Roll was called: Lease, LaValle, Leroux, Martin, Smith. present. I"inutes of the ,meeting of September 3rd were reviewed, and page 2, last par_ raph, word "statutes" to be correctly spells : Notion made bw Lease, seconded by Smith to approve the minutes after correction. Motion carried. Notion made by Leroux, seconded by Smith to approve the General Claims. Motion carried. YG 7:15 PN, Clerk Burkard_ stated a notice was published in the Forest Lake Times regarding calling for Police Car Bids for the City of Hugo. Fe then opened the one bid received, which was from Barnett Chrysler of ::Mite Bear Lake for a Grnad Fury Plymough at . 4889.23, subject to trade in of the old car. The following is a list of exceptions to the Specs : 1 . Steel belted radial tires not available 2. ;;resistor spark plugs not available 3. Electric clock not available with oil gauge 4. Rear sway bar not available and not required by Chrysler Products 5. —edification of rear doors not available and against Federal Regu— lations. The council then disc-?ssed the bid and ask ed Howard his opinion. Notion made by LaValle and seconded to table the awarding of the Police Car Bice unitl October 7th meeting to enable Barnett Chrysler to get the bond in and to check the trade—in value of the old police car. Motion carried. The deputy clerk applications were then reviewed by the council. Notion made by LaValle and seconded to have a meeting to irtervieu candidiates for the deputy clerk position on September 24th. at 7.00 PM, and the clerk' s office to notify the seven candidates. Motion carried. Clerk Burkard asked for the okay to cash : 100,000 in government securities, and council discussed the natter. Howard mentioned application had been made some time ago to HUD for the Funds. Motion _fade by LaVaile, seconded by Martin to authorize the clerk to negotiate . 1O0,000 in government securities for the payment of Hoffman Brothers plus interest payment. Notion carried. A letter had been received from Charles Bartholdi, attorney for the George Ling Estate, acknowledging receipt of the abate notice. Notion made by Lease, seconded by Martin to have the George Ting ;state cleaned up and the job not to exceed ' 300.00. Notion carried. The meeting was recessed and a public hearing was called. at 8:00 PN for the petition for a mobile home permit by Dolores LaValle. Clerk Burkard read aloud the hearing notice which was published in the Forest Lake Times. Ye one from the audience spoke, and the hearing closed at 8:05 IT:. The meeting was then called back to order. Motion made by Leroux, seconded by Martin to _r_ :,nt a Temporary Mobile Hone Permit to Dolores LaValle under Paragraph D, Section II, Oneka Ordinance .;' 8. Lease, Leroux, Smith, Martin for. LaValle abstained. Motion carried. SE TE •Th R 16, 1974 177 A letter had been received in The clerk' s office from Eckberg, Lommers, Briggs, and ':'olf, attorneys retained by Nr. Joseph Card regarding his obtaining; a building permit to remodel a summer home on Sunset Lake. Nr. Card was deiied a building permit by the inspector. Attorney Johnson is to res:)o:c lto Jr. Card' s attorneys. Clerk Burkard stated a letter had been .rec€.ived from the Hugo Elementary School Principal praising 'r;r. Barth and the Police Department for doing a fine job protecting the school and general public. A letter had been received from Jerry Belisle regarding a meeting on Shade Tree Disease to be held in the State Office Building On Spetember 17th at 8:30 M and the council was invited to attend. A letter had been received from Steven Chapman of I IPERG, which was a carbon copy of the letter 1a had sent to the White Bear Rod & Gun Club regarding trespass on Howard Schletty's property, and property damage to seedling trees. He stressed the problems to be encountered by the granting of the permit to the Gun Club. He also said the trespass might result in a court litigation. Howard TTuusisto stated Brian of his office had been working night and day to finish the sewer assessment nap which he showed to the council. Howard said :Shiers is contacting, the County regarding the extension of time fcr certifying assessments to the auditor. Ehlers will attend a meeting with the Sewer Board on the 19th to discuss these matters. Notion made by I,aVa lle, seconded by Lease that the Clerk purchase the necessary forms to send out for sewer assessments. Notion carried. Attorney Johnson stated with regard to injury on City property, written notice of same has to be received by the City within 50 days. I:r. Johnson had prepared an Election Ordinance which the council then reviewed, as he explained. Lease, :',aVal_l_e, Leroux, ITartin, Smith for. Notion carried. The attorney then gave the council copies of an a2;-r.een ent he had drawn up between the City and Nr. Gerald Beach, the Tree Inspector. It was noted that lir. Beach' s insurance coverage was somewhat lower than dis- cussed at the last meeting. Notion made by LaVal_le, seconded by Smith to sign the agreement with Mr. Beach for Shade Tree Disease Control. Notion carried. The attorney is to send the a r reemnt to '"r. Beach for his sig- nature. Motion made by Lease and seconded to put a notice in the Mite Bear Press and Forest Lake Times that Hugo is hiring a Tree Inspector for control of Dutch Elm and Oak jilt and he is in the process of doing a survey in the City according to State Law. Notion carried. Acting Police Chief Barth appeared with letters for the council from various citizens regarding the Police Department. These letter are to be filed in ' the clerk' s office. S2.2,;7.-= 1 ' 1(.274 1 7 9 Hr.. Barth al_sO subI-it-�ed a written recommendation tO hire Janet Ion as a Dart time secretary for the Police Depar't_dent. He then introduced ?''rs. Ion to the council. He said she would work approximately two horrs per day to start. i:otion made '.y Smith, seconded by Tease that Janet Ion be appointed part time secretary for the Hugo Police Department at a rate of ;x.;2.50 per hour. notion carried. Theodora Peltier then introduced to the council, Hike George, who is run— ning for State Representative from this district. Recess called at 9:25 T'?'. Called back to order at 9:50 PH. James Hugg appeared with Don Hult reagrding his obtaining preliminary approval on the plat of Hardwood Creek :,states. They had a somewhat re— vised plat map which they put up as they spoke. It was stated that a highway access application was to be mailed in the morning, and a drainage way as suggested by T'i1'. ::uusisto was put in. They would be giving ITugD restricted access to the lots, andthe lots are at least 5.4 acres in size. All have 300 ft. frontage cn the road except one with 265 ft. They said they don't expect a problem with the :;atershed Board. There was then some discussion on the "Scenic Easement" . LaValle said he felt the scenic case— ment would be a liability to the City, not a value. Lease said he would like 171.. Johnson to write the scenic easement with Fr. Daggs. The City is not to be responsible for any maintenance or liability. Smith. and Leroux agreed with this. :lotion made by Hartin, and seconded to table the Hardwood Creek estates application until October 7, 1974, and until such time as the City gets the Highway ,access Permit, the ;ice Creel: Permit, Scenic ';ascment drawn by attorney Johnson, the ' 25,000 Performance Bond, and the Chenge of Access on Lot Seven. Hayor Lease mentioned he had received a letter from the :7hite Bear Youth Resource Bureau requesting funds if Hugo has it to give. :-ayor Lease had delved into the problem of the J'nviron_riental Assessment to be made on the Gun Club by the City and had two bids to do the work. One verbal bid is to be followed by a written proposition fror Gerald Sunday, Consulting Engineer_ , at a cost not to exceed 0500.00. 72'x:.: other was from i?ational Biocentrics, Inc. which would be between ::1500 to . 2000. :"ayor Lease said he would like the council to act on this at the meeting on the 23rd.
