Roll was called: Carlson, Leroux, Bjorumq Lease present. LaValle absent. (He arrived five minutes later) The minutes of the June 18th meeting were approved as presented. The general and water department claims were approved as presented. Mayor Carlson read a proclamation declaring August 39 4, and 5 St. John's Playground Horse Show Days. It was stated that the Hugo Comprehensive Plan will go before more Metro Committees on Thursday, July 5. Clerk Burkard reportedthat Washington County has started a Junk Car Program whereby a canvasser appointed by the council would get in contact with comers, asking if they would like the County to pick up their junk cars. The County does not charge for this service, and the owner would not be paid for the junk car. The clerk's licenses and permits were next on the agenda. Motion made by Carlsong seconded by Bjorum to renew Dave Lindahl's mobile home permit for 90 days. Motion carried. Motion made by Carlson, seconded by Lease to renew Joe Zaspel's mobile home permit for 90 days. Motion carried. Motion made by Carlson, seconded by Bjorum to renew Lyle Lehner's mobile home permit for 90 days. Motion carried. Clerk Burkard repbrtedthat a Mr. Ed Walker had applied for a permit to work on village water lines and paid a fee of $10.00 with the application. Motion made by Carlson, seconded by Lease to grant Ed Walker a plumbing license to work on village water lines. Motion carried. Pam Bjorum reported for the Ordinance Committee that they have not been working on any— thing specific lately. Dan Spitzery chairman of the Planning Commission repartedthat Harley Johnson had been appoint— e d vice chairman of same. Spitzer also reported that the commission had met on June 21st and worked extensively on a zoning map# and Attorney Johnson is working on �a, new zoning ordinance. The council and planning commission will meet together on July 12th to do further work on zoning. Lease reported for the Utilities Committee that they met last week and walked over the bus— iness area and will meet again July 12th to decide on a line for the sewer in that area. Motion made by Carlson, seconded by LaValle to authorize Kuusisto Engineering to do soil boring in the village as indicated on a map presented to the council by Kuusisto. Motion carried. It was stated that bids for fire truck and tanker chassis had been readvertised. LaValle stated that now there is a problem regarding lettering. Attorney Johnson is to send the clerk's office an adendum to the notice of bid specification to go out with each bid. Howard Kuusisto stated that Barton Construction intends to apply for a mining permit. Clerk's office to send them an application. Mr. Kuusisto also said a little more money would be needed to get dust control down on the critical village roads. Motion made by Leasee seconded by Leroux to authorize village clerk to inform by letter Minnesota Pipeline of the council's opinion regarding their proposed line through the village. Motion carried. The engineer and attorney are to give their recommendations to the clerk. JULY 29 1973 r Regarding sewer easements, Kuusisto stated it might be necessary to have appraisals of land for the easements. Attorney Johnson said he had discussed the problem with some people already, and they were willing to give easements at no charge, but he'd like to be armed with appraisals if he encountered trouble with some people. He is to suggest names of certified appraisers to the council by the July 16th meeting. Jerry Dube, Road Superintendent, started his report by saying that in..his opinion, the whole village should be dust controlled, and he estimated another one thousand dollars would be sufficient. He said this money could be taken from one of the other road pojects. LaValle agreed, saying he had had several calls regarding dust control. Thb was thought to be alright with the council, and Dube is to proceed with the,project. Dube also stated all of the road projects had been estimated, and most quotations were in line with the engineer's figures. He also mentioned the fact that weeds along village ditches should be mowed, as they ,are causing problems at intersections and corners regarding visibility. LaValle statedthat Mahtomedi has a mower for sale at approximately $1500.00. Dube said that renting one would be approximately the same cost. LaValle and Dube to check into this matter. It was also reported that the road grader needed rebuilding, and as this is allowed for in the budget, Dube will probably have it taken care of this Fall. Don Lease mentioned he had heard complaints concerning Dube's keeping the truck outside at night. Dube said it was inconvenient for the Police Dept. to get gags from the Town Hall with the truck parked there, and it's more convenient for himself to park it at his home. over night. The council next asked a few questions of Attorney Johnson regsrding his written report, a copy of which they had received earlier. Clerk Burkard then reported the following: The Secretary of State had received the village's letter regarding the additional liquor license for the village; the new population figure for the village is 3535 as of April 1, 1973; and his office had received information regard— ing a proposed gas franchise from the Joint Minnesota Gas Rate Regulatory Board. Along with his written report, Police Chief Gunderson stated that Len Stanton had resigned from the force as of June 20, 1973. Gunderson would like to look for someone to replace him. Planning Commission items were next on the agenda. Motion made by Carlson, seconded by Lease to approve land division of Charles Shubat for East 2 of South L of Section 32, Township 31N, Range 21 W. Washington County, into 9 parcels as shown on the registered land survey submitted by Mr. Shubat. Motion carried. Discussion was held on the Grace Development land division and it was stated that Grace Development should being to the clerk's office a registered land survey before the council will approve the land division. Motion made by Carlson, seconded by Leroux that the application for a zoning variance by Joe Gamboni be denied. Motion carried. The planning commission thought there were other ways the applicant could add to his home other then adding on the front. The next item was an application by Royal Tool and Engineering for a Special Use: Permit for a commercial building in the industrial park. Motion made by Carlson, seconded by Bjorum to grant a special use permit to Royal Tool and Engineering to be located in the Bald Eagle Industrial Park, lying South of the North line of Sec. 319 Twsp. 31N, Range 21W, except the East 150 feet thereof subject to and reserving a 33 foot easement along the North line, for a commercial building to be used as a tool and die shop subject to installation of proper sewage disposal system. Motion carried. JULY 29 1973 -7 Motion made by Lease and seconded to table items of McCullough, Perzichille, Grace i Development, and Dan Spitzer until the July 16th meeting. Motion carried. Motion made by Carlson, seconded by Leroux to grant Len Noack a junk yard license on the property described as North 100 feet of SW-41 of NE-41 and that part of South 40 rods of SW-''--- of NPS= lying Easterly of right of way of the Northern Pacific Railway Co., Sec. 8, TWSP. 31 N. Range 21 W. Washington County. Motion carried. Recess called at 9:30 PM. Called back at 10:00 PM. Village assessor Ed Leroux stated that in order for him to maintain his job as assessor, he would have to go to assessor's school for a period of three weeks. Motion made by Carlson, seconded by Bjorum to authorize the village assessor to attend assessor school for three weeks at a rate of $25.00 per day, and 9¢ per mile. Motion carried. Motion made by Carlson, seconded by Lease to cash CD's #2360 and #1932 for general fund totaling $6,000.00. Motion carried. Norm Horton appeared next regarding his obtaining a junk yard license. Motion made by Carlson, and seconded to grant Norm Horton a junk yard license subject to conditions of his special use permit and subject to his obtaining an $8000.00 performance bond within 30 days. Motion carried. Mary Miron appeared before council regarding a land division which had been denied by the planning commission because one parcel had less than the required 300feet of road frontage. The survey of this land division is to be redone showing correct lines, and then can be approved. Motion made by LaValle, seconded by Lease to table Mary Miron land division until July 16th meeting. Motion carried. Mr. Ted Spears of Advanced Fiberglass appeared regarding obtaining a special use permit for remodling and enlarging their present facility in the Bald Eagle Industrial Park. He had a map showing the area and explained his plans to the council. This was brought before the council without going to the planning commission because Spears had a contract committ— ment to start work July 2nd., and he didn't know he had to have a specail use permit. The fact was mentioned that if the planning commission were passed up on this problem, other people would expect the same treatment. Mr. Bill Schwab had not gotten out to check the property last week, but would go this week. It was decided that Bill Schwab and Howard Kuusisto should have their recommendations ready for the meeting between the council and planning commission on July 12th. Dan Spitzer was opposed to this, as he felt Advanced Fiberglass should go through a regular planning commission meeting. Motion made by Lease, seconded by Carlson that the planning commission hold a special meeting on July 12th to provide recommendations for Advanced Fiberglass by the council meeting on the 16th. Carlson, LaValle, Lease, Bjorum for. Leroux opposed. Motion carried. Mayor Carlson stated that he had received a request for road maintenance on 120th Street. The council did not favor this request. Pam Bjorum mentioned that Charlie Kyle didn't care to take care of the gopher bounty after July 15th. Motion made by LaValle, seconded by Lease to have goper bounty taken care of in the clerk's office for the rest of 1973. Motion carried. Motion made by Leroux, seconded by Bjorum to authorize $100.00 for gopher bounty. Motion carried. LaValle mentioned that there is still a problem with the sewer hookup in the industrial park. There had been a misunderstanding as to how money would be handled and who would be involved. The park people are to get together regarding fees and are to meet again with Lease, LaValle, Attorney and Engineer regarding the escrow account.
