The meeting was called to order by Mayor Carlson at 7:15 PM. Roll was called: Carlson,
LaValle, Leroux, Lease Present. Bjorum absent.
The claims for payment were reviewed and Don Lease disagreed with the Village paying
$25.00 toward sending a child for School Safety Patrol Instruction. Motion made by
LaValle,seconded by Leroux to pay American Legion Post #620 $25.00 for School Safety
Patrol, Carlson, LaValle Leroux for Lease Opposed. Motion carried.
Motion made by Leroux, seconded by LaValle to accept claims as presented. Motion carried.
The Minutes of February 5th were reviewed and Paragraph #1, Page #4 was corrected to read
that "It is provided by ordinance that Village back up Building Inspector if he is doing
his job properly." Paragraph #8 Page #4 was corrected to read, "Regarding Clyde Rehbein,
Attorney Johnson had prepared two complaint forms to be given to Crever to take care of
by submission to the County Court." Minutes approved after the corrections.
Regarding the Indykiewicz Mining Permit, Attorney Johnson suggested adding to Condition
#5 that as an alternative to a performance bond, a licensed bond be filed. Motion made by
LaValle, seconded by Leroux to amend Condition # 5 of the Indykiewicz Mining Permit to include
" or a licensed bond in the sum of $10,000.00 be filed." Motion carried.
Motion made by LaValle, seconded by Leroux to grant Special Use Permit to George Indykiewicz
to mine black dirt, top soil and fill, and the said permit to include legal description
of land involved. Motion carried.
Motion made by LaValle, seconded by Leroux to grant Mining Permit to George Indykiewicz
for one year. Motion carried. It was noted that Mr. Indykiewicz paid a $300.00 fee
before leaving the meeting.
Mr. Phil Hobrought of Lyman Freightways appeared before Council asking for a resolution
for the use of twin trailers in Minnesota. As a bill to this effect is to be brought
before the State Legislature in the near.future, a committee from Hyman has been
approaching all County Seats in Minnesota. The Washington County Highway Engineer has
already sent a resolution approving this measure to the State. Marvi u LaValle
suggested Mr. Hobrough send the (buncil copies of bills which have been drafted up
for the legislature and Mr. Hobrough agreed.
Motion made by LaValle, seconded by Lease to table this matter until the March 5th
Council Meeting. Motion carried.
Public Hearing opened at 8:00 PM for application for Mining Permit by Thomas E. LaValle
dba LaValle Excavating Co. 5564 152nd St. No., Hugo, Minnesota.
Mayor Carlson read the provisions of the permit, and a letter from LaValle to the
Council was read stating provisions he would like changed. LaValle wanted the bond
lowered from $15,000.00 to $10000.009 wanted Saturday hauling included, and wanted
the inspection fee lowered. Engineer Kuusisto said since LaValle is a Hugo resident, perhaps
this should be considered.. in reviewing the provisions. Mr. John Gressman from the
audience spoke out that he was in favor of Saturday hauling, as most people have Saturday
to order gravel for their purposes. Public Hearing closed at 8:20 PM. Discussion was
then held by the Council and Lease inquired as to the difference between this permit and
the Fisaher Mining Permit, Mr. Kuusisto stated that as Fischer had a much larger operation
and was difficult to communicate with, their bond was set at $25000.00
Marvin LaValle said he would like Section 9D of Tom LaVAlle's application deleted, as
Tom shouldn't have to maintain a road if he wasn't hauling on it. Motion made by Carlson,
seconded by Lease to amend Item #2 of the Mining Permit adding to line #3 following the
quotation marks, Application for Mining Permit with the exception of Item 9D, and also
amend the permit to delete Item #6. Carlson, Leroux, and Lease for, Marvin LaValle
abstained. Motion carried.

Motion made by Carlson, seconded by Leroux to grant Andy Goiffon a Special Use Permit
for the Purpose of mining for a period of five years for the area defined in the
Mining Area Map on file with the Village Engineer. Carlson, Leroux, Lease for Marvin
LaValle abstained. Motion carried.
Motion made by Carlson, seconded by Leroux to amend Item #2, Line #3 of Mining Permit
to include after the word "permit", for the area described by Minnesota Dept. of
Highway as Gravel Pit #3701 recorded in Washington County offices. Carlson Leroux, Lease
for, Marvin LaValle abstained. Motion carried.
Motion made by Carlson, seconded by Lease to grant Mining Permit for one year to Tom
LaValle dba LaValle Excavating Co., under conditions shown on the permit. Carlson,
Leroux, Lease for, Marvir LaValle abstained. Motion carried.
A letter had been received from Bur-Lar regarding the mining permit sent to them for
their approval, wherein they said the inspection fee of $300.00 is too high. Clerk
Burkard to call Bur-Lar and inform them as to how the fee is handled.
Clerk Burkard reported that an annual Clerks Conference was to be held in Mpls, on
March 7-9, covering Municipal Accounting, Revenue Sharing, and Theory and Background
of Budget Making. Motion made by Carlson, seconded by LaValle to authorize Clerk
Burkard, and Deputy Clerk Hanson to attend Municipal Clerk and Finance Officers
Conference, paying their registration fee of $30.00 each, 9¢ a mile, and their
salaries. Motion carried.
Recessed at 9:30 PM.
Meeting was called back to order at 9:45 PM.
Three of the Hugo Businessmen representing liquor establishments appeared before
Council stating their opposition to an additional liquor license for the Village.
Ed Waugh from Traegers said they waited from 1950' to 1961 for their liquor license,
according to population growth as required by law, and Nashville North should have
to conform to this law also. Don Lease said Mr. Forsblad put up a $100,000 investment
thinking he would be getting a liquor license, and he should get something for his
investment. Leroux stated that had Oneka been incorporated as a township, it would
have been given four liquor licenses. Mayor Carlson said although the Council
recognized the businessmen's viewpoint, they didn't intend to make any changes
regarding resolutions to the legislature. LaValle said that although he'd be willing
to review the matter again, he suggested they present their views before the legislature.
Motion made by LaValle, seconded by Carlson, to reconsider resolution asking for
an additional liquor license for the village of Hugo. Lease, Leroux, Carlson opposed,
LaValle for. Motion defeated.
Mr. Everett Beaubien representing the Starmold Co. of Bald Eagle Industrial Park
appeared concerning their petition to Grace Development Co. and Ken Tschida to
formulate a comprehensive sanitary sewer plan for the Industrial Park, and to pro-
vide that 130th Street No. in the Industrial Park be retained as a through road,
that it be improved, and ownership and maitenance of said road be converted to the
Village. Starmold said they are the biggest employer in this area and as their
present sewage facility is not adequate, they need sewer service very badly. They've
been pumping their septic tank for the past seventeen days.
Carlson stated that if the interceptor was laid for the Industrial Park, Mr. Tschida
would probably want Oak Shore Park residential area included. Mr. Tschida said
that wasn't true.
Mr. Beaubien said sewer in the Industrial Park would benefit the Village, as it
would entice other industry into the area.

Motion made by LaValle, seconded by Lease to accept petitions of Starmold and
Grace Development and have Village Engineer and Attorney do a feesibility study
for sewer and road improvement with both parties involved sending letters of
authorization to the Village and Attorney. Motion carried.
Marvin LaValle brought up the point of parks as discussed at the last Comprehensive
Planning Meeting. LaValle asked Tschida if there was any park land for public use
in the Oak Shore Park area and Tschida said park land there is for the residents
use only.
Motion made by Leroux, seconded by LaValle to purchase $500.00 Bond for Building
Inspector Tom. Crever. Motion carried.
Howard Kuusisto then reported on a survey he had made of Everton Avenue North
of Frenchmen Road, and he suggested acquiring the necessary property for the Village
to widen the road. This survey came about because of a petition given to the Council
in August of 1972 by eight property owners on Everton Ave. No. who were in favor
of up grading the road. In their petition they agreed to donate to the Village the
needed right of way.
LaValle moved and Lease seconded the motion that the Village buy a Road Book prepared
by Graham Anderson at a cost of $189.00. Motion carried.
Regarding the Village Sewer Application to HUD# Mayor Carlson said it had made the
January 5th deadline.
Charles Johnson then reported on his work on the LaMotte Mobile Home Permit. The
question arose as to whether a State Recreational License would supercede the Village
Ordinance. Motion made by Lease, seconded by LaValle to have Mr. Johnson send letter
to LaMotte's lawyer regarding his requirement for a mobile home permit. Motion carried.
Motion made by LaValle, seconded by Leroux, to renew Temporary Mobile Home Permit
for Gordon Russett for 90 days. Motion carried.
Motion made and seconded to schedule Public Hearing for Hardship Case Trailer
Permit for Lyle Lehner on March 199 at 8:00 PM. Motion carried. Clerks office to
notify Lehner he whould provide them with a list of abutting property owners names.
Motion made by LaValle, seconded by Leroux to approve Job Order # 3828 for North—
western Bell Telephone Co. Motion carried.
Regarding the Village Code Chapter Titles, Attorney Johnson made a few changes,
and Deputy Clerk to return same to Pam Bjoram.
Motion made by Wallet seconded by Leroux to post Village Financial Statement in
three prominent places in the Village of Hugo. Motion carried.
Motion made and seconded to post Previous Actual Cost Sheet with the Financial
Statement. Motion carried.
Motion made by Leroux, seconded by Lease to adjetdm the meeting at 12:15 AM.
Motion carried.
