The meeting was called to order at 7:04. PT by Aayor Lease. Roll was
called: Lease, LaValle, Martin, Leroux present.
The ninutes of ITay 6th were then reviewed. Tlotion made by Martin,
seconded by LaValle that the minutes of Nay 6th be corrected in
that Number 18 of conditions for the White Bear Rod & Gun Club Special
Use Permit be entirely restated, that Numbers 25 and 16 be entirely re—
stated, and change "should not be cut's in Number 26 to f4shall not be cut" .
Tlotion carried. The minutes were then approved as corrected.
Motion made by Leroux, seconded by Iiartin to approve the General Claims.
I.'otion carried. Lotion made by Leroux, seconded by I-lartin to approve the
:later Department Clain. 11otion carried.
First item on the agenda was a Special Use Permit for St. John The Baptist
Church. Father Fortin appeared regarding obtaining a special use permit
to construct a pole type shed for stabling on the church grounds. The
Planning Commission had recommended approval of the permit subject to a
few conditions. Father Fortin had brought with him a site plan showing
the entire area, and said he had met with the Pollution Control Agency,
and they had no objection, but would send someone out for an on—site in—
spection. He said only about one third of the property drains into the
lane and the other two thirds toward the railroad tracks. He has a variance
before the PC�� now, but they won't meet again until June 18th. Father
Fortin was asked when he would begin construction, and he stated he and a
few men would like to start as soon as possible. I•Iayor Lease questioned
whether he had spoken to the Rice Creek �)atershed Board. According to
Dan Spitzer of the Planning Commission, -the commission felt the PCA had
precedence in this case.
Lotion made by T[artin, seconded by haValle that a Special Use Permit for
construction of a pole type shed be g� ..nted to Father Fortin subject to the
following conditions:
1 . PCS approval or any other state agency approval be obtained.
2. Site Plan be submitted to the Planning Commission and City Council.
3. Special Use Permit indicate that the use of this building for stabling
of livestock be restricted to not more than 7 days consequatively a
year.
4. That the building may be used for storage of horse show props.
Motion carried.
Regarding -the Biesan--Severson request for a Variance, Howard Kuusisto
said he had received a call from Biesang, and they were going to look into
the prospect of making public road. IJayor Lease stated Biesang was told
to apply for a I-'inor Subdivision, and meet with the Attoreny and Engineer.
At that point Dan Spitzer stated that an application for a Minor Subdivision
was unappropriate because the land was subdivided before our Subdivision
Ordinance was recorded. The council decided to let the problem lay until
17r. Biesang contacts the Attorney and Engineer.
Recess called at 7 :55 P11. A Public Hearing eras called to order at 3:00 PF
for 3.A. Iiundblad of 7194 132nd Street T;orth application for a Mobile Home
?ermit. Clerk Burkard read aloud the notice which was published in the
Forest La1ce Times. T"r, hundblad has approximately 118 acres, and he would
like to put a mobile horse on it for his son to do the farm work. .1.1. question
erose as to how Jong the mobile home would exist there, and it was stated

sewer system, and Leroux felt if the farm operation ceases to exist, the

to E.A. Lundblad for a temporary home for his son for farm work under
Paragraph D:;,. Section II of Oneka Ordinance 8 subject to his putting in
a separate sewer system. Kotion carried.
The meeting was called back to order at 8:15 P11. Next iter, was a dis-
cussion on how to spend Revenue Sharing '-'ands. Mayor Lease stated we would
be needing a neva squad car shortly, and Clerk Burkard mentioned putting
an amount toward the owing Sewer Bill to the Sewer Board. Fayor Lease
said he would also like to see gravel purchased for the city roads, as
the roads were what the people really used. T?artin said he was in favor
of graveling the roads. T"otion rude by LaValle, seconded by 11artin that
of the Revenue Sharing from July 1 , 1974 to June 30, 1975s, `4500.00 be
put as a Capitol Expense in Public Safety, and ' 6991 .00 be put in Operation
and L"aintenance Expense in Public Transportation. T,lotion carried.
Ehlers Associates Contract came up next for review. Clerk Burkard said
a motion had been made in 1972 that Ehlers be appointed a Fiscal Agent
for the Village but no formal contract had been signed. "long with their
contract to be signed, they also submitted a bill. It was noted that this
bill would be paid out of the Sewer Fund as part of the "Contingency" .
Attorney Johnson stated that IND wished to see Attorney and Engineering
Contracts also. Tlotion made by T?artin, seconded by Leroux to table the
Ehlers Contract until the June 3rd meeting. T,.otion carried.
ClerlBurkard stated the old fire truck insurance should be cancelled if
it was not to be used any longer, and he wanted council action on the
matter. LaValle mentioned that according to Firechief Granger, the old
true): was unsafe on the roads. T"ayor Lease said they could sell it, if
the city residents didn't have any ideas.
Tlotion made by LaValle, seconded by Martin to purchase ;45,000.00 insurance
on the new Fire Pumper "6, and that we cancel insurance on the 1938 Dodge
Fire Truck. 'Fotion carried.

Regarding the need for "Slow Children" signs on 150th and Foxhill, Acting
Police Chief Barth submitted a letter to the Council which was read aloud
by Tlayor Lease. Barth said numerous children played in the roadway in that
area, and there was also a large amount of school traffic in the area,
and it was his opinion that signs were needed. Motion made by ZaValle, second-
ed by Martin that Clerk be authorized to purchase two "Slow Children" signs
for 147th and Foxhill and 150th and Highway 61 and the County be notified
to install same. 1i.otion carried.
TTr. Barth also introduced three men to the Council, James E. Eder, John
Jackson, and Jerome T. Bergeron, who he recommended for part time
positions in the Police Department. One of the men, James Eder, had been
in BCI; School and was a police officer in Stillwater for a tire. These
three men were chosen by the Police Department out of ten to appear be-
for the Council. The schedulinl- and pay situation had been explained to
the men by T1r. Barth.
T.otion made by LaValle and seconded that James B. Eder, John 1.1. Jackson,
and Jerome Bergeron be appointed part time police officers for the city
of Hugo. Motion carried.
T::r. Barth also said he would. 11.1ie tc., attend a, one week school in Advanced
Traffic June 3rd to 7th, which had no registration fee. Notion made by
LaValle, seconded by Martin that Bob Barth attend Advanced Traffic School
sponsored by the BCA starting the .reek of June 3rd and that the City will
reimburse him for travel. lotion carried. Yr. Barth was requested to look

Howard estimated all the above at :' 159800.00. Other roads needing work

Ingersoll north of County Road 4., Geneva and Goodview from Oneka bake Blvd.
to Co. 8F:, 125th by Sunset Lake. Lee T�;artin mentioned Harrow Avenue South
of County Road 4 had a few bad spots.
Howard said he had contacted people regardii:ng dust control, and they will
notify him shortly as to cost, etc.
Howard was told to proceed with the road projects he considered in priority.
TText to be discussed was an amended Special Use Permit for June Smith. She
had appeared again before the Planning Commission stating they could not
afford to install another septic system at the present time, and wondered
if they could reduce the number of children in the center to ten, and have
a longer period of time in ,which to install another system. The commission
had recommended an amendment of the permit, lowering the nwilber of children
to ten, and giving her until September 1 , 1975 to have the other se!rcr
system installed. l.t that point it was brought out that K_rs. Smith did not
make a formal application for an amended permit, nor pay the '25 ,00 fee,
and the following action was taken:

for an amended special use permit, and that the Clerk' s office notify her
that she should mage out an application and pay the fee, and appear before
the Council June 3rd. Tlotion carried.
There had been a request from Don Albright to the Planning Commission
for a Variance to build an addition to his Dome with a tuck under garage.
If he would do this, he would be within nine inches of the property line.
According to Dan Spitzer, this would require a ten foot setback, and was
denied by the Planning Commission for this reason. It was mentioned that
fire safety is -the primary reason for setbacks.

from Side Yard Setback by Don Albright be denied as recommended by the
Planning Commission. T?otion carried.
Clerk Burkard reported on the following:
A card had been received froim 7..-?h.ite Bear Oil stating the burners could be
cleaned for 118.00 each. T'otion made by LaValle, seconded by ITartin that
Clerk's office contact White Bear Cil Company regarding annual checkup
of our two burners. Totion carried.
Dave Lindahl and George I'Tiron had sent their T'obile Home Permit renewals
in and the following action was taken:

Lindahl be renewed under Paragaph B, Section II of Oneka Ordinance 4,8.

Ir. Burkard suggested the Ordinance Committee could contact the "lashington
County .gent regarding Dutch Llrn Tree Desease.
application had been received from Richard Fischer, a local man, for
Hugo sewer maintenance. He had four years experience in the Air Force.
The City Engincer soo �e with I,r. Fischer and had him fill out the application
for employment, and the Council co-,,ld review it.
Attorney Johnson said I•'r. Telfers of HUD thought the Sewer Cont act was
basically acceptable, but the City has to si-n the Contracts b:fore he
will have his letter of concurrence out. It was noted that the contractor
cannot be paid until the contract is signed and okayed by HUD.
I"otion made by LaValle, seconded by Leroux that ITayor Lease and Clerk
Burkard be authorized to sign necessary contract documents for Sewer Pro—
ject 1973-1 , and contract to become effective upon approval of HUD. Lotion
carried.
Attorney Johnson mentioned that Don Tauer's attorney called stating Tir.
^'quer did not care to carry out certain orders of the Planning Commission.
Dan Spitzer said there will be a public hearing for Mr. Tauer June 11th,
and he has to comply with certain items like everyone else.
Attorney Johnson then explained to Council amendments to the "Open Meeting
Law" . He said the lax.-,, is actually unclear as to "notice required" . The
statute required that any action taken in a sleeting shall be recorded and
a poll of votes taken. He recommended that the City Resolution for Meetings
be modified in that there should be a, provision for posting notice for
special meetings.
As it was nearing 11 :00 PPI and more business had to be taken care of, the
following action was taken: Motion made by LaValle, seconded by PTartin
to temporarily suspend the rules cf Resolution 1974-10, a resolution for
limiting the duration of regular city council meetings. Motion carried.
I-:ayor Lease then said as there was a vacancy on the Council and also on
the Plannin,); Commission, he would like to hold a special meeting to hear
all those interested in the two positions. Flames submitted so far are:

Potion made by LaValle, and seconded that a Special Pieeting be scheduled
for :Wednesday, Tray 29, 1r374 at 7:00 PIF,, with notice published in the Forest
Lake Times and ::shite Bear Press requesting people interested in the two
vacancies to contact the Clerk's office for information. Mlotion carried.
