HomeMy WebLinkAbout1973.01.15 CC Minutes JANUARY 159 1973 MINUTES OF PROCEEDINGS OF THE VILLAGE COUNCIL VILLAGE OF HUGO 1117 The meeting was called to order at 7:06 PM by Mayor Carlson. Roll was called. Carlson, LaValle, Leroux, Bjorum, and Lease present. The claims were reviewed for payment and #3 claim was corrected to read Social Security Report. Claims approved after correction. Leroux moved to appoint Don Lease as Village Health Officer. LaValle seconded. Motion carried. Mayor Carlson read a report from Theodora Peltier concerning rats at Sunset Lake in the Spring of 1972. She had investigated several complaints, but found no visible evidence of rats. The Hugo Feed Mill could supply anyone with the infor— mation as well as the material to extinguish rats. Clerk Burkard read a letter from Barton Constriction Company's lawyer, John H. Rheinberger, regarding a Mining Permit for Barton. The import of the Letter stated Barton is not engaging in any operation presently, and they don't feel the necessity for a permit at the present time. Attorney Johnson said if they intend to remove the stockpile, they need a permit, whereas if they were going to abandon the whole project, there would be no need for a permit. He suggested indicating to them the sections of the Ordinance which are applicable. Don Lease stated that the Ordinance said a permit is needed for storage, also. Motion made by Bjorum, seconded by Leroux that Charles Johnson respond to Mr. Rheinberger's letter regarding Barton's need for a Mining Permit. Motion carried. A letter was read from Lyle Doerr, Washington County Building Official, regarding a complaint about the discharge of sewage and/or septic tank effluent into the roadside ditch on County Highway # 4070th Street No.) and Henna Avenue. Inasmuch as this property is located in the Village, he requested that the Village look into the matter. Don Lease is going to call Washington County to find out whose property this is. Joseph Waters appeared before Council concerning his obtaining a building permit for a lot he has purchased from Fred Fulbright. Mr. Waters had had only part of the lot surveyed, and Bill Schwab had wanted all of it done. Mayor Carlson asked Mr. Waters to call Bill Schwab for his suggestions. The next item on the agenda was the amendment or deletion of the Police Ordinance, as the part time men would have a hard time getting 'into BCA School. Carlson moved and LaValle seconded the motion that Item 1 of Subdivision 3, Section 5, of Resolution #14, the Police Resolution, be deleted. Motion carried. Bjorum wanted it known however, that just because of this action, the part time men should not stop trying to get into the School whenever possible. Richard Vail appeared before Council with subdivision of land in the North end of Evergreen Hills. He brought with him, his application in duplicate, 12 copies of the plat, and his check for $80.00. It is now to be referred to the Planning Commission. The status of Mobile Home Permits was discussed. Regarding LaMotte, Johnson said thay felt they didn't need a permit since they paid real estate tax. Don Lease informed the Council the LaMotte has a recreational license which states he is allowed one trailer. Attorney Johnson is to look into the matter further. Motion made by Bjorum, seconded by Leroux that Clerk send letter to Lyle Lehner informing him he is violation of Oneka Ordinance #8, (Mobile Home Permits). His permit is no longer valid and cannot be renewed. Motion carried. JANUARY 15► 1973 Motion made by Bjorum, seconded by LaValle to renew Temporary Mobile Home Permit for Robert MoCloud, $10.00 for the lot quarter of 1973. Motion carried. Attorney Johnson had sent a letter to Warren Vining regarding his $80.00 delin- quent bill and as yet had heard no response. Johnson said this bill cannot be put on Vinings taxes, and suggests the Village take him to court on the Ordinance Violation. Motion made by Leroux, seconded by Bjorum, to have Chief Gunderson investigate to see if Vining is in violation of Oneka Ordinance #8. Proceedings to be started if necessary. Motion carried. Motion made by LaValle, seconded by Leroux that Chief Gunderson have his Police Radio fixed at Capitol Electronics. Motion carried. Regarding Norm Horton's need for a Junk Yard License, Attorney Johnson had stent a letter to Horton's attorney. The deputy clerk sent an application in duplicate to Horton's attorney, and if there is no response by the week of January 22nd, deputy clerk to contact him. If he doesn't intend to get the permit, Attorney Johnson is to be notified. Motion made by Lease, seconded by Bjorum, to send Building Inspector to see Len Noack regarding Special Use and Building Permits. Motion carried. Motion made by Lease, seconded by Bjorum to recind previous motion. Motion carried. Street Superintendent Jerry Dube reported that he had checked with three or four insurance companies regarding medical insurance for himself and Chief Gunderson, and found American Family Insurance Company had a good plan. Don Lease and broohures on Blue Cross-MI which the men are to look over. Motion made by Leroux, seconded by Lease to authorize $250.00 per person per year be spent for medical insurance for Dube and Gunderson. Motion carried. Attorney Johnson had with him copies of Mining Permits he had drawn up for Tom LaValle and Bur-Lar. Motion made by Leroux, seconded by LaValle to approve Mining Permit for Bur-Lar contingent upon their acceptance within 30 days. Motion carried. Deputy clerk to send signed original and a copy to Bur-Lar. Motion made by Bjorum, seconded by Leroux to schedule Public Hearing for Tom LaValle on February 20th at 8:00 PM. Motion carried. Motion made by Bjorup, seconded by Leroux that Clerk Notify Andrew Goiffon that he needs a Special Use Permit before Tom LaValle can get his Mining Permit. Motion carried. Motion made by Lease, seconded by LaValle to notify by letter, if there has been no response by March 19 1973, all operators and owners who are in violation of the Mining Ordinance. Motion carried. Jerry Dube reported that the car which was supposed to be removed from a ditoh in the Village was not removed, as it would cost approximately $200.00 to do so. H'e also put before the Council his request for $1300.00 for a radio system for the road grader, truck, and base station. He had gotten stuck in the last snow- storm in the middle of the night and was unable to contact any help, due to lack of a radio system. A radio would also help in case of accidents, people stuck, fires, etc. The Council didn't take any action on the matter, but will give it some thought. Clerk Burkard read a letter from Attorney Johnson regarding the recording of Ordinance #110, the Subdivision Ordinance, with the Washington County Registrar of Deeds. Motion made by Carlson, seconded by LaValle the Village Clerk be authorized to purchase rubber stamp for clerical processing of Subdivision Ordinance, and that he send copy of the Ordinance with a certificate to Washington County Registarar of Deeds. Motion carried. JANU GARY 159 1973 Regarding the Village Sewer System, Mayor Carlson reported the HUD application has been held up. Carlson also stated the Planning Commission is not ready to schedule Public Hearings for Ed Kuntz or Richard Hill as yet. Irene Leroux is to check on finding a secre— tary for the Planning Commission. Regarding a 1973 Street and Road Construction Plan, Howard Kuusisto reported the roads should be checked over in the Spring to get priorities, and then decide on plans and cost estimates. Marvin LaValle reported the Fire Department is working on specs for the new fire equipment. Motion made by Leroux; seconded by LaValle the Village Council meet to audit the books on Tuesday, . January 23s at 7:00 PM. Motion carried. Clerk Burkard reported that he had received a letter from Alex Guertin of the Conservation Department, stating that the Fire Warden System would be discon— tinued in the very near future. This being the case, the Council' should think about having a Fire Ordinance for the Village. The Clerk also reported the Village had received the second half of revenue sharing, which amounted to $4729.009 the Village had gotten a free check on the well from McCarthy Well Company, and the Larson Tank Company sent a letter and contract to inspect and wash out the water tank. The Hugo Businessmen's Association sent a letter stating they would like it recorded in the minutes that the Village accepts as their property, the Christmas Lighting Decorations donated by them last year. Motion made by LaValle,seconded by Leroux to accept donation of the Decorations from the Hugo Businessmen's Association. Motion carried. Irene Lerous reported that Senator Jerry Hughes needs the following information for the Liquor Legislation: 1. Signed resolution to request Liquor license for Earl Forsblad 2. Background data such as location, population growth of area, tax base 3. Copy of letter from county commissioners to Earl Forsblad 4. Agreement of former Township Board as to the priority of this application Deputy clerk to retype Resolution #6, Resolution requesting special liquor legislation and send information listed above to Senator Jerry Hughes and Repre— sentative Belile. Motion made by LaValle, seconded by Leroux to send Tom Crever, the Building Inspec— tor, to the Instiftbe for Building Officials at a rate of $20.00 per day, 9¢ per mile, and the registration fee of $35.00.
