Councilman of Ward I, Marvin LaValle was sworn into office prior to the meeting date.
Before the meeting began, the new Councilman at Large, Don Lease, was sworn into
office.
The meeting was called to order at 7:10 P.M. by Mayor Carlson. Roll was called:
Carlson, LaValle, Leroux, Bjorum, Lease present.
The general and water department claims were reviewed and approved. The minutes of
December 18 were corrected to read; Motion made and seconded to amend the Ordinance
#110, the Model Subdivision Regulation Code for Communities in Washington County, to
include paragraph 614.17. Motion carried, the minutes were then approved after correction.
Mayor carlson stated that one year ago today, the Village was not yet incorporated. There
was still Oneka Township and the old Village of Hugo. Many things had happened in that
one year.
The Village had kept well within the Budget for 1972.
The Sewer and Water Committee worked with the Metro Sewer Board and Village Engineer,
Howard Kuusisto, in preparing a basic engineering plan as to where Hugo could put its
sewer. The Sewer Committee now will have to come up with a basic operational system
and a long term revenue pian to pay for it.
The Planning Commission hired Design Planning Associates of Minneapolis to help them
come up with a Comprehensive Plan for the Village. In the next couple of months,
together , they should have a land use plan, transportation plan, community facilities
plan, zoning ordinance, and a sanitary systems ordinance.
The Ordinance Committee reviewed several ordinance and surrounding area Village Codes.
During 1973 they shall develope a complete Village Code for Hugo.
The Fire Department compaigned for new fire equipment and got it through a $550000.00
Bond Issue passed unanimously in the November General Election. The Department is now
preparing specs for the new equipment.
The Police Department installed a new chief, 3 part time police officers, built a new
police office, and acquired a new squad car.
The Street Department spent $329000.00 on basic road maintenance grading, plowing,
sanding, etc. In 1973 they hope to develope a 5 year road maintenance plan, and will attempt
to prepare a Village Right of Way Map.
Mr, Vern Peloquin appeared before Council to get their approval of his selling a 100 x
225 lot on Oneka Lake Blvd, The Planning Commission said it was alright with the pro—
vision that no other piece of property be sold without a sketch plan. Attorney Johnson
suggested the Council require Mr. Peloquin have his land surveyed to get a proper legal
description and they can approve at that time.
Clerk Burkard reported that Ehlers and Associates had sent a sample copy of a Resolution
Approving The Preliminary Engineering Report and Calling For a Public Hearing on
Sanitary Sewer Improvement #1973-1.
Burkard also stated that Ordinance #110 had been published in the White Bear Press
last week and Ordinance #111 would be published this week.
Pam Bjorum reported for the Ordinance Committee that they had had no meetings in
December.
JANUARY 29 1973
Irene Leroux reported for the Planning Commission that Richard Hill, the party
who wanted a Special Use Permit to raise 4-10 dogs on his propertyt was at
their last meeting, He was told to submit a sketch plan for his buildings to
Bill Schwab for the next Planning meeting and then a public hearing
could be scheduled. The Planning Commission is also working on a Zoning Ordinance.
Attorney Johnson reported that nothing has been heard from Warren Vining concerning
his delinquent $80.00 bill for mobile home permit renewal. Moiiv n made and
seconded to have Attorney Johnson send Warren Vining a bill for $80.00 for Delin—
quent 1971-1972 mobile home permit fees. Motion carried.
Motion made and seconded to have clerk send letter to Len Noack informing him
to bring his site plans in for his Special Use Permit. Motion carried.
Street superintendent Jerry Dube reported there's a vats parked on Ingersoll Avenue
North by Sunset Laket causing him trouble when plowing or grading. Chief Gunderson
was told to contact the owner. Dube also presented the Council with an article
he would like published in the local newspaperst concerning people pushing snow
out onto public property. He reported that street and safety signs had been in—
stalled in the Village* and some had already been defacedt which is a misdemeanor.
Howard Kuusisto reported the staus of mining permits had not changed since his
report of December 18.
Mrs: Bayless appeared before Council concerning the two 2j acre paroles of property
she had sold. Percolation tests on the property had failed at firsts but more
tests were taken and the Building Inspector should receive results shortly. Mrs.
Bayless is having a preliminary plat drawn up for subdivision of the remainder of the
80 acre parcel according to ordinance.
Employees insurance was discussed and it was the general opinion of the Council
that other insurance company plans should be checked into before taking any action
with the Group Health Plan. Jerry Dube will check into other plans for comparison
and report back to Council.
Recess was called at 9:40 P.M.
Meeting called back to order at 10:05 P.M.
Mayor Carlson submitted the name of Lax y Ehret for appointment to the Planning
Commission. Motion made and seconded to appoint Larry Ehret to replace Don
Lease on the Planning Commission for a term of three years. Motion carried.
Deputy clerk to inform Mr. Ehret of his appointment.
Motion made and seconded to appoint Dan Spitzer to a three year term on the
Planning Commission. Motion carried.
Motion made and seconded to elect Marvin LaValle as Acting Mayor for 1973.
Motion carried.
Motion made and seconded to designate First State Bank of Hugo as the Offficail
Deposito2T. for the Village. Motion carried.
Motion made and seconded to amend the previous motion to include US Treasury Notes
necessary for collateral covering all Village monies. Motion carried.
Motion made and seconded to appoint Police Chief Gunderson as Official Process
Server for the Village of Hugo. Motion carried.

Mayor Carlson read letters from the White Bear Press and Forest Lake Times asking
to be named official newspaper for the Village. He favored the Forest Lake Times,
but the rest of the Council favored the White Bear Press. Motion made to appoint
Forest Lake Times as official newspaper for the Village. Motion died for lack of a
second. Motion made and seconded to appoint the White Bear Press as official
newspaper for the Village. Carlson opposed. Motion carried.
Chief Gunderson reported that his part time police officers would be unable to
attend BCA School, as the school decided to take only full time officers first
and they are filled up into next Fall. He suggested Council delete Section 5,
Subdivision 39 Paragraph 1 of Resolution # 14, a resolution establishing a police
department for the Village of Hugo, Minnesota, making rules and regulations for
the government of the police department and specifying policies for establishing duties
for members of the police department. Deputy clerk to schedule deletion or amend—
ment of the resolution for January 15th meeting.
Motion made and seconded to authorize Chief Gunderson to get car out of the ditch on
143rd and Everton Avenue. Motion carried.
Mayor Carlson then brought up the question of procedures, e.g. handling subdivision,
planning requests, mining applications, etc. Everything should be handled through
the clerk's office. Carlson had with him copies of procedures to follow concerning
the foregoing. Deputy clerk to send copies to Council, the Bldg. Inspector and Attorney
Johnson. They in turn, should give him their recommendations concerning same by
Jany 9, 1973.
Attorney Johnson gave the Council copies of a model ordinance concerning sewer costs
to review, and he suggested several changes which were made before the following
action was taken. Motion made by Carlson, seconded by Lease, to adopt Ordinance #112,
an ordinance establishing sewer service availability and connection charge to pay
reserve capacity costs of Metropolitan Sewer Board.. Motion carried.
Motion made and seconded to grant Knights of Columbus (Lakeside Building Corp)
licenses to sell odgarettes and non—intoxicating malt liquor for 1973. Motion
carried.
Motion made and seconded to renew temporary mobile home permit for Joe Zaspel,
17205 Forest Blvd. No, for three months at a cost of $10.00. Motion carried.
Clerk to refund Mr. Zaspels other $30.00 (He paid in advance for the whole year)
Magor Carlson questioned Attorney Johnson about Clyde Rehbein and Johnson feels
Rehbein should be prosecuted. Rehbein didn't have a building permit to begin with,
although he said he thought he had one, and he boldly desregarded the Building
Inspectors stop work order. Also, according to his plans, the footings don't look
deep enough. Mr. Rehbein has to have his building inspected before he can get an
occupancy permit and should be advised of this. Mr. Johnson suggested Tom Crever
send Rehbein a complaint form stating various violations.
Motion made and seconded to adjourn at 12:30 A.M. Motion carried.
