The meeting was called to order at 7:00 PM by Mayor Carlson. Roll was called:
Carlson, LaValle, Leroux, Bjorum, and Lease present.
The minutes of the meeting of April 169 1973 were approved as presented. The General
Claims and Water Depaxtment Claims were approved as presented.
Mayor Carlson stated that the James Van Cleves had donated a small Maple tree to the
Village, and the Vlerk had planted it in the park.
Motion made by Bjorum, seconded by Leroux to approve water service for Don Wenzel at
5755 Lower 147th St. Motion carried.
Motion made by Leroux, seconded by Bjorum to apprve Northwestern Bell Telephone Job
Order 30941 and EST 6855 Buried Cables. Motion carried.
Motion made by Bjorum, seconded by Lease to authorize Clerk to purchase one dozen water
meters for the Village Water Department. Motion carried.
Clerk Burkard reported that he had received a planned use report from the Federal
Government to be filled out and returned by June 20, 1973, as to how the revenue
sharing funds are to be spent. Each council member received a copy of this report
to look over and review for this purpose.
The Clerk also reported that his office had received a card from White Bear Oil Company
regarding burner service at $18.00 per burner. Motion made by Leroux, seconded by
Bjorum to have burners cleaned by White Bear Oil Company. Motion carried.
Norman G. Carlson of Hilarious Company was unable to appear before the Council, but
sent his son regarding approval of his ammended Special Use Permit, which had been
approved by the Planning Commission. Motion made by Car3son, seconded by Bjorum to grant
an ammended Special Use Permit to Norman G. Carlson, 15445 Highway #61 to add 775 square
feet to his existing building. Motion carried.
Vern Peloquin and Fred Rierman appeared concerning Vern's minor subdivision and Fred's
Special Use Permit for a building to be used for a metal fabricating business. Vern
had had his land In question surveyed, a copy of which he showed to the Council, and
he had also had percolation tests taken. Motion made by Carlson, seconded by Leroux
to approve Vern Peloquin's minor subdivision for two one—acre parcels on 152nd street,
or that part of the SW4 of the SE-41t Section 17, Township 319 Range 21 in the Village of
Hugo. (See attached) Motion carried. Motion made by Leroux, seconded by LaValle to
ammend the previous motion to include a variance for Vern on the blacktop road. Motion
carried.
Motion made Leroux, seconded by LaValle to grant a Special Use Permit to Fred Rierman
at 152nd Street for a 40 x 104 building to house a metal fabricating business, subject
to the following conditions found in a letter from the Planning Commission to the
Council:
1. Provide a metal interior facing on external walls in the shop area to a height
of 10 feet.
2. Maximum number of employees restricted to 10.
3. Roof shall ahve an overhangoof at least 18" on the long dimension and at least
6" on the ends.
4. Subject to adequate drainage requirements to the satisfaction of the Village
Engineer.
5. Use restricted to metal fabrication operation.
Motion carried.
Gerald Dabe thea appeared before Council regarding approval of a 21 acre building site
for a building permit. He had brought with him a survey and legal description which he
showed to the Council. Motion made by Lease, seconde by Leroux to approve land division
between Tract 9 and Tract 10 of Government Lot 6 e tion d To sh 1 North, Range 21

Motion carried. (907.01 of Subdivision Ordinance)
Ed Maas appeared before Council for approval of a resubdivision of Lot #7 of Herb
Thielbar's property. He had brought a required survey for the Council's review. Motion
made and seconded to approve resubdivision of Lot #7 of Herb Thielbar's property for Ed
Maas in accordance with Paragraph 906.01 of the Subdivision Ordinance. Legal description
is the West 89.29 feet of the West 178.29 feet of the North 209 feet, Lot #7* County
Auditor's Plat. (See attached) Motion carried.
Mrs. Courtney Cutler, 9415 122nd Street, Stillwater* a peered regarding a land division.
They owned 15 acres and are selling 6J, leaving them 8 for which they would like
a building permit. Motion made by Bjorum, seconded by Lease to approve land division
for Mrs. Courtney Cutlery and waive Paragraph 210.02 of the Subdivision Ordinance*
so a building permit may be issued. Legal description of the land is 15 A Pt. W i Of
SW-41 of SW4 363121 Being East 460.2 feet. Motion carried. Note: Mrs. Cutler is wing
to have the land surveyed.
Public hearing opened at 8:00 PM for application for a Mobile Home Permit under
Paragraph D, Section II of Oneka Ordinance # 8 for George Miron, 15250 Homestead
Avenue* in the Village of Hugo. The mobile home would house a laborer Mr. Mixon wants
to hire to help with farm work. Marcel Miron, who owns abutting landq stated from
the audience that he has no objection to the mobile home permit being issued. Hearing
closed at 8:07 PM. Motion made by Lerouxt seconded by Lease to grant a Mobile Home
Permit to George Miron! 15250 Homestead Avenue. Motion carried.
Discussion was then held by the Council on completed chapters of the Village Code.
LaValle and Lease didn't see why the chapters had to be approved at the present time.
Lease would like to go through them at a special session. Motion made by Carlson,
seconded'by Leroux, to tentatively approve chapters 109 209 40* 50* 90, Article one of
110, 150* 1601 170, 180* 190, 210* 2309 2401 2509 270* 290, and 310. Carlson, Bjorum!
Leroux for* Lease and LaValle opposed. Motion carried.
Pam Bjorum brought up the question of whether or not gopher bounty should still be
paid. Marvin stated that there is approximately $400.00 in the budget for such payment.
It was noted that a report had not been recived on last year's gopher bounty, and Pam
is to see to it that one is made out. Motion made by Leroux* seconded by LaValle to
adopt Resolution #19: a resolution establishing a bounty on pocket gophers captured
in the Village of Hugo, Minnesota* and authorizing the appointment,:of a bounty pay—
master for receiving claims and paying bounties on pocket gophers and establishing
compensation for the bounty paymaster. Motion carried.
Attorney Johnson had with him copies of a written report on the Uniform Franchise with
NSF Co. which he gave to the Council and explained for their information. He said one
thing the franchise doesn't permit is going underground with power lines. Also, the
Village could not determine what type of pole structures would be used for power lines.
Mayor Carlson stated that not belonging to this rate authority would mean approximately
a 140/6 higher utility rate than the city of St. Paul pays. LaValle stated he thought
this project was a waste of time and money.
Recess called at 9:00 PM. Meeting called back to order at 9:15 PM.
Attorney Johnson reported that Fire Chief Ken Granger and his men had worked on bid
specifications for the new fire equipment* and Johnson brought with him copies of
Notices for Bids which he explained to Council. Granger stated that bids should be
made sp-parate on the chassis* pumping equipment, and tanker to save money. Mr. Johnson
said the warranty clause should be reworked to the benefit of the Village. He recommended
that the Clerk publish the notice of bids and the Council set a time for accepting
bids. Motion made by Carlson* and seconded to approve Fire Department Specifications
and Notice For Bids fdr the Tanker* pumper, and Chassis, and the Council receiving
bids until 7:00 PM on the 18th day of June* 1973. The Village Clerk is to publish
notice.for bids in the official Village newspaper. Motion carried.

Police Chief Gunderson started his report by stating there had been an armed robbery
at Carpenter's Steak House on April 20, 1973. Officers Ted Peltier, Don Lelle, and
Chief Gunderson went to the scene of the crime and disarmed the gunman. Gunderson
had prepared written awards for honorable mention for Mr. Peltier and Mr. Lelle, which
were read aloud and presented to the men by Mayor Carlson. An award was also given
to Mr. James Fisher, private citizen, who left the bar and notified the police of the
crime taking place.
The Chief also reported five arrests had been made in connection with recent burglaries
in the Village.
As the Police Department is to have a bicycle safety class for school children in
the Village, Gunderson asked the Council for an appropriation of $20.00 to have school
safety certificates printed. Motion made by Lease, seconded by LaValle to authorize
Chief Gunderson to spend not more than $20.00 to have certificates printed for the
children. Motion carried.
Motion made by Bjorum, seconded by Leroux to authorize two firemen to attend the 98th
annual Firemens Convention in Detroit Lakes June 7 through 109 1973, at a regidtration
fee of $20.00, $25.00 per day, plus 9¢ per mile. Motion carried.
It was stated by the Fire Chief that there had been some illegal burning going on
at the Norm Horton property.
Engineer Howard Kuusisto then gave his written report to the Council and explained
various items to them such as: Barton Construction Co. Mining Permit is being worked
on, Right of way for Everton Avenue is in the hands of the Village Attorney, and the
engineering report and feasibility study for the Bald Eagle Area is being completed.
Howard also had a list of computations pertaining to quantities and cost of dust control
for Village roads.
Regarding the problem on Foxhill and 148th Street, Howard had called the White Bear
Lake School District and found out that there is a possibility of rerouting school
buses to Freeland Avenue.
The question came up as to whether Dave Lindahl had an expired building permit or not.
The Building Inspector, Tom Crever stated Lindahl had moved his trailer in before
he had gotten a mobile home permit to begin with. He furthermore had not done work
on the building site for 120 days,w•hich is against the building code. Attorney
Johnson read a letter received from Mr. Lindahl, and he agreed with Tom on the matter.
He said Mr. Lindahl is in violation of the building code as well as the mobile home
ordinance. Motion made by Bjorum, seconded by LaYalle to have Deputy Clerk send letter
to Lindahl informing him he is in violation of the building code and mobile home ordinance.
He is requested to appear before the Village Council on May 219 1973. Motion carried.
Street and Road Superintendent Jerry Dube reported that he and the Engineer had
taken a trip over some of the township roads and indicated on a map areas that need
immediate attention. Dube also reported that there are a few problems regarding culverts
which should be aleviated. There is a problem on the Kerry Court Road as heavy trucks
are ruining it. The road should be packed or rolled, as it never was brought up to
standard to begin with.
Mayor Carlson suggested taking Marvin LaValles's time from mad situations and putting
more responsibility on Jerry Dube's shoulders. Lease stated Jerry should be informed
of what is expected of him, and he would like to table the matter for the time being.
Howard Kuusisto reported matters regarding the sewer are in good shape, and the
public hearing will be held on May 89 1973 at 7:30 PM at the Hugo Elementary School.
LaValle wanted to -know if objectors could postpone the project, and Howard said
"no, the decision is up to the Council."
MAY 7, 1973 :
It was stated that a maze would have to be hired to take care of work involved with
the new sewer. The Village would propably need a pickup trucks sewer cleaning equip—
ment, and later on a small backhoe for repairs. Clerk Burkard to let the Council
know in approximately two weeksg if he'd like to be the Sewer and Water Utility Man.
Motion made by Bjorum, seconded by Leroux to appoint Pam Bjorumg Don Leaser and Mayor
Carlson to the Board of Review on May 15. 1973 from 9:30 AM to 4:00 PM. Motion carried.
Motion made by Carlsong seconded by Leroux to schedule a public hearing on the detailed
plans for CSAH #4 on Thursdays June 21, 1973 at 8:00 PM at the Hugo Village Hall.
Motion carried.
Motion made and seconded to pay the Board of Review $2.50 per hour on May 15. 1973.
Motion carried.
Motion made and seconded to adjourn at 11:50 PM. Motion carried.
