Roll was j called: Crever, LaValle, Lease present. Leroux absent. The minutes of January 21st were then reviewed. Motion made by Lease, seconded by LaValle to approve minutes of January 21 , 1974 as presented. Motion carried. The general claims for payment were reviewed, and the council decided to delete # 16, Carl Dale's claim for the time being. Claims # 21 through 36 are to be deleted for a few days to insure proper names on the payments. Motion made by Crever, seconded by LaValle to pay all claims with the exception of #16, and #21 through 36, until attorney remits proper names. Motion cariied. Motion made by LaValle, seconded by Lease to pay water department claims as presented. Motion carried. Appointment of a council person for Ward III was the next item on the agenda. Motion made by Lease, seconded by LaValle to adopt Resolution #74-1 , a resolution appointing Lawrence Lee Martin as a member of the city council representing Ward III for the City of Hugo, Minnesota, to fill the vacancy left by councilwoman Bjorum. LaValle, Lease, Crever for, Leroux absent. Motion carried. Mr. Martin vras then sworn into office by clerk Burkard. Next item on the agenda was the Oak Vista Estates Subdivision. Bruce Folz appeared and stated the following information regarding the subdivision; The subdivision consists of eighty (80) acres, 70/ wooded. There is a proposed north-south road through the subdivision making one loop and end- ing in a cul-de-sac to the southeast. They pro ose to leave the tract as natural as possible, having only thirty eight �38) lots. Seventeen percent of the land shall be left as open space for the enjoyment of people living there. There will be individual wells and septic systems, although soil borings or percolation tests have not been made as yet. They propose to build a seven (7) ton gravel road rather than a blacktop road, as utilities will keep breaking up the road. The planning commission had recommended to the council that this subdivision be approved as a preliminary plat, but the council felt they didn't know enough about the situation to give approval at the present time. Some of the council members are to look over the subdivision this week, and dis- cuss the matter further with the planning commission on February 12th. It was mentioned that since 17% of the tract was to be left open space, the subdivider would .like to pay the city $25.00 per lot toward the city park fund, rather than donate more land. Motion made by LaValle, seconded by Lease to table the discussion on Oak Vista Estates until the council meeting of February 19, 1974. Motion carried. Motion made by LaValle and seconded that mining permit be approved for one year for George Indyki•ewicz, with the same conditions required as in 1973, and an inspection fee of $171 .00. Mr. Indykiewicz is to provide the bond and insurance certificate, and the clerk's office will type the new permit for signature. Motion carried. It was stated that Vern Peloquin had not had the survey completed for his minor subdivision as yet. Motion made by LaValle, seconded by Martin to table minor subdivision of Vern Peloquin until the 19th of February. Motion carried. FEBRUARY 4, 1974 t �•: L Motion made by Lease, seconded by LaValle to renew temporary mobile home permit of George Miron. Motion carried. Mrs. Sally Grimes appeared to ask the council's help in obtaining crossing lights at the railroad tracks at the intersection of 120th street and Falcon, as she said this was a very dangerous intersection. Mayor Crever thought this problem shoud be presented to the Railroad and Warehouse Commission. Attorney Johnson thought the Ramsey County Engineer should be made aware of the problem, as this is on the county line. LaValle was of the opinion that this should go through Washington County first. Motion made by LaValle, seconded by Lease that clerk's office write a letter to the Ramsey County Highway Department, with a carbon copy to Charles Swanson of Washington County Highway Department, asking them to do a traffic survey, with the understanding that there will be no charge to Hugo for same. Traffic survey to be undertaken at 120th and Falcon (Hugo Road and Ramsey County Line) . Motion carried. Recess called at 9:00 PM. Called back to order at 9:10 PM. It was noted that the planning commission is to have a special meeting on February 28th to discuss zoning, and the council is requested to attned. Regarding the sewer committee, Mayor Crever stated Joe Perzichilli wants to resign, as he is moving out of town. Crever stated James Letour- neau could be appointed to fill the vacancy. Motion made by Lease, seconded by Martin to appoint James Letourneau to the Hugo sewer committee. Motion carried. Motion made by Crever, seconded by Lease that a, paid secretary be appointed to attned the sewer board meetings. (deputy clerk or planning commission secretary) Motion carried. Attorney Johnson stated that all but seven sewer easements have been ob- tained. The following action was taken concerning sewer easements and land acquisitions: Motion made by Lease and seconded to approve the outright land acquisition for sewer pumping station from Vern J. Peloquin and Marie G. Peloquin at a cost of $ 500.00, and to approve the following sewer ease- ments: Vern J. & Marie G. Peloquin $ 570.00 Easement Bur-No Employees Credit Union and Jonathan R. $ 60.00 Crop Damage Garon & Claudia J. Garon $120.00 Easement Phillip Dupre & Bessie Dupre and Austin 1. Parenteau & Patricia A. Parenteau $0140.00 Easement Irene G. Traeger -y723.00 Easement Edward B. 'laugh & Grace C. Waugh P770.00 Easement Motion carried. Attorngr. Johnson mentioned he had spoken with Father Fortin of the Catholic Church, and the sewer easement would be no problem, but there was a stipulation of payment for replacement of trees and shrubs by the city to Father Fortin. Father Fortin figured an amount of $1265.00 for replacement of trees and shrubs, but the council requested Mr. Johnson to offer him $ 1000.00. The fences are to be restored as they were, and he wants assurances that the sewer project will not effect the upcoming horseshow the first part of August. FEBRUARY 4, 1974 25 Engineer Kuusisto had prepared a written report which he gave to council members while he explained certain items. The building inspector reported that only two building permits had been issued in January. He is to give the council a full report on the status of Robert Ricci 's remod e-_in.gon February 19th. He is also to contact LaMetti Construction regarding; their new building. It appears the snow load for the roof is only 251bs. and state code is 40 lbs. Police chief Richard Gunderson gave his written report to the council. Motion made by LaValle, seconded by Martin to authorize L & W Construction to repair the doors in the village hall -at a cost of '290.00. Motion carried. Clerk Burkard reported on the following: A bill from the sewer board had been received asking for payment for usage. Burkard is to contact them again regarding the matter. A letter had been received from the attorney for the George King estate, suggesting the city certify their claim to the county auditor. Minutes of the meeting of the Rice Creek Watershed Board had been received, and an item of interest being that Jerry Perron of the White Bear Rod and Gun Club had appeared regarding reclamation of lead shot. A letter from Jerry Belisle had been received concerning Dutch Elm Desease. Burkard stated he would like to order conversion heads for water meters at $15.50 each. Motion made by Lease, seconded by Crever to purchase one dozen meter heads for the water department at a cost of $15.50 each. Motion carried. Motion made by Lease, and seconded by to have the Hugo Seal Changed from a village seal to a city seal. Motion carried. Motion made by LaValle, seconded by Martin to post the village financial statement in three prominent places in the city. Motion carried. Motion made by LaValle, and seconded to transfer $12,000.00 from passbook savings to the village general account. Motion carried. Motion made and seconded to appoint the following to the ordinance committee: Lee Martin, Gerald Hauble, John Kostuck Jr. , Theodora Peltier, George Miron, Joseph Vignalo, and John Devney. Motion carried. Engineer Kuusisto reported that bids for the sewer project were opened on February 4th and following were the low bidders: Hoffman Brothers, Inc. Atwater, Minn. $190359151 .26 Barbarossa & Sons, Inc. Osseo, Minn. $'1 ,084.881 .00 Northdale Construction, Mpls. , Minn. $1015099.00 Howard said he will turn his tabulation of bids over to HUD for their review. Mr. Bob Ehlers, of Ehlers Associates, then explained the cost summary of the project to the council. He stated March 18th would be a good date to have the bond sale. Motion made by LaValle, seconded by Crever to reinstate the special use permit issued September 17, 1973, together with all the conditions set forth in Attachment "A" for an Auto Dismantling Yard, for Norman C. Horton Sr. Motion carried. FEBRUARY 4, 1974. 1 Motion made by LaValle, seconded by Martin to have a specail council meeting for the purpose of reviewing the sewer project, on February 11th, at 7:00 PM. Motion carried. The sewer committee is .requested to attend. Clerk Burkard reported his office had received a letter from Norm Horton Sr. Asking for reinstatement of his special use permit and junk yard t license with the same conditions as listed in Attachment "A" . Motion made by LaValle, seconde by Martin to reinstate Auto Dismantling Yard License for Norman C. Horton Sr. Motion carried. Motion made by Martin and seconded to adjourn at 12:15 AM. Motion carried. ,� V, 7 Robert E. urkard, Clerk City of Hugo EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Hugo, Minnesota, was held at the City Hall in said City on Monday, February 4, 1974, at 7:00 o'clock P.M. , with the following members present: Crever, LaVal le, Leroux, Lease and .Bfeom; Martin and the following members absent: Mone; The Clerk presented an affidavit of publication in the official news- paper and in the Construction Bulletin of a notice to contractors to submit bids for the construction of Sanitary Sewer Improvement No. 1973-1 . Said affidavits were examined, approved and ordered filed.
