HomeMy WebLinkAbout1974.12.02 CC Minutes DECEMBER 2, 1974 MINUTES OF PROCEEDINGS OF THE CITY COUNCIL CITY OF HuGog • The meeting was called to order at 7:09 P.M. by Mayor Lease. Members present were: Lease, Leroux, Martin and Smith. LaValle absent . Also present were Charles Johnson, City Attorney and Howard Kuusisto, City Engineer. The minutes of November 18 were reviewed. Motion made by Lease, seconded by Leroux to approve the minutes. Motion carried. The minutes of November 25, were reviewed. Leroux pointed out correction of "Land Unit Development" to "Planned Unit Development". Motion made by Lease for approval, Smith seconded. Motion carried. Lease questioned Xmas lights - stated City would be responsible for electricity from December 20 through January 2nd. Lease to check with Businessmen if they were aware of this. Burkard read General Claims for November, 1974. Listed are the following corrections made; Item 1 , NSP $407.09, Item 35 D. Lease $300.00 to $150.00, Item 13 First State Bank of St. Paul to First State Bank of Hugo. Items 11 and 12 being questioned by Lease and Smith. Smith stated in minutes of September 16 motion carried to have Geo King Estate cleaned up and the job not to exceed $300.00. Claim submitted for $566.75, $266.75 over what was approved. Lease asked Burkard to check with auditor for additional assessment claims. Leroux made motion to approve claims. Lease seconded. Motion carried. Burkard read Water Department Claims. Burkard noted omission of #7, Minn- esota Department of Revenue cost, to be computed at future date. Lease made motion to approve. Smith seconded. Motion carried. Burkard recommended to buy C.D. for 4 years, with the balance of $2,148.50 in the Sewer Sinking Fund Account. Leroux made motion to approve, Martin seconded. Motion carried. Motion made and seconded that the following license be issued to: George Miron - Temporary Mobile Permit - $10.00. Motion made and seconded that the following license be issued to: Traegers - On Sale Intoxicating Liquor, On Sale Sunday Liquor, Cigarettes, Soft Drink $1717.00. Motion made and seconded that the following license be issued to: Carpenters - Off Sale Non-Intoxicating Liquor, On Sale Intoxicating Liquor, On Sale Sunday Liquor, Cigarettes, Soft Drink, Game of Skill $1752.00 Motion made and seconded that the following license be issued to: Bills Bar & Grill - Off Sale Non-Intoxicating Liquor, On Sale Intoxicating Liquor, On Sale Sunday Liquor, Cigarettes $1727.00. Motion made and seconded that the following license be issued to: American Legion Post 620 - Club - On Sale Intoxicating Liquor, Cigarettes, Soft Drink $117 .00. 21 8 Motion made and seconded that the following license be issued to: Nadeau's IGA - Off Sale Non-Intoxicating Liquor, Cigarettes, Soft Drink $32.0 Motion made and seconded that the following license be issued to: Donald Olinger (Margarets Drive-In) - Soft Drink, Music Box $15.00 Motion made and seconded that the following license be issued to: K.C. Plaza (Knights of Columbus) - Club - On Sale Non-Intoxicating Liquor, Cigarettes $22.00. Motion made and seconded that the following license be issued to: Hugo Motor - Cigarettes, Soft Drink $17.00 Following licenses not received: Ricci' s, Nashville North and Pioneer Club. Lease asked Johnson to read law on Sunday liquor sale. Lease noted Nashville North and Pioneer have Sunday license but do not serve food. Joe Card Sr. questioned delay by Building Inspector to OK sons building permit. Mr. Card redefined the addition to Council and inspector. Question if drainage adequate. Engineer Kuusisto to check and do evaluation as soon as possible to help speed up building. Police Chief read monthly report. Stated getting new squad car December 3, 1974. Chief questioned his salary. Lease stated all salaries reviewed the first of the year. Attorney Johnson stated Fire Department questioned the tax on the W2 form Johnson stated new regulations applicable and to be sent to the Fire Department. Engineer Kuusisto stated all property owners on gravity feed are ready for sewer hookup. Kuusisto submitted letter of expenditure for Rice Creek Water Shed, not to exceed $450.00 would reflect proposal . Lease made motion to participate to a cash outlay of - ($200 - $225.--) . Martin seconded. Motion carried. Smith opposed. Attorney Johnson reviewed the changes in the Zoning Ordinance. Lease made motion to have Public Hearing on the proposed Zoning Ordinance for December 17 (with an alternative date of December 18) at 8:00 P.M. at the Hugo Elementary School. Martin seconded. Motion carried. Johnson will have extra copies made and sent to City Hall the end of the week for public viewing. Lease will check with Carl regarding zoning maps so they can be available at Public Hearing. Burkard will see that the notice gets in the paper. Barton Mining Permit up for renewal. Attorney Johnson to write letter re- garding specifications on permit. Tree Inspector Beach gave summary of 1974, of Dutch Elm disease and Oak W' Outlined two control zones. Suggestions by Council, were made as to the r moval of the diseased trees. Lease aware that the situation may become imminent in the near future.
