The meeting was called to order at 7:10 PM by Mayor Carlson. Roll was called:
Carlson, LaValle, Leroux, Bjorum, and Lease present.
Paragraph 79 page 3 of the minutes of Feb. 20th were corwected to read " both parties
involved sending letters of authorization to pay the cost of the feesibility study
to the Village and Attorney".
Minutes approved as corrected.
General claims and water dept. claims were approved after review.
Tom Pogreba appeared before Council with a petition and letter asking that Village
maintain a road between County Rdad 56 and County Road 4. A small portion of road
still has to be built, which would aid in access to 100 land locked acres owned
by a Mr. Stanek. Mr. Pogreba and his neighbor, Mr. Erickson are willing to give
easements in order that this road may be built. Motion made by LaValle, seconded
by Bjorum that road request of Tom Pogreba be referred to Village Attorney and
Engineer for their invetigation. Motion carried.
Clerk Burkard reported that his office had received a letter from Forest Lake
School District # 831 requesting financefal assistance in an athletic program.
Lease questioned whether donating was illegal. Attorney Johnson said the Village
has the power to enter intocontmets for the general public welfare, but they
couldn't just donate a specific sum. Motion made by Bjorum, seconded by LaValle
that Clerk send letter to Forest Lake School District #831 informing them we cannot
donate to their program. Motion carried.
A letter was also received from Washington County concerning diposal of deseased
Elia Trees. There was a question as to whether the Village had any place in which
trees could be burned. LaValle is going to check with Charles Swanson of Washington
County concerning this matter.
A letter was received from Columbia Heights regarding setting up of a rate Schedule
for electric power (joint agreement among 30 communities in a 7 county area).
There is to be a meeting concerning the matter on March 15, 1973 in the Civic
Center in Brooklyn Center. Mayor Carlson stated he would try to attend or have
someone else do so.
Richard Vail appeared before Council concerning his subdivision plan. He said the
Planning Commission had failed to comply with the Subdivision Ordinance by not
holding a public hearing 45 days after he filed his application, and then giving
their recommendation to the Council. He said the Planning Commission disapproved the
subdivision because of a five acre requirement which might be included in the new
Comprehensive Plan. Since ther is presently no Comprehensive Plan, Vail wondered
how the Village can enforce something they don't have. Attorney Johnson suggested
that the Council schedule a public hearing for Richard Vail on March 19, 1973,
with the Planning Commission giving their recommendation to Council before that
date. Motion made by Lease and seconded that Council schedule public hearing for
proposed plat for Richard Vail's Evergreen Hills Second Addition, ( the Northerly
fifty (50acres of the West J of the Southeast 4 of Section 22, Township 31 N,
Range 21 W) on Monday, March 19, 1973 at 8:30 PM. Motion carried.
Motion made by Bjorum, seconded by Lease that Clerk inform the Planning Commission
by letter, to have their recommendation for the Vail Subdivision ready for Council
by March 16. Motion carried.
Bob Vadnais, the Village Plumbing Inspector appeared before Council regarding his
recommendations for a well ordinance and well inspection report. He had sample
copies of both of the above for Council to look over. Md said most well drillers
feel that there should be a separate well ordinance. This information was to be
given to the Ordinance Committee for their investigation.

Vadnais was also questioning wheter Hugo would be willing to give 80/ of fees to
inspectors instead of 7596. (Communities around Hugo give 80/). Lease wondered how
the Village Budget would be affected by this increase. It was noted that this would
affect the budget by less than $100.00. Motion made by Lease and seconded that
Village pay plumbing, heating, appliance, and building inspectors 75% of fees. Carlson,
Leroux, Bjorum, Lease for LaValle opposed. Motion carried.
Tom Perzichilli appeared concerning his application for a Special Use Permit for a
commerical building in an area which already has some commercial buildings on. it. He
had attended the Planning Commission meeting of Feb. 20th and was told his application
would be tabled until the comprehensive plan was developed. LaValle said the Commission
didn't really have any time to check Perzichilli's application over. Mayor Carlson
suggested that Perzichilli attend the next Comprehensive Planning meeting to find
out more a.Dout future zoning.
Attorney Johnson had with him a Resolution for Senator Hughes and State Representative
Jerry Belisle, reaffirming the Council's previous resolution supporting an additional
liquor license for the Village. It was stated that a letter was received from the
Hugo Businessmen's Association in the summer of 1972 showing their backing of a
license for Earl Forsblad. Mr. Eugene Peltier of the Association, said the few
businessmen who did this opposing, did it without authorization of the organization
The Businessmen as a whole, had no vote on this matter at all. Mr. David Cushing
appeared on behalf of Earl Forsblad, saying the attendence at Nashville North is
comprised of people coming from the Twin Cities, Northern Minnesota, and Wisconsin,
not the Village of Hugo. ThdB being the case, Forsblad Lan't hurting other liquor
establishments. Chief Gunderson spoke up saying the place is well run, has a good
class of people as clientele and he had never had trouble there. LaValle stated
that Forsblad had told him when he got his liquor license, he'd sell the place to
the Mafia. Motion made by Carlson, seconded by Leroux that the Council adopt Resolution
# 169 a resolution rfaffirming the Council's previous resolution supporting the
special legislation for providing an additional liquor license for the Village of
Hugo. Carlson, Leroux, Bjorum, Lease for LaValle opposed. Motion carried.
Irene Leroux reported that the Planner and Planning Commission is to meet with
Metro Council on March 7th, taking along some of their ideas on the comprehensive
plan. Dan Spitzer of the Planning Commission said he would feel rather uncomfortable
going before the Metro Council not knowing what Planner Bob Eidem has in mind for the
Plan. Mayor Carlson suggested postponing the Metro meeting, and setting up a meeting
between the Council (Hugo) and the Planning Commission to get ideas for the Com—
prehensive Plan before taking them to Metro. Don Lease said he would like Kuusisto
at this meeting, and would like Johnson to attend this one or the one between Metro
and the Planners. Mr. Johnson said it would be best if he attended the one between
Hugo Council and the Planning Commission. Motion made by Carlson, seconded by Bjorum,
to have Mayor Carlson postpone the meeting with the Metro Council on March 7th until
a later date in March. Motion carried.
Motion made by Carlson, seconded by Leroux to schedule joint planning meeting be—
tween the Village Council and the Planning to discuss the Comprehensive Plan, on
March 14. 1973 at 8:00 PM at the Hugo Village Hall. Motion carried.
There was net report from the Sewer Committee, as their meeting last week was cancelled.
Pam Bjorum, representative of the Ordinance Committee, was given some packages of
ordinances to be compiled into the Village Code, by Attorney Johnson,
Irene Leroux reported for the Planning Commission that there is going to be a Public
Hearing on the Comprehensive Plan April 5, 8:00 PM at the Hugo School.
Along with Chief Gunderson's monthly report, he also called attention to the fact
that through an investigation, he found two parties leasing property and running

auto salvage or junk yards from Mr. Norm Horton. Neither of the men has a junk dealers
license. As an office for his business, one of the parties, Mr. John Imre, has an 8'
trailer parked on the property with no license to do so.
Jerry Dube started his rport on Streets & Roads by indicating the need for load
restriction signs to be posted on Village roads. He suggested having a patroling
system and weighing possible offenders in at the Hugo Feed Mill. Motion made by
Carlson, and seconded that Council adopt Resolution # 17, providing load weight
limitations. Motion carried.
Motion made by Carlson, seconded by Bjorua to authorize Street & Road Superintendent to
purchase up to 50 load limit signs not to exceed a cost of $500.00. Motion carried.
Dube also reported there have been incidents lately of people digging trenches across
village roads, thus creating traffic hazzards. He suggested Chief Gunderson speak
with property owners doing the digging.
Jerry had recently taken out a medical insurance policy with American Family Insurance,
and thought he was covered last weekend when his son had an emergency operation.
The company told him they won't pay, as the operation was not the result of an
accident. If this is the case, Dube would like to drop the policy. He's to investigate
further.
Dube brought up the question of a radio system again, and wanted a vote from the
Council. Mayor Carlson was against getting a system as it wasn't in the Budget.
Bjorum didn't think it would be beneficial now that winter's over, but it could
possibly be worked into the next year's Budget. LaValle agreed with Pam and said
if there's $1000.00 available next Fall, a system might be purchased then, otherwise
it could be put into next year's Budget. Motion made by Lease, seconded by LaValle
to table radio request indefinitely. Motion carried.
The Building Inspector reported that Clyde Rehbein had pled not guilty to preliminary
charges regarding his not having a building permit. The matter will be heard in
court shortly. Mr. Rehbein was informed by Attorney Johnson of his need for an occupancy
certificate, and has not yet replyed. Crever to investigate,
Mrs. Bayless appeared before Countil again regarding the inability of a couple she
sold land to to get a building permit. The bt1lding inspector said Mr. Schwab and
an expert from the Soil Conservation Service investigated the land and felt a permit
should not be given until after the Spring thaw. Mrs. Bayless questioned whether all
property is checked as hers had been. She felt this was discriminatory.
Recess was called at 10:10 PM. Meeting called back to order at 10:25 PM,
Regarding Starmold and Grace Development letters of authorization, they were found
by Attorney Johnson to be not quite correct. These companies are to be notified
suggesting cash deposits now, or agreements to pay for legal and engineering costs
within the year. It was noted that Engineer Kuusisto found that 130th Street is not
an accepted roadway.
In regard to claims allegedly arising fron certain purchases of motor vehicles by
governmental entities, the following action was taken: Motion made by Carlson, and
seconded that in the case of the State of Connecticut versus General Motors.
Corporation, M.D.L. Docket # 65-All Cases, the Village of Hugo select Option # 29
stating "If you do not request exclusion from the class by March 19, 1973, any
judgement or other disposition of the action will be binding on you regardless of
whether it is favorable or not, and you may be required to respond to appropriate
discovery requests." Motion carried.

It was reported that the village HUD application is in the office of Budget and
Management in Washington D.C.
Clerk Burkard reported that his office had received a $32.00 check from Norm Horton
for a junk yard license. Mr. Bill Schwab had requested some further information
from Mr. Horton, though, before a license could be issued.
It was stated that Wilbert Schuman's junk yard license would be coming up for renewal
shortly, and he still doesn't have a fence up across his yard extended 100 feet as
required by a Special Use Permit issued May 15, 1972.
Irene Leroux reported that the Washington County Commissioners will agree with what
the Village wants to do with George King's house.
Motion made by LaValle, seconded by Leroux that Village Attorney review legal
aspects of George Youngblut property developed by Grace Development Co. Motion
carried.
The question of a resolution for Hyman Freightways is to be tabled for the time being.
Regarding the land dispute between John Elli and Irene Leroux, Attorney Johnson will
send a memo to Jim Tschida with carbon copies to John Elli and Leroux's lawyer
regarding his work on the matter.
Motion made by LaValle, seconded by Leroux to have Clerk purchase a desk for the
Deputy Clerk at a cost of not more than $100.00. Motion carried. Motion made by LaValle,
seconded by Lease to have Clerk purchase a chair for the Deputy Clerk at a cost of
not more than $50.00. Motion carried.
Motion made by Bjorum and seconded to adjourn at 12:25 AM. Motion carried.
