The special meeting was called to order at 7310 PM by Mayor Carlson. Roll was oalleds
Carlson, Leroux, Lease, and Bjorum present. LaValle absent.
Mayor Carlson stated that the special meeting had been called to interview candidates for the
position of village coordinator.
First to be interviewed was Mr. Bob Burkard, the present village clerk. Don Lease questioned
Mr. Burkard as to what he thought could be done to better the village or to more effeciently
run the village. Mr. Burkard stated in his personal opinion he thought the planning
commission needed some improvement, as at some of their meetings, they had no quorum, and had
to postpone decisions. He also said in the police area, the chief's time could be spent on
police work if some of the, paper work was given to someone such as the planning commission
secretary for completion. With Regard to street and mad maintenance, Mr. Burkard said
someone was needed for all around maintenance, actually.
Pam Bjorum questioned Mr. Burkaad whether things would get done better if a man worked full
time at the job. Mr. Burkard stated he thought Hugo didnft have that much concentration of
people to demand that much service.
Lease questioned Mr. Burkard about salary expected, and Mr. Burkard stated $149000.00 plus
fringe benefits.
Mayor Carlson questioned him whether he had had industrial engineering experience and Mr.
Burkard replied that it had been more metalurgical.
Don Lease asked whether Bob had ever drafted ordinances, and he replied he had with the old
village. Lease also asked if Bob was really interested in the job and Mr. Burkard said he
was if things were right.
Irene Leroux stated at that point that Mr. Burkard as village clerk does everything as
listed on the 000rdinater duties sheet now except road work. Mr. Burkard was then excused.
Before the neat candidate appeared, Mayor Carlson stated the coordinator should rm the
village efficiently and keep his ears open regarding Metro Sewer, Federal Grants, etc.
The next candidate was Mr. Joseph Kelly, whom Mayor Carlson introduced to the council.
Mayor Carlson asked Mr. Kelly if he wasn9t a little young for this type of a position, and
Mr. Kelly stated age shouldnIt matter if a person was qualified. Mayor Carlson asked Mr.
Kelly if he had air sewer, water, or road work experience, and Mr. Kelly replied he had
had two seasons of work on newer, had preconstruction and survey work on water, and had
done some road grading. Pam Bjorum asked Mr. Kelly if running a village was the type of
work he envisioned himself in. Mr. Kelly stated he had started out with law work in mind,
then decided upon village or city administration.
Irene Leroux questioned whether he knew anything about gravel roads, and Mr. Kelly stated
he didn't have mach experience, but Spring and Fall were the bad times, and you could usually
predict problems and then solve them.
Mayor Carlson asked what he had done for the City of Richfield when he worked for them.
Mr. Kelly stated this was during his last semester at college, and he worked on personnel
policies, population feedback, legislative projeots, rewrote codes, and drafted things for
the city.
Don Lease next questioned Mr. Kelly about any outside activities he had been involved in.
Mr. Kelly stated in high school he had been a member of the student government, a representa-
tive of his age group in the parish council, was oo-chairman of Greek Week at college, and was
a ftaternity vice president. Don Lease also asked if he would move to Hugo if appointed, and
his salary requirement. Mr. Kelly stated he would move to Hugo, and he required $9,000.00
per year plus benefits. Don Lease then asked if Mr. Kelly had any questions of the c it
and Mr. Kelly wondered what comprised the village staff at the present time. He was �Na

there was a clerkv deputy clerk, part time building inspectors the county does road w .
LaValle excavating does road construction project by projects and the police and fire
departments are administered more by themselves. Mr. Kelly was then excused.
Mayor Carlson then asked opinions on Mr. Kelly from the council, and stated he himself
was very interested in Mr. Kelly for the position.
Pam stated they wouldn't know how long they would have him if he was hired.
Irene stated he was rather young, just twenty one years old.
The last person to be interviewed was Mr. Ronald Warren. He was asked where he planned to
be in his career five years from nowt and he stated he wanted to get experience and then
go on to administeration at the State or Federal level.
Don Lease questioned about his background regarding working with people. Mr. Warren said
he had coached ohildren in football, but in colleges spent his time working on college work.
He said though# that he felt he could communicate easily with all types df people on all
subjects.
Pam Bjorum asked if he would be willing to move to Hugo. He stated he and his wife preferred
a small town atmosphere. Pam also asked whether he knew anything about gravel roads or
water servicer and Mr. Warren said he did not.
Mayor Carlson wondered if he had had courses related to planning or zoning in college. Mr.
Warren stated he had played a simulated game making governmental decisions through a computer.
He said he had had organizational theeriesp public finances administrative law, and
budgeting.
Don Lease asked about night work. Mr. Warren stated he realized night meetings were a
circumstance of the job.
Mayor Carlson asked if he knew how to flush a water hydrant and Mr. Warren said he did not.
Mayor Carlson said he would have to learn, and also learn about planning roads.
Don Lease asked about salary requirements. Mr. Warren stated $10p000.00 per year minimum.
Mr. Warren then asked if the coordinator would be responsible to the council as a whole,
or to individual members.
Pam stated the council needed someone who could find out what's going on in town, so they
could set a policy and implement it.
Mr. Warren was then excused.
Irene stated that he had absolutely no experiencep but Mayor Carlson said getting a man with
a master degree at 5109000.00 per year would be quite a feat.
Pam stated she liked Mr. Warren betterp and Don Lease said Mr. Warren was his choice when he
was on the screening committee. Don also said he couldn't make any decision on this though,
until he knows what is transpiring with White Bear Lake regarding sewer. Mayor Carlson stated
Ken Huber of White Bear is working on an agreement and he should probably have it by Monday.
Motion made by Lease and seconded by Bjorum to adjourn at 905 PM. Motion carried.
