The special meeting was called to order at 7:10 PM by Mayor Lease. Roll
was called: Lease, Leroux, LaValle, Martin, Smith present. Also present
were Attorney Johnson and Engineer. Kuusisto.
At the meeting of October 24th, the Council discussed fourteen sewer
items, and did not finish before the residents came in the afternoon.
Below, are the items which were not finished or discussed.
35135-8210 Art Thornquist-objected to corner lot. He pays assessment of
property being used by the City as a street. To remain the same.
35020-3300 Gerald Mrkvicka-Minus 1 service connection.
35020-2200 Vern Peloquin-Adjusted his assessment from 1178 feet to 897.8
feet, and change service connections from 1 to 3, with 1 REC.
35770-2250 Robert Peck-objected to corner lot. Remains the same.
35019-2350 Dolores LaValle-Footage to be 1060 feet, 1 REC and 1 service conn.
35135-2000 Dolores LaValle was 125 feet. Minus 25 feet, no REC, no service
conn.
35135-2550 Dolores LaValle was 135 feet. Minus all-not to be assessed.
35135-2300 Dolores LaValle-was 481 feet. Minus 30 feet.
35135-4300 Mary Quimet-Minus 14 feet.
35135-4350 Mary Ouimet-Minus 80 feet, 1 REC, 1 service connection
35135-4450 Mary Ouimet-Remains at 230.8 feet, 1 REC, 1 service connection
35135-8100 Virgil Sontag-Remains the same.
35029-0020 Marlowe Lindau-Charge for 270 feet, 1 LEC, 2 service connections
(This was Joe Thill's removed his name from the roll) .
35019-2250 Harley Johnson-Add 1 service connection. Council requested Eng
ineer Kuusisto to order in an additional service to Harley Johnson proper
from the Manhole 1 , involving tunneling under 8A and which will include 8:
pipe.
35029-2300 Ed Waugh-Charge 9 REC's. Based on 8 for resturant and 1 for living
quarters.
35020-2300 Howard Moe-Change from 495 feet to 475 feet.

EXTRACT OF MINUTES OF MEETING
OF THE CITY COUNCIL OF THE
CITY OF HUT.' , MINNESOTA
Pursuant to due call and notice thereof, a Special meeting of the
City Council of the City of Hugo , Minnesota, was
held at the Hugo Elementary School in said City on Friday
October 11 , 19 , at 8:00 o'clock P.M. , with the following
members present: Mayor Lease, Lee Martin, Jim Smith, Irene Leroux,
Marvin LaValle
and the following members absent: None

The Clerk presented affidavits of publication of the notice of hearing
called to be held on special assessments proposed to be levied for special bene-
fit derived from the construction of Sanitary Sewer Improvement No. 1973-1

Said affidavits were examined, approved and ordered filed.
The Mayor then announced that the meeting was open for the purpose of
conducting the hearing on said proposed assessments; and after said assessments
were thoroughly explained and after all persons present were afforded an oppor-
tunity to be heard, the following objections were made:

The public hearing was adjourned until October 24, 1974, at which time
more objections were heard, and also a meetingwas held on October 30,
1974, where the special assessments, some of which were amended, were
adopted. Please see the attached sheets for objections.

At the Special Meeting of October 30, 1974,
Member Leroux then introduced the following resolution
and moved its adoption: RESOLUTION 1974-22
RESOLUTION ADOPTING SPECIAL ASSESSMENTS FOR
SANITARY SEWER IMPROVEMENT NO. 1973-1
BE IT RESOLVED By the City Council of the City of
Hugo , Minnesota, as follows:

(1) The special assessments (as amended) (as heretofore prepared) for
Sanitary Saw's Imnrrniaman:• No. 1973-1
are hereby adopted, and it is hereby found and
determined that each lot, piece and parcel of property so assessed is benefited
in the amounts of the respective assessments levied against it.
(2) Said assessments may be paid in cash, without interest, if paid within
fourteen (i4)) days from the date hereof, or may be paid in twenty
( 20 ) equal , annual installments in the same time and manner as the payment of
real estate taxes with interest at the rate of seven per cent ( 7 9. ) per
annum from the date hereof to December 31 of the year in which the first payment
is payable to be added to the first installment, and one year's interest on the
remaining balance to be added to each subsequent installment; PROVIDED, HOWEVER,
that any property owner may pay the entire unpaid balance of the assessment
against his property at any time with interest to December 31 of the year in
which said payment is made.
(3) The Clerk is hereby authorized and directed to certify a copy of the
assessments and a copy of this resolution to the County Auditor of
Wachinntnn County to be extended on the proper tax lists of the
County for collection with other real estate taxes in and for the City •
The motion for the adoption of the foregoing resolution was duly
seconded by member Martin ; and upon a vote being taken, the
following members voted in favor thereof:Lease, Leroux, Martin, Smith,LaValle
and the following members voted against the same: None
whereupon said resolution was declared passed and adopted.

I , the undersigned, the duly qualified and acting Clerk of the
City of Hugo , Minnesota, DO HEREBY CERTIFY that I have
carefully compared the attached and foregoing extract of minutes of a meeting
of the City Council of said City held on the date therein indi-
cated with the original of said minutes on file in my office and that said
extract is a full , true and correct transcript of said minutes insofar as
they relate to a public hearing held on the proposed assessments for special
benefit derived from Sanitary Sewer Imarovement :Jo. 1973-1
and the approval of said assessments.

Motion made by Leroux, seconded by Martin to adopt Resolution 1974-22,
A Resolution Adopting Special Assessments For Hugo Sanitary Sewer Improve-
ment No. 1973-1 As Amended And As Heretofore Prepared. Lease, LaValle, Leroux
Martin, Smith for, Motion carried.
The amended assessment roll will now be sent to Ehlers for recalculation.
Motion made and seconded to adjourn at 11 :05 PM.
