located on Mr. Peterson's property. He would like to
tap into the larger culvert from his property and use existing easement. Mr. Pe-
terson thought his lot would require approximately 1800 square feet of fill.
Mr. Peterson has already approached Rice Creek Watershed District. They are re-
quiring Mr. Peterson to obtain a letter from the city stating the drainage plan
that would be acceptable to Hugo. Engineer Kuusisto was directed to prepare a
simple plan for Rice Creek in answer to Item 3 of their letter of 6/13/83, and write
them a letter stating how we would like problem to be resolved. Mr. Peterson
was instructed to place himself on the Council agenda after he has received a permit
from the Rice Creek Watershed District.
JER-NEEM SPRING
The owner of Jer-Neen Spring was present looking for an opinion of the Council re-
garding the rezoning of 8 acres from AG to INd, property located at the NE corner
of Highway 61 and County Road 4. He would like to construct a 20,000 square foot
building and employ any where from 50 to 100 people. A rather sophisticated septic
system would be required there because of the high water table, but it was the
general concensus of the Council that that property would be a good location for
that type of use.
6.0 ORDINANCE AND RESOLUTIONS
No discussion.

7.0 UNFINISHED BUSINESS
Richard Vail has not submitted the required financial guarantees necessary to
satisfy the Development Agreement for the Shamrock Glen subdivision. The
Council, attorney, and engineer recessed the meeting to make an onsite inspection
of the property.
MOTION: McAllister made motion, Peltier seconded, to set a Special Meeting for
June 23rd at 7:30 PM, for the purpose of discussion of the financial
guarantees for the Shamrock Glen subdivision and any other appropriate
city business.
All aye. Motion Carried.
Let the record show that if no agreement is made at this special meeting, the pro-
ject will be red-tagged Friday morning.
8.0 NEW BUSINESS
MOTION: Schwab made nation, Atkinson seconded, authorizing the Mayor to hire
unclassified labor at his discretion for $5.50/hour.
All aye. Motion Carried.
9.0 ATTORNEY AND ENGINEER
Mr. Johnson submitted his monthly report.
MOTION: McAllister made motion, Peltier seconded, that the City Attorney be di-
rected to work with the City Engineer and obtain the necessary easements
to close the watermain crossing 147th Street and Highway 61.
All aye. Motion Carried.
MOTION: McAllister made motion, Peltier seconded, that the City Engineer be
directed to prepare formal engineering specificatin and submit them for
bid for the watermain loop closure crossing 147th Street and Highway 61.
All aye. Motion Carried.
Engineer Kuusisto was directed to contact Hubbard Broadcasting requesting them to
submit an "as built" prior to them appearing before the Planning Commission for
an additiional disc.
MOTION: Vail made motion, Peltier seconded, to adjourn at 10:20 PM.
All aye. Motion Carried.
