Roll was called: Lease, LaValle, Martin, Leroux, Smith present . Iiinutes of the special meeting of August 14th were reviewed. Motion made by Tease, seconded by Martin minutes be accepted as presented. Motion carried. Minutes of August 19th were then reviewed. Motion made by Lease, seconded by Martin to approve minutes as presented. Notion carried. Motion made by Leroux, seconded by Martin to pay the general claims. Potion carried. Motion made by T.ease, seconded by Martin to pay the water claims. Motion carried. I`r. Jerry 1allace of ITSP Co. appeared to discuss the liability and cost of relocating their gas main along H1Y 61 , which is in the way of the sewer. Fe said there is a clause in the franchise that HSP will relocate in case of any public community improvement. There will be no charge to the City for moving the facility. If the Federal Government or State were to run a high— way through, it would be a different thing. They request in the future, though, that i•TSP be made aware well enough ahead to budget the money for this type of thin;. written report was received from the Bldg. Inspectior stating the permits taken out for the month of August. Howard Kuusisto also gave his written report to the Council as he explained a few items. He said a request has been made to HUD for partial payment of the Grant. Regarding the Bald Eagle Industrial Park, McClean can't do the job on the manhole, and he suggests that Hoffman might do it. Hoffman is to have a price on the job by September 4th. The sanitary sewer is now progressing along R ;TY 61 to the north and will continue past the school and trailer court, and should be completed there in October. Royalhaven Estates has a fairly good looking street compared to what they had previously. Howard also had prepared a letter to the Councilregarding extension of the sewer along Egg Lake Road. Grace Development Co. is interested in having this work done. It would be 110 feet at a cost of :. 25,000.00, and might possibly require another public hearing. Mayor Lease mentioned he would be against this type of thing there. Martin agreed. He said at the last public hearing the people at the south end were against any extension of the sewer. A study on the drainage problems in the Oak Shore Park area is to be put in the 1975 budget. Attorney Johnson next gave his written report. Regarding the Zoning Ordinance, revisions and additions will be drafted when review by all committees has been completed. An ordinance on -Election Laws is to be drafted for the September 16th meeting. ley ';ember 3, 1974 r I-'e had written to Er.. Truer iaforming him of the denial of his special use permit and he should cease renting his apartment . Ir. Gerald Beach, the new tree inspector, had sent a proposal to Councilman Smith, and Johnson for review. He requested 31000.00 plus .,;.i50.00 for mileage for working for Hugo the remainder of 1974. Johnson stated that Er. Beach should have public liability and property damage insurance to save the City harmless from any damage he might cause while under contract to the City. Lee ITartin suggested referring to regulations of the Department of Agricul— ture when drafting a contract with Beach. Acting Police Chief Barth also gave his written report to the Council. Theodora Peltier questioned whether a speed limit of 30 mph could be set on Goodview Avenue. Barth said this would have to be done through the State. He and Howard are to check into this. Barth mentioned he had given the new squad car spec to various dealers in the area. Regarding the planning commission, Leroti:: said Dan Spitzer suggested adding a line to public notices stating that plans are at the City 'call for public review. The ordinance committee will review all recommendations on the zoning ordi— nance September 4th, and after the 16th council meeting, hopefully a joint meeting could be held with the council, planning commission and ordinance committee. Iiayor Lease reported for the sewer board that the assessment map is near completion. Hoffman will probably have a cost estimate for the 16th meeting. It was mentioned that the cost of the sewer and streets could be split, but this would change the assessment policy. The sewer board hn,d ::made various written recommendations to the Counc=il which were reviewed. There will be a special consideration given to the Hugo School and the trailer park when assessing. There were also two recommendations to possibly be added to the sewer ordinance. The attorney is to review these. ::otion made by Lease, seconded by LaValle that Council adopt the initial guidelines recommended by the sewer committee. Discussion then held. i.lotion made by Lease to amend the previous motion to state that Caouncil adopt initial guidelines adopted by the sewer committee, with the deletion of the last four words. , "if it is beneficial" in 2. Notion seconded and carried. Recess called at 9:25 PE. Called back to order at 9:35 Ph•I. Notion made by Lease, seconder'. by Smith to notify the Administrators of the George King 2state they have ten days to clean up the property and remove the unsafe building. Notion carried. Notion made by Tease seconded by Smith to purchase revised State Statues at a cost of ;35.00 a set. 'lotion carried. Notion made by Martin, seconded by LaValle to apply for reimbursement of funds for Officer Barth's peace officer training. Notion carried. A copy of a permit issued to Jerry roe for a ho;.; farm by the PCA was received by the Clerk' s office and reviewed by the Council. Lotion made by Lease, seconded by Smith to renew mobile home permit for E.A. Lundblad. I-lotion carried. 173 I-otion made by Harti n, seconded. by Leroux to renew mobile home permit for David Lindahl. Irotion carried. i'otion made by Lease, seconded by LaValle to grant garbage and rubbish license to Lake Sanitation, Bellaire Sanitation, and Suburban Pick—Up Service. "'lotion carried. aegarding the owing Sewer Bill, Eayor Lease had been in contact with the Iletro Sewer Board. They sent all communities the same contract and only two or three in addition to Hugo are not yet paying. According to the contract the first payment would be in 1975, and payments could be made up to fifteen years. There is a clause though, which states Hugo has the right to prepay any or all of the debt. It was stated that this should be a budget item of Y2649.00 in the 1975 budget. Attorney Johnson is to review the con— tract. Jim Parrish of Starmold appeared regarding obtaining an amended special use permit for a 50 x 120 foot addition _ to their present facility. This would be for warehouse use only and would require no plui .bit or new employees. They are presently using rented semi—trailers for stcrage. LaValle mentioned Starmold has all the necessary fire doors, etc. ir. Parrish said they are inspected frequently, so have to keep up to par. Potion made by Smith, and seconded that an amended special use permit be extended to Starmold at 5151 130th Street for construction of a 50 x 120 foct warehouse addition. Lotion carried. Clerk Burkard questioned if there was to be a budget meeting this month. He said the budget has to be adopted by October 7th meeting in order to be cer— tified to the auditor on time. I:otion made by La7alle and seconded to have a special budget meeting September 23rd at 7:00 PI:. Hotion carried. Clerk Burkard mentioned someone had been hurt at Good I`Zeighbor Days. He spoke with the insurance agency, and under our present policy, anyone hurt on city grounds would have to sue to collect. He wondered if the policy should be changed as suggested by the insurance agency. Council felt no change was necessary, and _i.ttorney Johnson suggested the City might not even be liable if the claim was not filed with the City. Ralph TToore appeared regarding his moving a garage onto his lot across from. the Legion Hall. He is to start construction on his hone shortly. He was told he would have to attend the next planning commission meeting. .ayor Lease had received a registered letter from the -innesota Environmental ;utility Council stating Hugo has to _)repare an environmental assessment pertaining to the Bear Rod Gun Club within forty five days. Lease wrote to Jerry _?err-on stating the Club should pay for this, but he feels the to:: payers of Hugo just night end up paying for it.
