Roll was called: Carlson, LaValle, Leroux, Bjorum, and Lease present. Minutes of the July 2nd council meeting were approved as presented. Village general claims were approved as presented. Attorney Charles Johnson had prepared a zoning ordinance, parts of which he discussed with the council. Regarding an industrial district, Marvin LaValle mentioned that with the com— prehensive plan and zoning ordinance, he thought there wouldn't be as many special use permits issued. Carlson and Leroux stated that they are in favor of special use permits for reg ulatemy purposes. Mr. Johnson stated that a zoning ordinance should be tailor made to the community and if the council wants to regulate the industry through special use permits, then that is what should be done. Mayor Carlson suggested meeting again with the planning commission to work on the zoning map and ordinance, then hold short meetings with the public according to the different districts. It was decided that the council and planning c omission will meet on July 26th. Next item on the agenda was the land division of Mary Miron. Motion made by Carlson, seconded by Bjorum to approve land division of Mary Miron, at Si of NE41, Sectioik 9, Township 31 North, Range 21 West, Washington County, Minnesota. Motion carried. Motion made by L&Valle, seconded by Leroux to approve land division of Daniel Spitzer, at Ei of SE-ii, Section 11, Township 31 North, Range 21 West, Washington County, Minnesota. Motion carried. Motion made by Lease and seconded to table planning items of Grace Development, Perzichilli, and McCullough until the August 6th council meeting. Motion carried. Motion made by Carlson, seconded by Lease to renew mobile home permit for Robert McCloud, at 9627 122nd. St. No. for a period of 90 days. Motion carried. The fire equipment bids were then discussed. Howard Kuusisto reported that the low bid on the pumper and tanker chassis was from International Harvestor. He had put combinations of the equipment and chassis together on paper and explained them to the council. One consideration to be explored, he. said, was obtaining the whole outfit at the closest place. Motion made by Carlson, seconded by Lease to award contracts for the fire equipment to the following: Brown Tank — Tanker $6955.00 International Harvestor — Tanker Chassis $6242.14 General Safety Equipment — Pumper $24275.00 International Harvestor — Pumper Chassis $9848.97 Optional equipment to Minnesota Fire Inc. at a maximum cost of $7678.89 subject to the successful sale of $55,000.00 in bonds, with the successful bidders to be notified by the clerk's office. Motion carried. Mr. Ted Spears of Advanced Fiberglass appeared regarding his obtaining a special use permit to remodel and add to his present facility in the industrial park. The planning commission had recommended that the permit be issued subject to six conditions, one of which was to provide a 40 foot minimum setback from the right of way of 130th Street. According to Mr. Spears, this condition would produce an extreme hardship for him, which he explained to the council. Motion made by Carlson, seconded by LaValle to grant a special use permit to Advanced Fiberglass for the purpose of manufacturing fiberglass and plastic, and that they be allowed to build a new warehouse and office building having a minimum 25 foot setback subject to the following conditions from the planning commissions 1. The parking area as shown on map be vacated when Farnham Avenue is constructed and further that adequate off street parking for emplayees and material transportation vehicles be provided. 2. Proposed elevations with regard to street level be submitted to and approved by the village engineer. 3. The design perimeters for proposed warehouse be submitted to and approved by the village engineer. 4. Advanced Fiberglass submit proof of ownership of property to the village council. The number of 42 employees presently engaged by the firm shall not be increased until public sanitary sewer is available or until proof of adequate private installation is furnished to the council. Carlson, LaValle, Bjorum, Lease for. Leroux opposed. Motion carried. Police Chief Richard Gunderson reported that he had found a man to replace Len Stanton as a part time officer. M,®tion made by LaValle, seconded by Carlson, that village hire Robert C. Barth Sr. as a part time police officer for the village of Hugo. Motion carried. Gunderson also reported that former street and road superintendant, Jerry Dube was interest— ed in working for the department as .a, part time officer once day a week. Motion made by Carlson, seconded by LaValle to hire Gerald Dube as a part time police officer for the Village of Hugo. Motion carried. Attorney Johnson had prepared, a draft of a proposed sanitary sewer development agreement between the village and the industrial park property owners, which he discussed with the council. He mentioned that a member of the council should be appointed to coordinate matters with the Metro Sewer Board. Motion made by Caxlson, seconded by Leroux that village attorney be instructed to complete draft of sanitary sewer development agreement and furnish copies to proerty owners in the industrial park, with the money from owners being held in clerk's office. Motion carried. Motion made by Bjorum, seconded by Leroux that clerk and mayor be authorized to sign sanitary sewer development agreement and money be deposited in the First State Bank of Hugo. Motion carried. Motion made by Leroux, seconded by Bjorum to appoint Don Lease and Joe Marier to attend meeting with the Metro Sewer Board regarding the Bald Eagle Industrial Sewer. Motion carried. Howard Kuusisto reported that soil boring areas for the village sewer system are staked out and will be completed shortly. Clerk Burkard reported a drainfield is needed for the pumphouse. He had received a quote from LaValle Excavating at $2.75 a foot for 50 feet of drainfield. Burkard also mentioned the chlorinating pump needs repair. Motion made by Carlson, seconded by Lease that water superintendant have a drainfield put in for the pumphouse, have chlorinating pump repaired, and put a new lock on the pumphouse doors. Motion carried. The subject of a cold air duct for the police office was brought up, and Marvin LaValle said he had been told by the installer of the air conditioner this was not feasible, as there was no air return in the office. At the present time there is no money in the budget for a window unit either. Pam Bjorum reported she had received a complaint about the excessive speed limit on County 8 in front of the Withrow School, and she was curious as to the procedure to take care of the matter. Motion made by Bjorum, seconded by Carlson to have clerk's office send letter to the Washington County Highway Department regarding lowering the speed limit on County Road 8 (122nd. Street) between Jody Avenue and Keystone Avenue, in front of the Withrow School. Motion carried. Motion made and seconded to appoint police chief as junk car canvasser for the village. Motion carried. Street and road superintendant Jerry Dube had given a letter of resignation to the council effective July 20th, as he is starting a new job. Motion made by Carlson, seconded by Lease to accept Gerald J. Dube's resignation as street and road superintendant effective July 20th, and that he be paid any vacation pay due as of that date. Motion carried. JULY 16, 19"T5 Don Lease mentioned Marvin LaValle has been talking with Washinton County regarding taking over village -road. maintenance. Lease suggested for the time being that Tom LaValle be asked to contract for the job'. Motion made by Lease, seconded by Bjorum to appoint Marvin LaValle to investigate a contract with the County and report back to the c ouncil on his findings. Motion carried. Clerk Burkard reported the following: His office received an "Actual Use Report" from Revenue Sharing which has to be filled out and returned, McCullough Well Drilling had not been taking out permits before they drilled wells. He sent them a letter, and as yet situation has not been corrected. We have received another revenue sharing check in the amount of $2725.00, and checks for government aid for $9471.29 and personal property exemption re— imbursement for $110.30 have been received. Burkard mentioned he had received complaints regarding two vacant properties in the village where grass has been let grow and junk piled up. He suggested the village health officers correct the situation. Motion made by Carlson, seconded by LaValle that Clerk ascertain who owns the properties and inform health officers Lease and Leroux. Carlson, LaValle, Leroux, Bjorum for, Lease opposed. Motion carried. Motion made by Carlson, seconded by Bjorum that clerk's office put ad in White Bear Press, Forest Lake Times, and Peach for a planning c omnission secretary. Carlson, Leroux, Bjorum, Lease for, LaValle opposed. Carried. Motion made and seconded to adjourn at 12:00 AM. Motion carried. obert F. Burkard, Clerk
