104 <br /> MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL <br /> December 5, 1983 <br /> The special meeting was called to order at 6:10 PM. <br /> PRESENT: Peltier, Atkinson, Schwab, Vail, McAllister <br /> City Assessor - Frank Langer <br /> RICHARD GRANGER - REZONING <br /> Mr. Granger had previously requested the Council to table his application for the <br /> rezoning of 20A (SFE) and 30A (RRI) to the SFU zone. The Council chambers was <br /> filled with concerned residents adjoining the property to be rezoned. Mr. Granger <br /> stated that his plans are to have a well for every lot, sanitary sewer only for <br /> property that would be rezoned, and access and egress on Falcon Avenue. It was <br /> noted that all members of the City Council were present for the public hearing <br /> for this application for rezoning. <br /> Mr. Langer, assessor for Hugo, was present to discuss property valuations. Mr. <br /> Langer stated that the average value, per home, in that area is probably the <br /> highest of any area in Hugo. He stated that after discussing the situation with <br /> other assessors, and after trying to compare the situation with other communities, <br /> it was his opinion that the sale of higher valued homes is not effected by an ad- <br /> joining plat of lower valued homes. <br /> The residents restated their concerns should the property be rezoned: loss of pri- <br /> vacy, traffic, increased costs to all of Hugo, and loss of rural charateristics. <br /> There was some discussion as to the possibility of modifying the request, but Mr. <br /> Granger decided to let the application stand as is. It would appear that the Council <br /> would look more favorably upon an application requesting one acre homesites, and <br /> work with the developer to phase in the utilities, streets, etc., to lessen the <br /> financial burden on the developer toward developing one acre sites <br /> MOTION: Vail made motion, Peltier seconded, to adopt ORDINANCE 198, An Ordinance <br /> amending the City Code for the rezoning of 20 acres (SFE) :and 30 acres (RRI) <br /> to the SFU zone, as. requested by Richard Granger. <br /> VOTING FOR: NONE <br /> VOTING AGAINST: Peltier, Atkinson, Schwab, Vail, McAllister <br /> MOTION FAILED <br /> McAllister stated that had the request been for rezoning to one acre lots he would <br /> have voted for it. <br /> MOTION: Vail made motion, Peltier seconded, to adjourn the meeting at 7:25 PM. <br /> All aye. Motion Carried. <br /> The regular meeting of the Hugo City Council was called to order at 7:40 PM. <br /> PRESENT: Peltier, Atkinson, Schwab, Vail, McAllister <br />
