The meeting; was called to order at 7 :10 ?'T•". Roll was called: Lease
LaValle, Kartin, Leroux, Smith present.
Minutes of the meeting of June 3rd were reviewed and stand approved
as presented.
The general claims were reviewed and stand approved as presented.
I'•ir. Don Albright had called the clerk' s office regarding being placed
on the council agenda to appeal a denial of his variance, but he failed
to appear.
Vern Peloquin appeared regarding approval of a Finor Subdivision in his
Industrial Park so Jim Olson could purchase approximately one acre to
construct a building. Council asked a few questions of TIr. Peloquin.
The engineer mentioned he would like approximately :';150.00 authorized for
upgradin,7 the road in that area.
Notion made by 1,1artin and seconded that Finor Subdivision be granted to
Vern Peloquin subject to the condition that 152nd Street be extended 175
feet and be brought up to City standards. A"otion carried.
Regarding the Jim Olson Special Use Permit, 11r. Olson was not at the
meeting at 7:20, so the council asked a few questions of " . Peloquin
and the engineer regarding t.-e septic system, drainage, type of building
etc. The council said they would come back to this matter when Kr. Ols-on
appeared..
The Police Department came up next for discussion. Triayor Lease said he
did not feel 11r. Barth had the experience to be qualified as a police
chief. He suggested leaving T1r. Barth in the position of acting chief
with an increase in salary for about six months. Jim Smith said Barth
spends approximately 75 hours a week on his job and should have some
relief. He suggested hiring another half time man to help. T'tarvin LaValle
suggested having the part time men work more hours. Irene Leroux felt
the council should have a meeting with the police department to discuss
the matter.
Notion made by Lease, seconded by Lcrou._ to appoint Bob Barth Sr. Acting
Police Chief for a period of three nont:ls beginning July 1 , and also
increase his salary by ;50.00 per month. Notion carried.
Jim Olson then appeared with a sketch of his proposed building, showing
landscape, parking, and septic system facilities. He explained his plans
to the council. Iir. Olson stated he does not ever forsee having a night
shift. He said this would be a Barco Building and meet all load require—
ments. There will be no storage outside the building, and no pollution.
T-"otion made by LaValle, seconded by Smith to grant Special Use Permit
to Jim Olson to operate Imperial Tool Company subject to the conditions
of the planning commission June 11th, and the change of number 2. (See
following) T?otion carried.
1 . Premises shall be used for Machine Shop operation.
2 . T"ax_imum number of employees shall not exceed 12 in a 24 hour period
unless ;Municipal sanitary sewer is available.
3. Parkin'a area capable of accepting at least 15 vehicles shall be
blacktopped when 152nd Street is surfaced with bituminous.
4. Sewer system composed of 1 ,200 gallon tank and toy,✓ 70 foot lines
shall be installed.
5. The building shall be constructed according to plans on file with
the planning commission.

Regarding the Shade Tree Desease Problem, Lee Nartin said there will
be short schools held for tree inspectors the 27th and 28th of June and
the 1st and 2nd of July at the University of T-Jinnesota. He said he is
in no hurry to hire a -tree inspector, but questioned if it wouldn't be
advisable to advertise for one, and protect the city from the Agricultural.
Department appointing one. Jim Snith questioned whether the Pollution
Control Agency would give burning permits to dispose of deseased trees.
Tar-;;;_ said there are so r:�any trees in the city, the council could desig—
nate a control area subject to approval from the Department of Agriculture.
I.Tarvin LaValle questioned whether someone fro-. -the FFA in Forest bake
Night be interested in the position. He said many of the boys study forestry.
Tease said he felt the council should wait until they are contacted, and
attorney Johnson said he hadn't really checked into the matter.

cating Ialtliquor License to the Hugo Businessmen for Good Neighbor

T"otion made IV ? cI:!-tin, seconded by Smith to grant an On Sale Hon—Intoxicating
Dalt Liquor License to `.Thite Bear OI'_ Hardware Softball Team June
29 and 30. Lotion carried. It was mentioned they will send a check for
the field rental right away.
T'otion nade by Lease, seconded by Iiartin to authorize the clerk to nego—
tiate governrient securities in an amount of :;72,053.35 for payment to
Ehlers of >�;275.00 and Hoffman Brothers of '*61 ,783.35. T`otion carried.
The Deputy clerk reported the following:
,ie have a new population figure of 3480.
A letter and phone call had been received from 1=ark 11attson, assistant
county engineer, regarding their negotiating :vith Rehbein Contractors
to put in. a bicycle trail along the neer construction of County Road 4.
The county wanted to know the council' s feeling on such a trail.
Ilotion made by Lease, seconded by I_artin to have the clerk' s office send
a letter to the County Highway Department noting the council's concurrence
with such a trail, noting it should be for bicycles only, not other all
terrain vehicles. Lotion carried.
.Regarding Continental Telephone application for buried cable, Howard
would. like this referred to them for an a-reenent such as we have with
Bell Telephone.
Votion ?rade by Lease and seconded to have the engineer contact Continen—
tal Telephone for more complete definition and r�.Ght—of—way agreement.
I'_otion carried.
Mayor Lease reported that Elhlers and Associates had made another computer
run on the sewer assessment charges and the Utilities Committee will have
a recom.lendation -to council soon. Lease also stated he would like to have
the new councilman, Jim Smith, viork with the Utilities Corimiittee.

Ordinance I•leeting June 18th at 7 :30 PII at the city hall. Lotion carried.
L er.,ibers of the council were also asked by 11r. I-iartin to attend if they could.
Attorney Johnson mentioned that the ,r,.iite Bear Rod and Gun Club had signed
their Special Use Permit and had agreed with all conditions. He questioned
whether they had sent in their .;x25,000.00 Bond as yet. The deputy clerk is
to check on the clatter.
Regarding the grillage code chapter on '_dministration, the attorney is to
put it in resolution form for the next meeting.

Gerald Dabe and Joe Gregoire appeared regarding ,rater problems in the
area. of 177th around Horseshoe Take. :^i Ir. Charles Phengston is plugging
a culvert to prevent water from draining on his property, r.:er_�-�1•rhile ?'r.
Dabe contends he is getting too much water frori Phengston plugging the
culvert. Ho�.iard T,uusisto said temporary relief could be Drovided for the
area by cleaning; out the ditchway and divert the water to the east and
then north. Is. Phengston though, contends that the natural drainage goes
south. I:ayor Lease suggested having the Rice Creek .Iatershed and their
engineers checic into the problem. I41r. Dabe questioned the attorney whether
a natural drainageway could be plugged. Ps. Johnson said legally, a natu—
ral_ drainagetiray cannot be plugged. LaValle is to ge_c an estimate on the
cleaning; of the ditchway and moving the culvert, i"r. Johnson is to review the
problerl, and Howard is to contact the :9atershed Engineer.
LaValle mentioned there is a problem with telephone cable on Inwood Avenue.
The curve in the road at Inwood and 180th should be filed, but the telephone
company has put cable zigzagged back and forth across the road. I,1r. Johnson
mentioned that out in the old township area, there is no ordinance for
these matters. According to Howard, permits don't mean a thing to the Phone
Company. 'Ie will contact them regarding the matter.
LaValle and I-uusisto are to loon: at road problems in the Oakshore Park area,
mainly Europa Avenue.
LaValle said he had received numerous complaints on the George Ding burned
building. The clerk' s office is to notify his estate of the nuisance abate—
r:?ent.
:acting Police Chief Barth was told by I;ayor Lease that he is to be the
acting chief for three more months with a 50.00 per month raise in pay.
Ir. Barth showed the council a, sample letter which could be sent to the
various liquor establishments regarding various offenses. Council said
they grant to be inforned of any specific offenses. Martin suggested Barth
put on his monthly report any offenses.
It was mentioned the mayor and council will receive a raise in pay for
1975—;;000.00 for the mayor and ; 600.00 for council.
Motion made by Leroux, seconded by Tartin to adjourn at 10:25 P.M. Lotion
carried.
