coiled: Lease, LeroLu,1, TIartin, S :ith present, LaValle absent.
The minutes of July 1st were reviewed and stand approved as presented.
The minutes of July 8th were reviewed and stand approved as presented.

Joseph Card of 12604 Ingersoll Avenue appeared regarding a slight dis—
agreerient with the building inspector Crever over a building permit. T.-_r.
Cord now resides in a su_mer 'Home built on a cer�e_it slab on 65 x 95
lot on Sunset I:ai.e. Tie i•rants to remodel the 1st floor and add a second
story to the hone. _according to Tor: Crever, the State Building Code states
that all buildings of this type must be on frost footings. The council
asked a fear questions of I.`r. Card,, and Don Lease told hire he would . have
the building inspector loo'•_ at the slab, and have it reinforced if neces—
sary for his own good, as it has to r;1eet the code. Hr. Crever mentioned
that the septic system should be checked also.
Crever_ stated that the Pollution Control 11gency has been testing

Planning Comnission had reviewed the Special Use Permit given .him in Jan—
uary of 1973), and they also went out and check-ed his yard. They recommend—
ed approval, subject to a date change in condition three regarding the
fence. Dan Spitzer stated FToack had a1aalrs tried to comply aith requests
by the City Officials, and has run a very professional_ operation. There
have been no significant violations, and no fire hazzard.

Len lToack subject to the original conditions in his Special_ Use Permit,
with the change in > to state the fence shall be put in by Septerlber 1 ,

Owners of the i°. & 7.;1 Root Beer Stand appeared regarding their obtaining
a Special Use Perriit for construction and operation Gf an 18 hole minia—
ture golf course on their property. i°r. David Yirscht, a site planner,
represented tht;3,i. lie appeared with a. professionally dra,��_ plan and layout
of the proposed golf course, and explained to council varous items. They
had already received approval fror^ the Rice Creed :;atershed Board. Howard
? uusisto recommended putting in a dry well as a catch basin for runoff,
and I"r. Kirscht was agreeable to this. IIe also said if a storm sewer were
installed in that area, they would connect to it. The Planning Commission
had recommended approval subject to ten conditions. It was noted they plan
to start construction_ this year and finish next spring.

to the oirne-rs of the A tr hoot Beer Stand to construct and operate an
18 Bole miniature golf course subject to -the followin- 13 conditions :
1 . Hours of operation shall be confined to the hours of 9:00 aI," to 10:00
PIE, Sunday through Thursday, to 11 :00 PIS" friday and Saturday June
-through _August, and to -the hours of 9:00 AT," to 9:00 PIi Sunday through.
Thursday, and 9:00 11I31 to 11 :00 P,T*-' friday and Saturday for the balance
of the year.
2 . Fighting shall be installed in accordance with the plan presented to
the Planning Commission and in no instance shall illumination exceed
5 foot candles at the exterior of the golf course.
3. The complete grading and drainage plan b:., submitted and approved by
the City '°,ngineer prior to any construction.
4. _Adequate sanitary facilities providing for two separate toilet facil—
ities shall be installed.
5. The six foot high redwood fence proposed on the east end of the property
shall be set bacl. from the ;Oroperty line not less than three feet.
6. 1111 the e::terior screening and all site preparations required for sur—
face draina-e shall be completed within one year following issuance
of the Special Use Permit.
7. In addition to the screening shown on the p ,-_n, additional screening
shall be provided on the nor property line east of the el;isting
garage on the adjacent property.

ways within the miniature golf course shall be delineated turf or
gravel and shall not be blac' to.p or concrete.
9. The applicant shall be required to post a bond in the amount of 4;5000.00
to insure compliance with the exterior screening, surface water drainage
site preparation, and parking area surface requirements.
10. This permit shall be reviewed, in a period not More than 18 months
after its issuance, by the Planning Commission to assess the degree of
compliance with the plan as subr_litted. Permission for all construction
of lights not installed as of that date shall be revolted.
11 . ":n approved catch basin shall be installed in the picnic area to handle
drainage from the additional par'_•;ing spaces and miniature golf course.
Depressions o- other suitable neans of diverting the surface mater to
the catch basin shall be installed. These installations are to be
completed by .IToverlber 30, 1974, The above conditions are only temporary
and subject to the availabliliti,T of a storm sewer; connection of the
approved catch basin to a strop sewer shall be made within one year
from the date of the installation of the storm sewer.
12. Submission of proof of ownership to the sAtisfaction of the City within
45 da-vs after issuance of the permit.
13. Construction shall be in accordance with the plans and specifications
filed with the City.

Findsvate-r, a representative of the club, discussed wit'z council their plans.
According to condition ;` 18 of their permit, there was to be 300 yards to
the east and ;•rest of the trap fields to the property lines, and 300 yard
frontal area. according to the plans submitted, there was only 540 feet to
the east side of the trap fields. The club house had been moved back on
this plan, campingarea provided, and four driveways provided, I,r. ' inds—
vater was told new plans should be provided, drawn by a registered arch—
tect, showinz 300 yards to the oast and crest, ma..lcing only one driveway, and
the camping area parking only. They are also to provide a grading
and drainage plan.

the Council.

have full and complete responsibility for the road.
