Member present were: Lease, Martin, LaValle & Smith. Leroux absent. 7:15, Leroux came. Also present were Charles Johnson, City Attorney and Howard Kuusisto, City Engineer. The minutes of December 2 were reviewed. Motion made by Lease to approve the minutes. Martin seconded. Motion carried. Burkard read General Claims for December, 1974. Pointed out that additional claims to be submitted later after figures are computed. Motion made by Lease to approve claims. LaValle seconded. Motion carried. Water Department claims read. Martin made motion to approve claim, Smith seconded. Motion carried. Motion made by Lease and seconded by Leroux to issue the following license to Earl R. Forsblad - Rockville U.S.A. - Cigarettes, On Sale License for Intoxicating Liquor. $1512.00 Motion made by Lease and seconded by Smith to issue the following license to: Robert Ricci - Ricci's Saloon - Off Sale Non-Intoxicating Liquor, On Sale Intoxicating Liquor, On Sale Sunday Liquor, Cigarettes, Soft Drink License, Game of Skill License and Music Box $1782.00 Motion made by Smith and seconded by Leroux to issue the following license to Gerald Waste - Pioneer Club - Off Sale Non-Intoxicating Liquor, On Sale In- toxicating Liquor, On Sale Sunday Liquor, Cigarettes, Soft Drink License, Game of Skill License, six, $1792.00. Sunday Liquor License was questioned by Mayor Lease, Johnson read the Sunday Liquor law. Motion made by Smith to issue license, seconded by Leroux. Those in favor, Martin, LaValle, Leroux, and Smith. Those opposed Lease. Motion carried. Motion made and seconded to issue the following license to: Eugene Peltier - Cigarettes $12.00 Mrs. Farley, representing Oak Shore Park Homeowners Ass'n. , requested approves: for immediate installation of various road signs on the road formerly known as Lakeshore Blvd. , now known as 120th. St., Everton Ave., 122nd. St. , Ethan Ave. , and 129th. St. Double parking and speeding are creating a hazardous situation, no signs installed at present, those that were have been damaged and are no longer standing. A three way Stop was requested at the intersectioi of Falcon Ave., 120th. St. and Hugo Rd. LaValle will take inventory of present areas. He will also check with the engineer about spacing of No Parking signs and the speed limit which is to be posted. It was suggested to write a letter to the White Bear Township Board regarding the three way stop, and in conjunction with them, to apply a little more pressure on Ramsey County to speed up the traffic survey so a future sign could be installed. LaValle contact Washington County Engineering Department regarding road. 2. Take inventory on signs we have now and put in most strategic areas. Seconded by Smith. Motion carried. Howard Schietty questioned why White Bear Rod & Gun Club was issued a Special Use Permit when conditions were not met (fence not installed in its entirety) . Lease and Smith questioned wheather the plans should go back to the Planning Commission for review as several changes have occurred since original plans were submitted. LaValle pointed out there is an annual review in May of all permits and that it could be reviewed at that time and at no delay to the Gun Club. Perron, W. B. Rod & Gun Club asked if he could delete #8 of the Special Use Permit Conditions and go by #13. He was asked to file for an amendment change in writing and submit it to the Council. Perron asked if fence should be completed, stating it would be an additional 200' . Charles Kyle regarding Minor Subdivision Permit Application. Lease made motion to approve permit, Leroux seconded. Motion carried. Frank Graham representing Northern State Power presented the Electric Service Agreement and also information pertaining to the lift stations located at 6045 Oneka Lake Blvd. and 5430 - 140th. St. No. Fees of $2,687.00 and $560.00 based on revenue against investment cost. Discussion followed and Council agreed to review the matter and bring it up at the Council Meeting on January 6, 1975. Minor Subdivision and Variance for Raymond Houle was submitted without map. LaValle made motion to table application. Leroux seconded. Roy Jameson, Jr.. request for Special Use Permit was denied by Planning Commission due to the following reasons. 1 . Inadequate sewer system, 2. Keep from intensifying the use of the Lake shore land, 3. Inandequate square footage of the proposed addition. Martin made motion to deny permit subject to the condition. Lease seconded. Motion carried. 222 DECEMBER 16, 1974 Burkard discussed water billing proceedures and rates. Minim-tin rate of. $6.00 a month established but no gallon rate which Kuusisto and Burakrd are to work out. Lease made motion to adjust water bill to calendar year so sewer and water could be billed together on quarterly basis. LaValle seconded. Motion Carried. A Special Meeting was set up for January 7, 1975 at 7:00 P.M. pertaining to sewer rates and billing proceedures. Card residence on Ingersoll Avenue - Any Building Permit that is granted will be conditional and accompanied by the letter from Kuusisto Engineering, as reported by the Building Inspector Tom Crever. Attorney Johnson read letter from Metro Sewer regarding payment contract. He will draw up a contract deleting the last paragraph of the letter. Lease made motion to extend Meeting beyond 11 :00, Leroux seconded. Motion Carried. Cost of printing the Code is around $1 ,300.00. Suggestions were made to adopt Code. Lease would like to adopt the code by the 30th. of December. Major Ordinances are completed or close to being completed. Martin made motion to have Special Meeting for final draft of Zoning Ordinance on December 30, 1974. Motion seconded by Smith. Motion Carried. LaValle made motion to cash balance of government certificate. Lease seconded. Motion Carried. Motion made by Smith, seconded by Leroux to adjourn at 11 :41 P.M. Motion Carried.
