The meeting was called to order at 7:04 PM by Mayor Carlson. Roll was called: Carlson,
Leroux, Lease present. Bjorum absent. LaValle arrived at 8:00 PM.
The minutes of the August 6th meeting were approved as presented.
Village claims for payment were then reviewed by the council. Motion made by Leroux, seconded
by Lease to pay deputy clerk for one week of vacation. Motion carried. Claims were then
approved after a correction in amount owed Anoka Electric Co—np.
Motion made by Leroux, seconded by Lease to have village council attend League Regional
Meeting in Forest Lake on September 6, 1973 at village expense. Motion carried.
The deputy clerk then introduced the new planning commission secretary to the council
members. Motion made by Leroux, seconded by Lease to hire Marie Jansen as planning
commission secretary for the Village of Hugo. Motion carried.
Mayor Carlson stated he had received a letter from the Department of Natural Resources,
wherein Hugo was specified as an area for flood insurance.
Motion made by Carlson, seconded by Leroux that the ordinance committee be directed to
draft a Mobile Home Park Ordinance and report to council on results. Motion carried.
Mayor Carlson stated work on the Zoning Ordinance is just about complete and he would
like to have mighborhood meetings to have residents come in and discuss the matter
with the council. Motion made by Carlson, seconded by Leroux to schedule a neighborhood
meeting on the Zoning Ordinance at the Hugo School on August 29th with times being 7:00
for Residential, 8:00 to 9:30 for Agricultural and Conservancey, and 9:30 PM for Businessmen.
Motion carried.
Motion made by Carlson, seconded by Lease to schedule a public hearing on the Zoning Ordinance
on Wednesday, September 12, 1973, 8:00 PM at the Hugo Elementary School. Motion carried.
Mr. R.W. Smith of Barton Construction Company appeared regarding their obtaining a mining
permit. Mr. Smith and Attorney Charles Johnson had corresponded previous to the council
meeting regarding conditions of the permit. Howard Kuusisto questioned Mr. Smith as to a
few aspects of the permit. Motion made by Carlson, seconded by Leroux to grant a Mining
Permit to Barton Construction Co. of Osseo, Minnesota, as specified by conditions of the
permit. Motion carried. Attorney Johnson is to have copies of the permit drawn up for
signature.
Marvin LaValle reported that he had visited the Wilbur Schuman junk yard site and suggests
meeting with Mr. Schuman to discuss details of a Special Use Permit. LaValle questioned
Charles Johnson as to availability of a bond for Mr. Schuman. LaValle and Attorney Johnson
are to work out terms of a Special Use Permit and to report to the council by the September
4th meeting.
Next item on the agenda was a Special Use Permit for Starmold. The planning commission had
recommended that it be granted subject to certain conditions. Motion made by Carlson,
seconded by Leroux to grant a Special Use Permit to Starmold subject to the conitions
specified in a recommendation from the planning commission which are:
1. Starmold will not increase the number of people presently employed until public sanitary
sewer is available or until proof of adequate on—site sanitary sewer system. (The pro—
posed sanitary system as shown on the drawing as part of this application is not to be
construed as approved by the Planning Commission.)
2. Starmold submit proof of ownership of property to the village council by Monday, August
20, 1973.
Motion carried.
AUGUST 20, 1973
Mr. Ken Tschida of Grace Development Co. appeared regarding their obtaining a Special Use
Permit for the existing building at 5118 130th Street, to be leased to a metal fabricating
company. The company's principal product would be laundry carts mainly supplied to hospitals
Attorney Johnson suggested having the permit holder notify the village council regarding
any change in leaseest and then the Special Use Permit could be reviewed. Don Lease stated
that Fred Rierman had been requested to have ten foot high metal interior on the walls of
his metal fabricating building, and the party now wishing to lease from Grace Development
should be required to do the same. The two men interested in leasing the building are re—
quested to attend the planning commission meeting on August 21st.
Mayor Carlson stated that if the Bald Eagle Industrial Park is to be zoned strongly in—
dustriall, Grace Development should furnish a complete concept of the area. Attorney
Johnson was asked to draw up specifications for the plotting of the area.
Clyde Rehbein appeared next regarding an alledged mistake made by the building inspector
whereby he required almost double the amount of drainfield needed for a house Rehbein
built. Mr. Rehbein stated he would like to be reimbursed $400.00 for unnecessary drainfield
expense. Clerk Burkard was requested to check into whether a bond would cover reimbursing
Rehbein.
Recess called at 9:00 PM. Called back to order at 9:20 PM,
Clerk Burkard had prepared a 6 month report on income and expense which he gave to the
council for their review.
It was noted that the review of the urban and rural service areas should be undertaken for
tax assessing purposes. Mayor Carlson suggested using the new zoning map to distinguish
between urban and ruralt but the rest of the council felt the areas should remain as they
previously were. Motion made by Leaseq seconded by LaValle to have the urban and rural
service areas in the village for 1974 remain the same as 1973. Leaser LaValleg Lerouxt fort
Carlson opposed. Motion carried.
Mayor Carlson then proposed the hiring of a village coordinator to handle clerk's duties,
legal works zoning administrator dutiest sewers waters and road superintendant work. He
said the village had requirements which have to be filledt and this is one way to start.
LaValle and Leroux thought this was unrealistic, as one man couldn't possibly take care
of all these duties. Carlson stated he had figured a certain amount of hours to be spent
for each job. Don Lease stated he would like to have a work session on the matter. Motion
made by Carlsont seconded by Leroux that village council hold a work session on August 289
1973, 7:30 PM at the village hall. Motion carried.
Marvin LaValle brought up the subject of Rehbein's request for reimbursements and the
building inspector stated he was almost certain there had been only 760 square feet of
drainfield put in the area in question. Motion made by LaValle, seconded by Leroux to
deny Clyde Rehbein's request for $400.00 reimbursement by the village. Motion carried.
Ed Granger appeared regarding having something done about the George King place. He said
there are dead cats and also rats on the property. The fire chief stated the place consti—
tutes a fire and health hazzard. Clerk Burkard is to carry out Nuisance Ordinance after
receiving a written complaint.
Mr. Granger also requested a slow sign to be placed on 147th Street,, and the police chief
is to check into the matter to see !f a sign is warranted.
The council had received four requests for road fill and LaValle couldn't see filling the
road when they will be torn up for sewer shortly. LaValle is to notify parties involved of
same.

Henry Molitor had requested oil on road in front of his house, but none is available at
the present time. He is to be put on the map for oiling next year.
It was stated that McCullough Well Company had been drilling wells without obtaining permits
first, as required by ordinance. He had been notified by the clerk that he was in violation
of the ordinance, but there had been no response. Motion made and seconded to have McCullough
come in to the September 4th council meeting to review their Special Use Permit. Motion
carried.
Applications and permits were taken up next. Motion made by Carlson, seconded by Leroux
to approve NSP application #757096. Motion carried.
Motion made by Carlson, seconded by LaValle to approve Northwestern Bell Telephone application
for burried cable, numbers 31274 and EST 6855 prt# 16, on Homestead Avenue and Goodview
Avenue North. Motion carried.
Motion made and seconded to grant Municipal Water Service to Leon Muellner at 14896
Francesca Avenue. Motion carried.
Motion made by Carlson, seconded by Lease to grant Temporary Mobile Home Permit Renewal to
Gordon Russett, 8086 16;th St. No. Motion carried.
Motion made and seconded to request Dave Lindahl to appear at the September 4th council
meeting. Motion carried.
Motion made by Lease, seconded by LaValle to deny request of Ray Peltier for no parking
signs on boulevard across from Village hall. Motion carried.
Motion made by Leroux, seconded by LaValle to deny request of Ray Peltier for village to
stop blowing siren at noon and 10:00 PM. Motion carried.
Clerk Burkard then reported that the second planned use report should be decided upon by
the September 4th meeting.
Engineer Howard Kuusisto stated the Sewer Committee had reviewed the final sewer plans and
he showed the plans to the council for their review. Motion made by Lease, seconded by
Leroux to accept final plans for sewer as submitted by the engineer. Motion carried.
Evergreen Hills 2nd Addition was brought up for discussion. Mayor Carlson laid out maps
showing soil boring information for the council and engineer's review. Carlson said he
would like to have Kuusisto, Vail, and Bill Schwab work out a solution to the problem.
Howard mentioned the fact that the soil borings were done by a reputable ens veering firm,
and he would be glad to work with Vail and Schwab on the problem.
Motion made by Carlson, seconded by Lease to adjourn at 12:25 AM. Motion carried.
