The meeting was called to order at 7:07 PM by Mayor Carlson. Roll was called:
Carlson, LaValle, Leroux, Bjorum, and Lease present.
Paragraph 59 Page 1 of the minutes of March 5th were corrected to read that the road
request of Tom Pogreba was referred to the Village Attorney and Village Engineer for
their investigation, not identefication. The last sentence of page 4, paragraph 3 was
deleted where it stated "Tom Crever said he certainly trys to check the land unless
he knows it very well."
Minutes approved as corrected.
Village claims for payment were approved after review by Council.
Jerry Dube didn't attend the meeting, but sent Mayor Carlson a note regarding
several road problems in the village; 157th St. closed between Harrow and Homestead,
125th St. closed at Sunset Lake, 170th Sto closed from Marier's to Henna Ave.,
and 177th St, closed between Henna and Greystone.
Carlson reported that Albert Quie will forward information on the village HUD
applioatication as soon as it is known.
A letter from the Washington County Planning Department was read concerning an Open
Space Program for the County. A meeting is to be held on March 21, 19739 7:30 PM
at the Oakland Junior High School in Lake Elmo, and any of the Council or interested
citizens are urged to attend.
A letter from State Representative Jerry Belisle was read wherein he stated that
final information regarding the additional Liquor License for the village should
be out in the neat two weeks.
Mayor Carlson reported that he had attended a meeting in Brooklyn Center on March 15th
concerning a proposed uniform electric franchise between Northern States Power
Company and approximately 30 communities in the Metro area. The organization holding
the meeting, who wants to set up a Rate Authroity had another alternative, which
would be a joint agreement between these communities. If enough communities enroll
in membership, the organization to be know as Metro Rate Authority would hold their
first annual meeting April 2, 1974. Motion made by Carlson and seconded to give the
Proposal For A Metro Rate Authority to the Sewer and Water Committee for their
recommendation by the 16th of April. Motion carried.
Fire Chief Ken Granger appeared before Council with Specs for the new fire truck.
He had drawn blue prints for the truck and had written a 7 page report on specifica—
tions, some of which he explained to the Council. Concerning color of the new
equipment, Granger said the firemen would like yellow, but he'd like to stay with
red. He stated that North Branch and Roseville have or are getting yellow equipment.
LaValle questioned whether Engineer Kuusisto could draw the blue prints to scale
when giving out for bids.
Howard said he could draw them, but we should require the successful bidder to supply
approved drawings. Motion made by LaValle, seconded by Lease to refer fire department
truck specifications to the Village Attorney for his legal opinion and to have the
Village Engineer furnish scale blue prints. Motion carried.
Larry Furlong appeared before Council concerning his subdivision plan. He would like
a public hearing scheduled soon as he's rushed for time. Irene Leroux to recommend
to the Planning Commission that they should schedule a public hearing for Furlong in
April.
MARCH 19, 1973
Regarding the land dispute between Irene Leroux and John Elli, Attorney Johnson
reported he had found evidence that a cartway was established in 1929, but the
documents were never recorded in Washington County Offices until this year. He had
discussed the matter with an Attorney General (Assistant) who had concurred that a
court probably would�reule-,that a cartway had been established. Johnson was of the
opinion that the Village could establish that a cartway was established, assuming
that all of the factors outlined are accurate and could be proved.
Public Hearing opened at 8:00 PM for Lyle Lehner's application for a Mobile Home
Permit. Letter was received from M.E. Commack, 9052 140 th St. No., Hugo, saying
he had no objection to the granting of a permit to Lehner. Hearing closed at 8:10 PM.
Motion made by Carlson, seconded by Lease to grant a Mobile Home Permit to Lyle
Lehner under Paragraph d, Section II of Oneka Ordinance #8. Motion carried.
Don White and Leon Muellner appeared before Council to request the repair of
Francesca Street by the Hugo School. LaValle said nothing could be done at the
present time, but gravel will be put on the road shortly..
Clerk Burkard read a letter from the Washington County Highway Department concerning
the application of Calcium Chloride to gravel roads for the purpose of dust control.
This would cost approximately 17¢ per gallon, or about $400.00 for the Old Village
Area, The Highway Dept, would like to be advised by April let if Hugo would like to
participate in this program. Engineer Kuusisto reported that he had checked into
this also, and stated that the chloride does no good if we have a rainy season.
Road oil is actually better, but cannot be worked over. He said a good dust control
is drain oil at a cost of 25¢ per gallon, which can be reworked. Howard suggested
using oil in some of the outlying areas. He was asked by Council to contact Charles
Swanson of the Highway Dept. on Tuesday, March 20th, informing him the Village would
like to participate in the Chloride program.
Clerk Burkard reported that he had a phone call from a Mr. Gruett on Ingersoll Avenue,
who was concerned about the surveying going on there. Burkard felt it would be good
public relations to inform the people out there of what is going on. Kuusisto felt
that a public hearing should be held on the improvement of Ingersoll. Motion made
and seconded to authorize Village Attorney and Engineer to work out proposed alignment
for Ingersoll Avenue. Motion carried.
The Clerk reported that he and the Deputy Clerk had attended a conference for Clerks
and Finance Officers in Mpls., on-March 7-9t which concerned itself with topics of
revenue sharing, levy limitations, bookkeeping and budget making.
Regarding the Village Budget, Mayor Carlson stated that the Council would like
quarterly reports from the Clerk on expenditures as compared to the Budget to see
how things are going.
Public Hearing opened at 8:30 PM for application for Subdivision of Land by Richard
Vail to be known as Evergreen Hills Second Addition. As there were no statements
from the audience, the hearing closed at 8:35 PM, Howard Kuusisto stated that some
deficiencies in the preliminary plan had already been corrected. One requirement still
lacking is a plan for a road to the North, or a connection to Homestead Avenue.
Regarding drainage, a couple of ponding areas and dyke systems have been set aside.
LaValle wondered if this drainage system was permanent, and Kuusisto said it was as
conditions now stand. Regarding park land set aside, Vail told the Council it is up
to them if they want park land or money. Mayor Carlson was concerned with the fire
hazzard with so many evergreen trees in that area. The Fire Chief said when people
buy out there, they'll have to be educated to the hazzard. Motion made by LaValle,
seconded by Lease to approve Preliminary Sketch Plan for Subdivision of Evergreen
Hills Second by Richard Vail, with Vail fulfilling conditions and recommendations of
the Village Engineer and County Planning Coordinator, and bringing all information
to the Village Planning Commission. Motion carried.
MARCH 199 1973
Clerk Burkard stated that his office had a resolution from- the City Council of
Stillwater, to adopt a County Assessor System, and they wanted support of Washington
County Communities. It was the opinion of the Council that they didn't care to support
such a resolution.
In regard to a resolution for Twin Trailers, since the County had sent one in approveing,
the Council took no action.
Pam Bjorum reported for the Ordinance Committee that they are working on a Fire
Ordinance for the Village. She had received a call from Alex Guertin from the Dept.
of Natural Resources, requesting that the Village get an ordinance as soon as possible,
although the State will still issue permits until that time. The Fire Chief stated
that if an Ordinance is put through, a fire permit holders land should be investigated,
and the ordinance strictly enforced. Granger is to put his ideas in written form
and give to the Ordinance CoWittee,
Clerk Burkard reported that he had been contacted by several people in the Village
regarding the problem of four postal areas here. He contacted the Postal Authority
and they will look into the matter and report back.
Attorney Johnson stated he had been unable to contact Norm Horton, as he is out of
town. It was stated that Mr. Horton is to be in attendance at the Planning Commission
meeting of March 20th, Don Lease was of the opinion that Horton should get a license
or else be told to get out.
Clerk Burkard reported that his office needing a larger adding machine, as they work
with larger numbers lately. Motion made by Leroux and seconded to purchase a new
adding machine for the Village at a cost of $130.00. Motion carried.
Burkard also requested that the Council send him to Water Operators School. Motion
made by. Tease, seconded by LaValle that Clerk Burkard attend the Water Operators
School in Mpls., April 9-11 at $2.50 per hour, 9¢ a mile, and registration fee of
$30.00. Motion carried.
Police Chief Richard Gunderson reported that Mike Gibbs had resigned his position as
a part time officer for the Village. This, and the fact that Len Stanton is unavailable
until April is working a hardship on the police department. Gunderson said another
man should be instated as a partime man, and he recommended Don Lelle for the position.
Leroux stated she thought more effort should be brought forth to recruit part time
men; Bjorum stated she would be more willing to accept Gundersons recommendation
now, since she had seen how he was working out. Lease said he would like to discuss
this matter further with the Chief, but wouldn't want to delay a decision. LaValle
said a younger man might be more desireable if the position were to work into a full
time position, but he would also go along with the Chief's recommendation. Motion
made by LaValle, seconded by Bjorum to hire Don Lelle as a part time police officer
for the Village. Carlson, LaValle, Bjorum, Lease for, Leroux opposed. Motion carried.
Gunderson also asked for and received approval from the Council for a tuneup on the
squad car.
The question came up for a recommendation from the Council that the Village Engineer
study and prepare a cost estimate for installation of bituminous paving, concrete
curb and gutter, and storm sewer along with the sewer plan, and prepare an overall
drainage plan for the former Village of Hugo. Lease thought it was going a bit
backward, since the HDD application is already filed. Kuusisto stated it shouldn't
cost too much foraa, study of this nature. Carlson said the assessment for this work
on a 90 foot lot would be approximately $2200.009 payable in 20 years. Motion made by
Lease, seconded by Leroux that Village Council authroize Village Engineer to study
and prepare A cost estimate for installation of bituminous paving, concrete curb and
gutter, and storm sewer along with the present sewer plan, and prepare an overall
drainage plan for the former Village of Hugo. Motion carried.

Motion made by Leroux and seconded to approve application for municipal water
service for James Husnik at 5890 Oneka Lake Blvd. Motion carried.
Motion made by Bjoruml, seconded by Leroux to authorize Clerk to negotiate sale of
old copy machine. Motion carried.
Clerk Burkard reported that the Village had received a Local Government Aid Check
in the amount of $9,471.29.
Theodora Peltier spoke out from the audience saying she wanted something done about
the water in ditches by her property overflowing into her fields, or she will take
legal action.
Motion made by Leroux,, seconded by LaValle to adjourn at 11:45 PM. Motion carried.
