Note: the following are minutes taken by the deputy clerk after the Mayor opened the4
public hearing for audience participation. Plaese attach to the minutes prepared by
Ehlers and given to you on May 8 by the clerk.
The following are questions from the audience which were answered for the most part by How-
ard Kuusisto and Bob Ehlers.
Ed Waugh, 13863 Forest Blvd.-"There is a $5.00 charge for ordinary residents, but
how do you determine what a commercial user will pay?"
Answer-"This is based somewhat on your water usage,"
Pat Dooley, 5765 150th St.-"What is the cost difference of replacing 145th St, Will
you save money?" Answer-" We will not remove all of 145th St. and yes, we will save
money, "450 feet West of Finale would be open at least one lane."
Willard Curmnings, 5389 145th St, -"Will people along 145th be assessed from the middle
of the street?" Answer-"Where there is along and short side, the middle of the
street?" Answerer" Where there is a long and short side, it will be equalized as if the
sewer were laid in the middle of the road.
Eugene Reinhart, 14936 Foxhill-"How much will it cost for people on gravel roads to
pay for replacing blacktop?" Answer-"Estimated cost of replacing bituminous is
$35:000.00 or $4 to 6 per foot, We actually applied for more money in the grant to
add improvements, but we received not even enough to complete sewer."
Kathy Schletty, no address given-"Is the sewer going down the North side of 147th. St.?
"Answer-"We have to stay away from water mains, so the sewer will be South of 147th."
Ruth Coil, 14885 Forest Blvd.-"Is the sewer to go in front of our lot?" Answer-"Yes,
it will be on the West side of you."
Mrs, Bramstedt, Egg Lake Road-"How far out on Egg Lake are you going?" Answer-"The
people can tell us how far they want us to go. We have the same problem on Oneka
Lake Blvd."
Bob Whitehart, Railroad Rep.-"Is this-the original plan submitted to HUD, or had
plans been changed after?" Answer-"No, this is not the original plan submitted to HUD9
although we discussed with them the possiblility of cutting back somwhere, e.g. a pumping
station."
Ken Tschida, Bald Eagle Industrial Park-" I'd like the pumping station back in the
proposal."
Dean Johnson, 5849 147th St.-"How long after bids are received do,yoy hold them?
"Ansewer-"Approximately 45 days. They have to go through some government approvals, etc."
Eugene Reinhart, 14936 Foxhill-"If everyone paid for the sewer right away, we could
save about $70,000.00. It should be cheap to put sewer in Foxhill, so why should
we be on the end of the line and have to pay more for installation?" Answer-"The
contractor starts on one end of the village and works his way up, but the piople,on
the far end should not be penalized. We're trying to take care of that problem."
Pat Dooley, 5765 150th St.-"Will the sewer raise the tax valuation?" Answer-"Nat
necessarily, but it could in some cases. This would depend on your tax assessor."
Ray Peltier, 14624 Fitzgerald-"Hugo has just had a big tax increase. We don't want
another one because of sewer. Some areas around us just put in sewer and their taxes
went up". Answer-"The tax increase we just had had been ordered by the State."
Jim Husnick, Hugo-"Why put three crossings so close together on Highway #61? Wouldn't
that be expensive?" Answer-"To get a deeper sewer in that area. It wouldn't be that
expensive.

Robert Anderson, 14127 Fondant-"I'm on a corner lot. Will I be charged for both sides?"
Answer-"You would have the option of connecting to the shorter side. There will be
a hearing later on for assessments."
Bill Beaman, 14749 Foxhill-"I'm on a corner and mar sewer connection is in front, the
longest side". Answer" You could connect at shortest side."
Bob Peck, 14081 Fondant-"How about the school, church, and village hall paying?"
Answer-"The school and church are to be assessed. It will be determined by Council
policy, actually."
Vern Peloquin, 15226 Forest Blvd.-"When are the payments due?" Answer- "If paid in
thirty days, thereis no interest, otherwise, paid generally with taxes."
Willard Cummings, 5389 145th St.-"Will property owners be notified when payments
are due?" Answer-"Yes, the Council will notify." "What is the date for completion?"
Answer-"If the project is started in August or September and goes smoothly, it could
be done by Spring. A contractor usually has 360 days for completion."
Don Wenzel, 14124 Flay Avenue-"Where will people with sump pumps put their water?"
"This should be put in a storm drain or on the ground to flow. Will not be put into
the sewer line."
The hearing was closed by Mayor Carlson at 9:00 PM.
The Council was reconvened at the Hugo Village Hall at 9:45 PM by Mayor Carlson. Roll
was called: Carlson, LaValle, Leroux, Bjorum, and Lease present.
Clerk Burkard gave each council member a copy of minutes prepared by Ehlers and
Associates, which stated names of objectors, along with a copy of the Sewer Resolution
for discussion.
Mayor Carlson read the names of objectors aloud, and what they objected to. Most
objected to a change in plans. There were also two letters received objecting to the
sewer going out on Egg Lake Road.
Motion made by Carlson, seconded by Lease to adopt Resolution # 20, a resolution order-
ing sanitary sewer improvement No. 1973-1 and directing the Engineer to prepare
detailed plans and specifications. Discussion was then held by the Council on the
motion. LaValle questioned whether plans could be changed after the resolution was
passed. Howard Kuusisto said that they could be changed, and in fact might have to
be to out back. Clerk Burkard wondered if people could petition for the sewer if they wanted
it. Bob Ehlers stated that they could, and it could be added to the Bond Issue. Pam
Bjorum brought up the fast that two people objected because the sewer was going to
far, and two objected because it was not going far enough.
The Council then voted on the motion and it passed unamiously.
Motion made by Leroux, seconded by Lease to adjourn at 10:00 PM. Motion carried.

EXTRACT OF MINUTES OF MEETING
OF THE VILLAGE COUNCIL OF THE
VILLAGE OF HUGO, MINNESOTA
Pursuant to due call and notice thereof, a Jp l meeting of the
Village Council of the Village of Hugo, Minnesota, was held at the Hugo Elementary
School in said Village on Tuesday, May 8, 1973, at 7:30 P.M. , with the following
members present: gtirlson, LaValle, Leroux, Bjorum, and Lease.
and the following members absent: None

The Cleric presented an affidavit of publication of the notice of public
hearing called to be held at this time on Sanitary Sewer Improvement No. 1973-1

and a certificate of mailing said notice to all affected property owners, which 3

affidavit and certificate were examined, approved and ordered filed.
The Mayor then announced that the meeting was open for the purpose of
conducting said public hearing; and after all members of the public present were
afforded an opportunity to be heard, the following persons entered oral or written
objections to said improvement: :F

RESOLUTION # 20
MemberCarlson then introduced the following resolution and
moved its adoption:
RESOLUTION ORDERINSANITARY SEWER IMPROVEMENT NO. 1973-1
AND DIRECTING THE ENGINFER TO PREPARE DETAILED PLANS AND
SPECIFICATIONS.
BE IT RESOLVED By the Village Council of the Village of Hugo, Min-
nesota, as follows:
(1) Sanitary Sewer Improvement No. 1973-1 (as described in the notice of
public hearing dated April 16, 1973) (as amended as follows:
is hereby ordered; and,
(2) Howard A. Kuusisto, Consulting Engineer, St. Paul , Minnesota, is
hereby authorized and directed to prepare detailed plans and
specifications for said improvement.
The motion for the adoption of the foregoing resolution was duty
seconded by member Lease and upon a vote being taken, the following
members voted in favor thereof: Carlson, LaVallej, Leroux, Bjorum, and Lease,
and the following voted against the same: None
whereupon said resolution was declared passed and adopted.

Village of Hugo, Minnesota, DO HERLBY CERTIFY That i have carefully compared the
attached and foregoing extract of minutes of a meeting of the Village Council of
said Village held on the date therein indicated with the original minutes thereof
on file in my office and that the same is a full , true and correct transcript
thereof insofar as said minutes relate to the proceedings of a hearing held on
Sanitary Sewer improvement No. 1973-1 , ordering said improvement and directing
the engineer to prepare detailed plans and specifications.
