The meeting was called to order at 7:10 PM by Mayor Carlson. Roll was called: Carlsong
LaValle, Leroux, Lease present. B3onn absent.
The minutes of the meeting of December 3rd were reviewed and the deputy clerk was instructed
to strike part of a sentence in the fourth paragraph which reads " and Irene Leroux stated
the planning commission felt they would have to give the club a permit because of Oneka
Ordinance # 6, which states trap shooting is lawful." Minutes then approved after this
correction.
The villageclaims for p.o ment were approved as presented.
Attorney Chasles Johnson had worked on a new ordinance regulating the impounding of dogs
and establishment of fees, which he gave to council for their review. A question came up
of licensing all dogs in the village, including the township area. Mayor Carlson stated he
would like part of Section 4 deleted, where it states "where they have reason to believe there
is an unlicensed dog."
Motion made by Carlson, seconded by Lease to adopt Ordinance # 1149 an Ordinance Regulating
Impounding Of Dogs, and Establishing Fees, with the deletion of the following of Section 4;"
where they have reason to believe thereis an unlicensed dog." Motion carried.
Motion made by Lease, seconded by LaValle to inform Crimsonoross Kennel by letter of the
council's agreement to pay $6.00 impounding fee, $2.00 boarding fee, and $35.00 for patrol
effective January 1, 1974. Motion carried.
The village code was the next item on the agenda. LaValle stated he had read all the ordinances
but had some questions. Lease stated he hadn't gene through all the ordinances, but felt
the council isn't ready to adopt so many ordinances into the code right now. The entire thing
needs further review.
A motion had been made at the meeting of December 3rd and tabled,to adopt several ordinances
into the village oode, and this was voted on now. Carlson for, LaValle, Leroux, Lease
opposed. Motion failed.
It was stated that Joe Perzichilli was selling his liquor establishment to a corporation
called Pioneer Club, operated by Gerald Waste, and Harold Wilcox, and they now wanted to take
over all licenses held previously by Mr. Perzichilli. The police chief had been asked to
investigate, and he reported he found no liquor violations. It was noted that one of these
men had built the "Launching Pad" in Moundsview.
Motion made by Carlson, seconded by LaValle to transfer liquor licenses held by Joe's On
and Off Sale Inc. to Pioneer Club Inc. effective January 1, 1974. LaValle asked if they
planned on'remodling the building. Yes, they plan on haveing pioneer atomsphere, a
steakhouse, countmy western music, and enlarging the off sale business. Motion carried
Unanimously.
Tom Creverl, building inspeotor, appeared and stated he felt plumbing and heating inspection
fees should be raised. Bob Vadnais said he. felt well permits should be raised from $7.50 to
f $12.00 and sewage disposal permits from $10.00 to $12.00. Mayor Carlson suggested that Vadnais
do more investigating as to White Bear and Forest Lake fees. LaValle stated Hugo should't
really be compared to White Bear or Forest Lake, more to Lino Lakes. Vadnais said he would
i like inspection fees raised from 7596 to 8096. Heating Inspector Virgil Ekbom also felt fees
should be raised 5%. LaValle stated parts of the ordinance should be amended to raise permit
fees.

amendment of the special use permit granted Norman C. Horton Sr. on September 17, 1973 to
` operate an auto dismantling center on property located at 16705 Forest Blvd C1

Clerk Burkard reported that Mr. Horton had called the clerk's office and said he would be
unable to attned the hearing due to an illness in his family. Don Lease reported that he,,
Margin LaValle, and fire chief Ken Granger had made an inspection of the yard on December
15th, and only a small amount of work had been done to provide a fire break. There was no
designated parking area as specified in the special use permit. Cars were stacked haphazzardly,
tires were piled against a building, and tires, gas tanks, and a plastic jug of gas was
found in one area. Lease stated ther were several violations.
A Doctor Chapman from the .audience then asked how long the permit had been in existanoe, and
if strong conditions were put on the permit. Dan Spitzer stated the planning commission had
put very stringent conditions on the permit when it was issued in September. Doctor Chapman
then said that on the basis of any infraction, the permit should be discontinsed. He said
we are starting a complete desimation of Highway 61 and our countryvide. Marvin LaValle
stated we're dealing with the wrong people, as Mr. Horton was not present, but only his
leasees were. He stated it was Horton's responsibility to conform to the permit, not the
leasee's.
Mayor Carlson stated # 8 and # 11 of the conditions have not been met. Don Lease said # 6
had not been met either. Clarence Kopp, the leasee, stated there is a parking area for
five or six cars, and he's been trying to move cars from the fence.
Attorney Johnson stated therewere several options for the council to follow; carry the
permit along as,if there were no violation, extend the time for the permit holder to oosryly
with conditions, revoke permit for a certain time until conditions are met, or terminate
permit indefinitely. Irene Leroux stated that Mr. Hdrton doesn't meet existing conditions,
and he had been delaying this for a long time, and never seems to show up when asked.
Motion made by Carlson to revoke speoail use permit of Norman C. Horton Sr. Necause # 8
and # 11 of the permit have not been complied with. La Valle stated this would put a
hardship on the two men leasing from Mr. Horton. Lease said the yard could be closed at some
future date. Carlson said this would mean another inspection to the yard. At this point Mr.
Kopp said he had been moving gas tanks out, but could only move so many at one time. He
was trying to do something with the tires also. Chief Granger stated that if an insurance
agent were to visit the yard and see the tires stacked next to the buildings, their insur-
anoe would be cancelled. Mayor Carlson said the conditions had been set in September and
there had been adquate time to comply.
Carlson again restated his motion to revoke special use permit of Norman C. Horton Sr.
because # 8 and # 11 of the permit have not been complied with. Leroux seconded the
motion. Motion carried.
The village snow plow removal agreement with the Hugo Feed Mill came up for discussion. It
was stated the charge this year would be $15.00 per hour instead of #14.00 like last year.
Motion made by Carlson, and seconded to accept Snow Removal. Agreement with the Hugo Feed
and Elevator Company. Motion carried.
Clerk Burkard reported that a street and stop sign were needed for Hyde Avenue. LaValle
mentioned that Richard Vail was responsible for street signs in that area of Evergreen Hills.
LaValle will oontact Engineer C. Swanson of the Washington County Highway Dept* regarding
the sAgns.
Police Chief Gunderson appeared and stated Tom Davison had resigned from the part time police
force on December 17th. Gunderson wanted permi ssj.on. to interview more applicants for the
part time work.
Motion made by Wallet seconded by Leroux to authorise police chief to take applications for
part time police officers for the Village of Hugo. Motion carried.
The chief mentioned that he had been advised not to set up a Police Relief Association, as
it would interfere with PWA.

LaValle mentioned that Charles Johnson had been doing some work on titles with Washington
County Abstract, and he wondered when they were to get paid. Johnson said he would send a
letter to Washington County Abstract informing them the bill would be paid after the first
of the year.
Howard Kuusisto reported that Charles Johnson is beginning to see his way through the ease-
ments. Howard also said the village could propably advertise for bids during the first week
of January and receive bids about February 4th. He said a shortage of some materials is being
found, so we should advertise as soon as we're able.
It was noted that the Bald Eagle Industrial Sewer should be operational this week, and the
clerk's office is to notify land owners of their need to pay SAC charges before December 318t.
Motion made by Leroux, and seconded to grant Soft Drink License to Inter-state lumber Co.
for $5.00. Motion carried.
Fire Chief Ken Granger appeared again regarding obtaining a new fire communication system.
He had contacted Motorola, and was told a decoder would cost $276.00, and each monitor would
be about $194. Collins Electric could hook up the decoder for approximately $100.00. Ken
said if the village would purchase the decoder and three monitors, the fire department would
purchase three monitors. LaValle stated a limited amount should be purchased and see how the
system works.
Motion made by Carlson, seconded by LaValle to authorize $1000.00 to purchase decoder and its
installation, and three monitors for the fire department. Motion carried.
The question came up as-to whether license fees could be refunded to Joe Perzichilli, as he
had given the clerk a letter requesting same. Mayor !Carlson didn't think fees could be re-
funded, and Clerk Burkard said they could, as the licenses would not take effect until
January 1, of 1974•
Motion made by Carlson, seconded by LaValle to have clerks office inform liquor control
commissioner that Joseph Perzichille's Off Sale Liquor License was to be transferred to
Pioneer Club effective January 1, 1974. Motion carried.
Clerk Burkard reported his office had received a letter from Washington County Data Pro-
cessing asking if the village wanted an assessment roll at 10¢ a page or approximately $24.00
for the whole village. This would give legal descriptions, market and assessed value. Mayor
Carlson said this information could be gotten from the county at any time and was not
necessary at this time. Howard said this roll would prove valuable as far as the new sewer
would be concerned.
Motion made by LaValle, seconded by Lease to have village clerk contact Washington County
Data Processing to purchase for the village an assessment roll. Motion carried.
Attorney Johnson brought up the fact that the Junk yard license issued to Norm Horton Sr.
should be revoked as long as his special use permit had been revoked.
Motion made by Carlson, seconded by Leroux to terminate Junk yard license # 44 on the basis
of facts ascertained in the public hearing held on December 17, 1973. Motion carried.
Motion made by Lease, seconded by Carlson to notify Mr. Horton by registered mail of the
permit and license revocations on December 17, 1973. Motion carried.
Motion made by Lerowc, seconded by Lease to adjourn at 10:30 PM. Motion carried.
