Meeting started at 7:23. Those present were: Lease, Martin, LaValle,
Leroux. Smith absent. Also present, Attorney Johnson.
The Special Meeting was held to review comments made in writing to the City
Hall, regarding re—zoning of individual property. Only those requests, and
no others, are to be considered. The following fifteen requests (total receiv
ed) were discussed:

Carl Dale suggested new procedure in order to adopt Zoning Ordinance.
The fifteen (15) requests can be reconsidered, a visual siting, at a
no charge to the individuals.

LaValle Made a motion to appoint a Committee of three (3) to review the
present applications as of today December 30, 1974, one member from the
City Council, one member from the Planning Commission and one member of
a committee at large to be appointed by the City Council. The committee is
to review these particular cases and make recommendations back to the Cit
Council. The fee is waivered and the re-zoning procedure is to be followe
according to the Ordinance. Motion seconded and Carried.
Mayor Lease said the Coumcil should be able to come up with the Committee
by January 6, 1975.
Lease asked Cliff Buchan, Forest Lakes Times, to publish in the Newspaper,
that the City Council is looking for an interested volunteer to serve on
the Committee. Party should contact City Hall or members of the City
Council.
Recess called at 10:03. Called back to order at 10:21 .
Attorney Johnson read the corrections to be made in the Zoning Ordinance.
Leroux made motion to extend meeting beyond 11 :00 P.M. Martin seconded.
Motion carried.
Martin made motion to adopt Ordinance Co. 1974-119 "The Zoning Ordinance
of Hugo, Minnesota relating to and regulating the use of land and the
location, size, use and heights of buildings, the arrangement of buildings
on lots, and the density of population in the City of Hugo and for the
purpose of promoting the Public Health, Safety, Order, Convenience, Prosperit;
and General Welfare in said City of Hugo, and for said purpose to divide
the City of Hugo in Districts, and make different regulations for differe
Districts, and repealing prior Zoning Ordinances" effective January 9, 19
LaValle seconded. Motion Carried. Those for, Lease, Leroux, LaValle and
Martin. Those opposed. None.
Council reviewed the Proposed City Code.
Martin made motion to adopt Ordinance No. 1974-120 "An Ordinance adopting
the Hugo Code and Providing for Repeal of inconsistant Ordinance of the For-
mer Township of Oneka and Former Village of Hugo". LaValle seconded.
Motion carried. Those for Lease, Leroux, LaValle and Martin. Those opposed.
None.
Motion made by LaValle, seconded by Lease to adjourn at 12:06 P.M. Motioln
Carried.
