HomeMy WebLinkAbout1983.12.05 CC Minutes 104 MINUTES OF THE SPECIAL MEETING OF THE HUGO CITY COUNCIL December 5, 1983 The special meeting was called to order at 6:10 PM. PRESENT: Peltier, Atkinson, Schwab, Vail, McAllister City Assessor - Frank Langer RICHARD GRANGER - REZONING Mr. Granger had previously requested the Council to table his application for the rezoning of 20A (SFE) and 30A (RRI) to the SFU zone. The Council chambers was filled with concerned residents adjoining the property to be rezoned. Mr. Granger stated that his plans are to have a well for every lot, sanitary sewer only for property that would be rezoned, and access and egress on Falcon Avenue. It was noted that all members of the City Council were present for the public hearing for this application for rezoning. Mr. Langer, assessor for Hugo, was present to discuss property valuations. Mr. Langer stated that the average value, per home, in that area is probably the highest of any area in Hugo. He stated that after discussing the situation with other assessors, and after trying to compare the situation with other communities, it was his opinion that the sale of higher valued homes is not effected by an ad- joining plat of lower valued homes. The residents restated their concerns should the property be rezoned: loss of pri- vacy, traffic, increased costs to all of Hugo, and loss of rural charateristics. There was some discussion as to the possibility of modifying the request, but Mr. Granger decided to let the application stand as is. It would appear that the Council would look more favorably upon an application requesting one acre homesites, and work with the developer to phase in the utilities, streets, etc., to lessen the financial burden on the developer toward developing one acre sites MOTION: Vail made motion, Peltier seconded, to adopt ORDINANCE 198, An Ordinance amending the City Code for the rezoning of 20 acres (SFE) :and 30 acres (RRI) to the SFU zone, as. requested by Richard Granger. VOTING FOR: NONE VOTING AGAINST: Peltier, Atkinson, Schwab, Vail, McAllister MOTION FAILED McAllister stated that had the request been for rezoning to one acre lots he would have voted for it. MOTION: Vail made motion, Peltier seconded, to adjourn the meeting at 7:25 PM. All aye. Motion Carried. The regular meeting of the Hugo City Council was called to order at 7:40 PM. PRESENT: Peltier, Atkinson, Schwab, Vail, McAllister 105 December 5, 1983 3.0 APPROVAL OF MINUTES MOTION: McAllister made motion, Vail seconded, to approve the minutes of Novem- ber 21 , 1983, after the following corrections have been made: Page 103 (Ricci) - add to the minutes: The Council recessed the meeting to make an on-site inspection of the building. Page 103 (Shamrock Glen) - Engineer Kuusisto stated Shamrock Glen is getting ready to finalize on their streets, and All aye. Motion Carried 4.0 APPROVAL OF CLAIMS MOTION: Peltier made motion, Vail seconded, to approve the General Claims for December 5, 1983, after the following addition has been made: Associated Independent Dealers - $87.48 (Fire Dept.) All aye. Motion Carried. MOTION: Vail made motion, Peltier seconded, to approve the Utility Claims for December 5, 1983, as submitted. All aye. Motion Carried. 5.0 PETITIONS, REQUESTS, COMMUNICATIONS & LICENSES 5.1 Benson Kennel - Letter of Credit Jeff Barbour's $5,000 Letter of Credit, guaranteeing the first 3 items of his Special Use Permit, will expire 12.31.83. At this time the City is concerned with only Item 1 relative to the septic system. The Clerk was instructed to contact Mr. Barbour asking that the letter of credit be extended, and that he submit an as-built, at which time the Council will consider a possible reduction in the amount. 5.2 Liquor Licenses These matters have been tabled until the meeting of 12/19/83. 6.0 REPORTS OF OFFICERS & COMMITiiES 6.1 Ordinance Committee - No discussion 6.2 Planning Commission - No discussion 6.3 Building Inspector Mr. Crever submitted his monthly report. His report stated that Mr. Ricci will have to replace or remodel the windows in question at his multi-family dwelling. There are no acceptable alternatives. Mr. Ricci is to be notified of this report. 6.4 Fire Chief - No discussion 106 December 5, 1983 6.5 Clerk The City received a letter from the City of Centerville, inviting the Council to a meeting on 12/14/83, regarding a presentation on the Centerville-Lino Lakes racetrack proposal. Peltier, Schwab, and Vail will make an appearance. 7.0 ORDINANCES AND RESOLUTIONS MOTION: Peltier made motion, Schwab seconded, to adopt RESOLUTION 1983-18, A RESO- LUTION AUTHORIZING THE TRANSFER OF UTILITY FUNDS. All aye. Motion Carried. 8.0 UNFINISHED BUSINESS 8.1 Utility Budgets MOTION: Peltier made motion, Schwab seconded, to adopt the Water Budget for 1984 as submitted. All aye. Motion Carried. The Sewer Budget will be addressed at the meeting of 12/19/83. 10.0 MISCELLANEOUS MOTION: Peltier made motion, Schwab seconded, that the City of Hugo grant an ex- tension from 11/30/83 to 12/30/83 for the completion of the drainage pro- gram for the Marlowe Lindau subdivision. All aye. Motion Carried. MOTION: Vail made motion, Atkinson seconded, to approve the contract with MAPSI for 1984, and authorizing the Mayor and City Clerk to sign. All aye. Motion Carried.
